1. Agricultural, forestry and fishery production

1.1. Agriculture

- Cultivation: Up to now, most of the seasonal crops have been planted by farmers, only a few vegetables with late crop frames are being planted. As of July 15, 2020, the whole province has cultivated 23,446 hectares of rice, down 1.99% over the same period, mainly due to a number of areas converted to use purposes, construction works. ; In addition, some low-lying areas are ineffective, people do not sow. The cultivated area of ​​some remaining main crops is as follows: corn, 1,480 ha, down 9.76% over the same period; sweet potato 145 hectares, down 29.52%; soybean 140 hectares, down 11.37%; peanuts 421 ha, down 15.33%; Vegetables and beans 1,926 ha, up 2.45% over the same period. Most of the seasonal crops tend to reduce their acreage due to the relatively erratic seasonal weather, the economic efficiency is not high, so people leave their fields to switch to other occupations and earn higher income.

- Breeding: Buffalo and buffalo husbandry in the province continues to decrease due to low economic efficiency. The dairy cow herd has increased significantly over the same period in both the number of heads and the output of products because the selling price of fresh milk is relatively stable, the profitable breeders have focused on investment in production development. Poultry raising is well developed, herd scale has been expanded. Pig breeding continues to face difficulties in re-herding due to the high cost of breeders, and the limited supply of breeders from reputable and safe breeding facilities. As estimated in July, the province's buffalo herd decreased by 1.86% compared to the same period last year; cow herd decreased by 2.90%, only dairy cow increased by 12.24%; poultry increased 5.45%; pigs decreased by 9.89%.

During the month, the authorities have strengthened and seriously implemented the inspection and supervision to prevent the trade and transportation of cattle, poultry, livestock products and poultry without quarantine; fully implementing the processes, order and procedures in the process of quarantine of animals and animal products.

1.2. Forestry

Up to now, the province has planted 484 hectares of newly concentrated planted forest, increasing 0.58% over the same period and reaching 74.50% of the year plan; the number of scattered planted trees was estimated to be 1,138 thousand trees; the exploited wood output in the month was estimated at 3,905 m3, increasing by 3.86%; firewood exploitation was estimated at 4,480 Ste, up 1.36% over the same period last year.

Forest fire prevention and fighting has been actively concerned and directed by functional agencies; At the same time, the forest rangers regularly coordinate with forest owners in conducting propaganda on forest protection and prevention, so there has not been any forest fire in the month.

1.3. Fishery

Aquaculture production in July was estimated at 1,487 tons, up 3.23% over the same period; capture fisheries output was estimated at 205 tons, down 1.54%. Generally for the first seven months of the year, the total output of aquatic products was estimated at 12,539 tons, up 3.05% over the same period. In which, aquaculture output reached 11,479 tons, up 3.48%; exploitation output reached 1,060 tons, down 1.36% over the same period. The disease prevention has been paid attention to, the fish flock is well developed.

2. Industrial production

The estimated industrial production index for the whole industry in July increased by 5.74% over the previous month, but still decreased by 9.23% over the same period. Generally, in the first seven months of the year, the manufacturing index was estimated to decrease by 10.03% over the same period, of which the mining industry decreased by 27.80%, the manufacturing and processing industry decreased by 10.19%, the production and electricity distribution ensures sufficient power supply for production and people's consumption.

2.1. Manufacturing index

The Index of Industrial Production (IIP) in July decreased by 9.23% from the same period last year. In which, the mining industry decreased by 38.96%; the processing and manufacturing industries decreased by 9.25%; electricity production and distribution increased 1.52%; water supply and waste treatment, wastewater decreased by 15.30%.

The specific situation in some industries is as follows:

- The electronic component manufacturing industry continues to face difficulties because the main product markets of the industry are countries such as the US, South Korea, and India ... are still affected by Covid-19. Commercial activities are still limited, and consuming products have many difficulties. The manufacturing index of this industry in July decreased by 10.59% over the same period last year, leading to a decrease of 2.93% in the first seven months compared to the same period last year.

- The motor vehicle manufacturing industry has shown positive signs due to the impact of the Government's Decree No. 70/2020/NĐ-CP on reducing registration tax for domestically manufactured and assembled cars, among others. With that, businesses launched many promotions and discounts, which contributed to increasing car consumption. The manufacturing index of the industry in July increased 18.58% from the previous month and decreased by 16.34% compared to the same period last year, however, this decrease was lower than the 27.27% decrease of June 2020.

- Other vehicle manufacturing continues to face difficulties due to the saturated motorcycle market. Although enterprises in the industry have applied many measures to increase consumption, but due to the decrease in market demand, the number of cars produced decreased over the same period. The manufacturing index of the industry in July decreased by 2.21% over the same period last year. Generally for the first seven months of the year, the manufacturing index decreased by 12.69% over the same period.

- The metal production industry continues to develop stably, its products always go hand in hand with construction works.In the current period, when the disbursement of public investment capital in the province is implemented. As a result, projects speeding up the construction progress have made demand for products of the industry increase. Manufacturing index of the industry in July increased by 5.63% over the same period last year, leading to the manufacturing index of the first seven months of the year increased 7.48% over the same period of the last year.

The remaining industries, except for the 2 industries with high growth rates over the same period last year, are food production and processing and manufacturing of medicines, pharmaceutical chemistry and pharmaceuticals. of the epidemic diseases, production output still decreased or increased not high compared to the same period.

2.2. Main industrial products

Most of the output of major industrial products of July province increased compared to the previous month, however, compared to the same period last year, it decreased sharply. Generally, in the first seven months of the year, only 3 out of 10 major industrial products groups of the province recorded an increase over the same period, of which: forage increased by 15.83%; commercial electricity increased by 0.46%; commercial tap water increased by 6.36%.

2.3. Labor Use Index

The labor employment index in industrial enterprises in the province as of July 1, 2020 increased 1.60% over the previous month and decreased 11.05% over the same period, of which, the State-owned enterprises decreased 4.16%, non-state enterprises decreased 25.50%, foreign invested enterprises decreased 7.76%. At that time, the number of employees working in mining enterprises decreased by 11.32% compared to the same period last year; the processing and manufacturing industries decreased by 11.25%; electricity production and distribution decreased by 0.90%; water supply sector, waste and wastewater management and treatment decreased 0.57%.

2.4. Consumption index, inventory

Consumption index for the whole manufacturing in July rose 4.98% over the previous month and down 10.30% over the same period last year. It is expected that in the first seven months of the year, only 6 out of 18 secondary industries of the province have an increase in consumption index over the same period, of which: manufacturing of drugs, pharmaceutical chemistry and pharmaceuticals increases by 32.11%; the production of paper and paper products rose 24.17%; rubber and plastic products manufacturing by 18.14%; food production and processing increased 15.40% ...

Inventory index of the whole manufacturing in the month increased by 1.01% over the previous month and by 13.34% over the same period last year. Most