1. Agricultural, forestry and fishery production

1.1. Agriculture

- Cultivation: Until the end of August 15, 2020, the whole province cultivated 32,169 hectares of rice and vegetables of all kinds, down 0.36% over the same period. In addition to the increased rice and maize cultivated areas, the remaining main crops all decreased compared to the crop year in 2019. Specifically: the area of winter rice reached 23,923 hectares, up 0.01%; 1,690 ha of maize, up 3.06%; 166 ha of sweet potato, down 19.39%; peanuts 449 hectares, down 9.69%; 152 hectares of soybeans, down 3.92%; green vegetables of all kinds 2,338 hectares, down 1.84% ...

- Breed:

Poultry husbandry develops well, during the month there is no major epidemic, farmers feel secure to invest and expand herd scale. Pig farming is gradually recovering from African swine fever, but the re-herding is slow due to the high cost of breeders, and the limited supply of breeds from reputable farms, ensuring safety is limited. It is estimated that in August, the province's buffalo herd decreased by 0.95% over the same period in 2019; the herd of cows decreased by 3.06%, only dairy cows increased by 20.22%; poultry increased 4.92%; pigs decreased by 7.09%.

1.2 Forestry

The area of newly concentrated planted forests in the province by August was estimated at 540 ha, equaling 83.14% of the year plan, down 3.76% over the same period last year. The area of planted forest to be cared for is 2,380 ha, up 0.92%; the allocated forest area for protection is 9,560 ha, the number of scattered planted trees is estimated at 1.32 million trees, up 0.27%; the exploited wood output in the month was estimated at 3,860m3, increasing by 3.76%; firewood production was estimated at 4,620 Ste, up 2.09% over the same period of the last year.

1.3. Fishery

The area of aquaculture by the end of August was estimated at 6,148 ha, up 0.1% over the same period last year. Fishery production in the month was estimated at 2,147 tons, up 3.84% over the same period; the number of breeds produced reached 188 million, up 5.16% over the same period. Generally, in the first eight months of the year, the total seafood production was estimated at 14,686 tons, up 3.17% over the same period. In which, aquaculture output reached 13,312 tons, up 3.68%; exploitation output reached 1,374 tons, down 1.53% over the same period.

2. Industrial production

2.1. Manufacturing index

The situation of industrial production in the province in the month maintained a positive recovery momentum, solutions to support businesses and employees to boost production and stabilize their lives continued to promote efficiency. The industrial production index for the whole industry in August increased by 2.00% over the previous month and decreased slightly by 1.32% over the same period last year. Generally, in the first eight months of the year, the manufacturing index was estimated to decrease by 7.28% over the same period, of which the mining industry decreased by 29.33%, the manufacturing and processing industry decreased by 7.38%, and the electricity distribution ensures sufficient power supply for production and people's consumption.

The Index of Industrial Production (IIP) in August was estimated to increase 2.00% from the previous month and decrease 1.32% from the same period of the last year. In which, the mining industry decreased by 35.59%; processing and manufacturing industries decreased by 1.27%; electricity production and distribution rose 5.68%; water supply and waste and wastewater treatment sectors decreased 13.61% over the last same period.

For the first eight months of the year, the IIP was estimated to decrease by 7.28% year-on-year, the only decrease in the first eight months of the 2015-2020 period. Industrial production continued facing difficulties and instability because Covid-19 was still complicated globally, leading to an interrupted supply chain of raw materials for production of inputs.

Among secondary industries, a number of industries with an eight-month decrease or a very low increase compared to the same period last year were: production of beds, wardrobes, tables and chairs decreased by 42.38%; wood processing and wood products down 34.56%; motor vehicle production decreased by 21.95%; clothing production decreased by 17.64%; leather and related products production decreased 16.32%; brick production decreased by 15.97%; motorbike and motorcycle production decreased by 12.55%; chemical production and chemical products down 7.10%; electronic component production increased by 0.33%; electrical equipment production increased by 3.31%.

Besides, a number of industries had a good increase in the eight-month production index compared to the last same period: Manufacture of drugs, pharmaceutical chemistry and pharmaceuticals increased by 31.71%; production of products from rubber and plastic increased 26.81%; food production and processing rose 15.23%; textile increased 15.18%; production of paper and paper products increased 11.44%; metal production increased 7.26%.

2.2. Main industrial products

Most of the output of major industrial products in August province increased compared to the previous month, however, compared to the same period last year, it still decreased significantly. Generally, in the first eight months of the year, there were only 4/10 major industrial products groups of the province achieving an increase over the same period, of which: forage increased by 15.23%; commercial tap water increased 5.08%; commercial electricity increased by 1.67%; electronic components rose 0.33%.

2.3. Labor Use Index

The employment index of industrial enterprises in the province until 01/8/2020 increased 1.01% over the previous month and decreased 5.47% over the same period, of which, State-owned enterprises decreased by 2.55%, non-state enterprises decreased by 25.88%, foreign invested enterprises decreased 0.83%. At that time, the number of employees working in mining enterprises decreased by 26.19% over the same period last year; processing and manufacturing industries decreased by 5.53%; electricity production and distribution rose 1.04%; water supply, waste and wastewater management and treatment decreased 0.45%.

2.4. Consumption index, inventory

Consumption index for the whole manufacturing in August rose 3.96% over the previous month and decreased 6.55% over the same period last year. It is expected that in the first eight months of the year, only 6 out of 18 secondary industries in the province have an increase in consumption index over the same period, of which: manufacturing of rubber and plastic products increases by 26.47%; medicine, pharmaceutical chemistry and pharmaceutical industry by 25.50%; food production and processing rose 20.10%; textile industry increased by 14.97%; the production of paper and paper products rose 14.81%; metal production increased 6.21%.

Inventory index of the whole manufacturing in the month increased by 8.27% over the previous month and by 23.65% over the same period last year. Most of industries saw a high increase in August inventories over the same period; in which, the manufacturing of drugs, pharmaceutical chemistry and pharmaceuticals increased by 186.30%, the wood processing industry and the production of wood products increased by 147.74%; motor vehicle manufacturing by 65.53%; leather and related products up 46.76% ...

3. Investment, construction

During the month, a number of key projects have been accelerated to ensure progress such as Technical House and Boarding House, Pediatric Hospital; Vinh Phuc Specialized High School, these are key projects to celebrate the 17th Congress of the Provincial Party Committee, term 2020 - 2025 and a number of new projects and projects started with large capital such as: Urban Area New Nam Vinh Yen phase 3 (VND 3,900 billion), the project of establishing YPE vina Co., Ltd (VND 4,640 billion). It is expected that the total investment capital from the State budget funded by the locality in August will reach VND 841.3 billion, an increase of 5.57% over the previous month and an increase of 48.86% over the same period in 2019. In which, the State budget capital at the provincial level is 627 billion Dong, up 5.23% over the previous month and 58.37% over the same period; budget capital at district level is VND 178 billion, up 7.24% over the previous month and 33.9% over the same period; budget capital at commune level is 36.34 billion, up 3.54% over the previous month and 0.07% over the same period. Accumulatively by the end of August 2020, the realized state budget investment capital was estimated at VND 4,018.9 billion, up 7.96% over the same period in 2019 and equal to 60.67% of the year plan.

4. Trade, service and price

4.1. Total retail sales of consumer goods and services

The total retail sales of consumer goods and services in August were estimated at VND 4,786.1 billion, up 6.60% over the previous month and 12.94% over the same period last year. Generally for the first eight months of the year, total retail sales of consumer goods and services were estimated at 31,950.6 billion dong, down 3.65% over the same period last year. Specifically, according to each business group as follows:

- Retail sales of goods in August was estimated at VND 4,214.4 billion, up 6.98% over the previous month and up 13.56% over the same period last year. Among 12 major commodity groups, 09 commodity groups increased over the same period, of which the highest increase was wood and construction materials with 31.37% increase; household utensils, tools and equipment rose 23.65%; items, culture and education increased by 23.59%... There are 3 remaining groups with a decrease compared to the same period, of which, the biggest drop is gasoline and oil of all kinds, down 21.98%; gemstones, precious metals and products, down 5.40%; Sales of repairing cars, motorcycles, motorbikes and other motor vehicles decreased by 4.33%. In the first eight months of the year, retail sales of goods reached VND 28,527 billion, down 1.64% from the same period last year.

- Revenue from accommodation services, food and beverage and travel services in August was estimated at VND 378.1 billion, up 3.89% over the previous month and 2.02% over the same period. In which, revenue from accommodation services was estimated at VND 30.9 billion, down 2.71%; food service revenue reached 338.5 billion, up 2.71%; travel and tourism service revenue reached VND 8.6 billion, down 6.25% over the same period. In the first eight months of the year, the business of accommodation, food and beverage and travel services reached VND 2,131.6 billion, down 21.88% over the same period.

- Revenue of other consumer services in August was estimated at 193.6 billion, up 3.95% over the previous month and 6.86% over the same period last year. In the first eight months of 2020, the revenue of other services is 1,292 billion dong, down by 9.47% over the same period.

4.2. Transport of passengers and goods

It was expected that the total volume of goods transported in the province in August was estimated at 2,924 thousand tons, up 10.70% over the previous month, up 0.78% over the same period; rotation reached 213,763 thousand tons.km, up 11.73% over the previous month and 0.02% over the same period. Although the passenger transport was affected by the second wave of covid-19 but still achieved a good increase compared to the previous month: the number of passenger transport in August reached 1,545 thousand people, an increase of 12.39%; rotation of passengers reached 100,748 thousand people.km, up 12.03%.

Generally for the first eight months of the year, the volume of transported passengers was estimated at 9,758 thousand people, down 41.82%; the volume of circulating passengers was estimated at 629,517 thousand people.km, down 44.83% over the same period. The volume of transported goods was estimated at 18,296 thousand tons, down 17.55%; The volume of circulating cargo was estimated at 1,339,728 thousand tons.km, down 18.18% over the same period in 2019.

Transport revenue in August is estimated at 369.2 billion, up 11.60% over the previous month and down 2.53% over the same period. In which, passenger transport revenue was estimated at 62.5 billion Dong, increased 12.75% over the previous month and decreased 24.81% over the same period; Cargo transport revenue was estimated at VND 297.5 billion, up 11.84% over the previous month and 4.33% over the same period. Generally, in the first eight months of the year, transportation revenue reached 2,323 billion dong, down 20.19% over the same period.

4.3. Price index

a. Consumer price index

The consumer price index (CPI) in the province in August decreased by 0.02% over the previous month, down 1.08% from December of the previous year and by 3.42% from the same month last year. Generally, in the first eight months of the year, CPI increased by 4.76%, this is the highest increase in the last 5 years (in 2019 it increased by 1.32%; in 2018 by 4.25%; in 2017 by 3.62%. ; in 2016 increased by 1.35%; in 2015 increased by 0.27%).

CPI movements of some major commodity groups in August were as follows:

- The group of catering decreased by 0.22%, mainly in the food group, down 0.71%. In which, the group of fresh meat and cattle decreased by 1.38% (pork of all kinds decreased by 0.91%, beef of all kinds decreased by 1.17%, animal organs decreased by 6.62%, and processed meat decreased 0.68% over the previous month). The reason is the strong promotion of the Government's pork import policy, which has ensured the supply of pork, causing the price of live pigs to decrease, it is forecasted that in the next few months, the domestic live pig price will decrease, leading to the price of pork the type will be simultaneously reduced; fresh poultry meat group decreased by 3.92%; the fresh seafood group decreased by 0.44%; the group of fresh and processed fruit decreased by 7.01%.

In addition to the groups with lower prices, a number of items with an increase in prices such as: food increased by 2.86% compared to the previous month, mainly in rice with 4.59% increase, flour and other grains (maize, potato, and cassava) increased by 3.23% due to the increase in the price of rice, which made the prices of these items increase; group of eggs of all kinds increased by 10.25% over the previous month due to the increase in demand for egg products (used for the production of moon cakes). In addition, at this time, the breeders also carry out strong shedding of the herds, reducing the supply of eggs, which is the reason for the increase in egg prices; the group of beans and nuts rose 1.05%; Fresh, dried and processed vegetables increased 4.55%...

- Garment, hats and footwear decreased by 0.16% compared to the previous month, mainly in ready-made clothes and shoes. Due to the end of the summer, shops sell products to stimulate demand, to recover capital and prepare for the upcoming winter-winter sales.

- Housing, electricity, water, fuel and construction materials increased by 0.65% over the previous month, mainly in electricity and water for domestic use by 3.09% and 4.66% over the previous month, respectively. The reason is the re-application of the old price policy, after the decision to reduce electricity and water charges for customers to use due to the impact of Covid-19 in April; other housing maintenance materials rose 0.52% and gas and kerosene prices rose 1.64% and 1.96% respectively over the previous month.

- Traffic group increased by 0.03% compared to the previous month due to the fuel group (A95 gasoline, E5 biofuel, diesel oil) increased by 0.39% due to the increase adjustment of Vietnam Petroleum Group on / 07/2020 made the selling price of this item increase. Average gasoline price in August is as follows: A95 gasoline price is VND 15,039 / liter, bio-fuel E5 is VND 14,400 / liter, Diesel oil is VND 12,274 / liter.

- The culture, entertainment and tourism group decreased by 0.75% compared to the previous month, mainly in the group of cultural equipment (television and DVD players) because these products were currently consumed slowly or were not used much so businesses reduced selling prices to recover capital. In addition, due to the influence of Covid-19, the price of tour packages was also reduced, decreasing the group's price index.

The other groups’ prices were relatively stable.

b. Gold and US dollar price index

The gold jewelry market is currently quite bustling, the gold price in the province increased sharply, the price index in the month increased by 10.77% over the previous month and the average price of the same period increased by 29.59%, the average selling price was 5.569 thousand dong. In contrast to the gold price, the USD price in the free market tended to decrease by 0.09% over the previous month, the average price of the same period increased 1.04%, the average price was 23,210 VND / USD.

5. Finance, banking, insurance

Thanks to the flexible application of the solutions directed by the Government and the Provincial People's Committee, in recent months, the financial and banking situation in the province has gradually flourished. The progress of State budget revenue in the first 15 days of 8/2020 increased significantly compared to the previous month. The demand for loans to expand production, business and consumption of customers starting to increase again is a good sign in clearing capital sources, creating momentum for businesses to develop production and business, and promote the socio - economic development.

5.1. State budget revenue and expenditure

According to the State Treasury, the total budget revenue in the province by August 15, 2020 reached VND 16,555 billion, equaling 47.05% of the plan, down 18.80% over the same period. In which, domestic revenue reached VND 14,180 billion, increased by 15.34% over the previous month, decreased 19.88% over the same period, as 48.31% of the estimate; revenue from import and export activities reached 2,319 billion Dong, increased 41.67% over the previous month, down 12.24% over the same period and as 55.88% of the estimate. The total state budget expenditure in the province as of August 15, 2020 reached VND 12,569 billion, up 4.68% over the previous month and up 18.59% over the same period. In which, recurrent expenditure reached VND 5,790 billion, development investment expenditure (including advance expenditure) reached VND 6,743 billion.

5.2. Banking and credit operations

In accordance with the macroeconomic developments and the interest rate level in the market, in August 2020, the State Bank of Vietnam (SBV) adjusted to lower the interest rates on compulsory reserve deposits and money. depositing in excess of the credit institutions' compulsory reserves at the State Bank. This is one of the monetary policy management solutions of the State Bank of Vietnam to stabilize the macro-economy, support and remove difficulties for production and business, ensure social security, and cope with Covid - 19. The average lending interest rates and deposit interest rates in VND in the month tend to decrease, in which, interest rates are popular from 4.5 to 10.5% per year for each term and object. VND deposit interest rates are popular from 0.2-7.2% / year for each term.

The total mobilized capital as of August 31, 2020 is expected to reach VND 83,000 billion, an increase of 2.72% compared to the end of 2019. Of which, deposits from economic organizations are VND 29,000 billion, down 12.11%; savings deposit was 52,700 billion Dong, increased 12.67%; Issuing valuable papers is VND 1,300 billion, up 26.09% compared to the end of 2019. Savings deposit growth is good while the deposit interest rate tends to decrease, showing that people trust in bank savings. This is considered a safe investment channel compared to other investment channels such as gold, silver, real estate, securities...

Demand for loans to expand production, business and consumption of customers in the province started to increase again.Total loan balance by the end of August was estimated at VND 83,000 billion, up 6.38% compared to the end of 2019. In which, short-term loan balance reached VND 54,000 billion, up 6.12%, accounting for 65.10% of total outstanding loans; medium and long-term loan balance reached VND 29,000 billion, up 6.87% compared to the end of 2019 and accounting for 34.90% of total outstanding loans.

 The bad debt of the whole province by the end of 8/2020 was estimated at 830 billion, accounting for 1.0% of the total outstanding loans, down 7.37% compared to the end of 2019.

5.3. Insurance

During the month, the provincial social insurance agency continued promoting propaganda about disease prevention and control and solutions to ensure maximum benefits of employees and people when participating in social insurance, health insurance, unemployment insurance; at the same time, focus on propaganda about the implementation of public services in solving administrative procedures in the field of social insurance and health insurance and propaganda about student and student health insurance before the new school year. Until 31/8/2020, the whole province had 1,059,618 people participating in all kinds of insurance contributions. In which, the compulsory social insurance was 199,315 people, the voluntary social insurance was 8,539 people, the unemployment insurance was 186,128 people, and the health insurance was 1,051,944 people. Health insurance coverage reaches 91.0% of the population.

The total amount of insurance revenues of all kinds as of 31/8/2020 was estimated at 3,186.4 billion, reaching 63% of the plan assigned by Vietnam Social Insurance and an increase of VND 346 billion compared to the same period in 2019. Insurance cards of all kinds are closely coordinated among relevant industries and in accordance with the correct process. Payment, especially pension and social insurance benefits are done synchronously, quickly and safely to the beneficiaries. In the first eight months of the year, the social insurance regimes were promptly and properly settled for beneficiaries of social insurance benefits with a total amount of VND 2,803.8 billion. In which, settling monthly social insurance benefits for 628 people; settlement of one-time social insurance benefits for 5,384 people; settling sickness, maternity, health care for 83,857 turns of people; making a list of payments for 6,352 employees of unemployment insurance.

Continuing to implement the Decision No. 42/NQ-CP dated on April 9, 2020, Decision No. 15/2020/QD-TTg on April 24, 2020 of the Prime Minister. Accordingly, in the month, the province has confirmed for 01 unit with 170 employees, as of August 20, 2020, the provincial social insurance agency has confirmed for 32 units to request the confirmation of the list for 1,847 temporary workers who were postponed contracts, unpaid leave, unpaid leave for employees to apply for support according to regulations.

6. Social issues

6.1. Education situation

On 09 – 10/8/2020, together with the candidates nationwide, more than 12,000 candidates from Vinh Phuc province entered the high school graduation exam in 2020. In this exam, the whole province has 531 exam rooms with 27 exam locations, including 26 official places and 01 reserve place for F1 and F2 candidates (related to Covid-19). The exam was successfully held. It is estimated to announce the test scores on August 27, 2020.

The preparation for the new school year was also directed and specifically instructed by the provincial People's Committee in Decision No. 2082/QĐ-UBND dated on August 14, 2020 on the 2020 school year timeframe for preschool. general education and continuing education in Vinh Phuc province. Accordingly, students of all grades and levels of education in the province will start on September 5 and start studying on September 7. The decision also clearly stated that students should be absent from school in case of extreme weather, natural disasters and make up school arrangements; arrange a teacher's leave for the school year. Despite facing many difficulties due to the Covid-19 epidemic, the Department of Education and Training and localities are actively preparing the conditions for facilities, teachers ...

6.2. Sport, cultural activities

- Sports activities: Maintaining regular training of 15 sports teams at the center for sport training and competition to ensure safety and efficiency according to programs and plans.

6.3. Health situation

- Disease prevention and control: In August, Covid-19 has reappeared in many provinces and cities nationwide with complicated and unpredictable developments. Facing this situation, on July 26, 2020, the Provincial People's Committee issued Official Letter No. 5625 / UBND-VX1 on strengthening Covid-19 prevention and control according to the Prime Minister's conclusion in the Notice. No. 253 / TB-VPCP dated on July 25, 2020; after that, the Provincial Party Committee and Provincial People's Committee issued many documents to direct all levels, sectors and people in the province continue to strictly implement disease prevention measures.

By enhancing responsibility and determination in disease prevention, Covid-19 in the province has currently been under control: the total number of cases returning from Da Nang, Quang Nam, Quang Ngai returned to Vinh and other epidemic locations were 4,763 cases; suspected cases of disease, close contact with patients... were under close health supervision. Up to 16:00 on 17/8, Vinh Phuc province had 12 cases positive for Covid-19. Total number of cases monitored and supervised in the province: 13,271. The Health Department has taken samples for 7,543 cases; the total number of cases being isolated in the province: 174. 12/12 Covid-19 patients of the province were cured. Since April 4, Vinh Phuc province has not recorded new cases.

Disease prevention is concerned, some infectious diseases such as flu, diarrhea, chickenpox, measles, dengue fever, ... are monitored and supervised by the provincial health sector.

- HIV/AIDS prevention: Until 31/7/2020, a cumulative number of people living with HIV is 4,522 (of which, the number of HIV-infected people with household registration in the province is 2,187), the cumulative number of people transferring AIDS is 2,319 people (the number of people with household registration in the province is 1,512 people), the cumulative number of deaths from AIDS is 1,034 people (833 cases with household registration in the province); The number of HIV-infected people still alive is 3,488 (of which there are 1,354 people in the province); Number of patients receiving ARV drugs is 921 (including 26 children).

6.4. Security, order and fire prevention

Security and order: During the month, the situation of security and order in the province was maintained stably; Propaganda and dissemination of the law was promoted. The province has synchronously implemented measures to prevent, detect and prevent crimes and social evils, ensure security and order, and protect the safety of the Party Congress at all levels for the term 2020-2025.

Traffic accident situation: Recently, traffic safety situation in Vinh Phuc province has been complicated again, traffic accident and traffic violation tend to increase, especially the situation of traffic safety. The driver violates the alcohol concentration in traffic. Continuing to seriously and effectively implement Decree No. 100/2019/NĐ-CP; Directive No. 03/CT-TTg dated on January 16, 2020 of the Prime Minister on strengthening the implementation of the Law on prevention and control of alcohol and beer harms; proactively preventing, promptly detecting, stopping and strictly handling violations of the vehicle drivers whose body contains narcotics, violating alcohol concentration and other acts of law violation; at the same time, it is aimed at assessing the current situation of vehicle drivers using drugs, violating alcohol and other stimulants, contributing to curbing and reducing traffic accidents.

From 01/8/2020 to 31/12/2020, the Public Security of Vinh Phuc province will mobilize forces, vehicles, professional technical equipment, effectively inspect, control  traffic law violating cases. According to the report of the Public Security, from July 16, 2020 to August 15, 2020, there were 04 traffic accidents in the province, causing 02 deaths and 2 injuries. Compared to the same period last year, the traffic accident situation increased in all of the three criteria.

Fire and explosion situation: During the month, there were 03 fires in the province: 01 fire of a household's car garage in Tan Lap commune - Song Lo, losing VND 500 million, the cause of the fire is being reported investigation capacity; 01 burning of a charcoal furnace of a household in Ngoc My commune - Lap Thach, losing VND 50 million; 01 factory fire in Huong Dao commune - Tam Duong... Accumulated from the beginning of the year, the province has 11 fires and explosions losing 2.44 billion dong loss value.

The situation of environmental protection: In August, the province discovered and dealt with an environmental violation at KLW Vietnam Garment Joint Stock Company in Phuc Thang ward - Phuc Yen city. Accumulated since the beginning of the year, the province has discovered and handled 08 environmental violations with the fine amount of 2.44 billion dong./.
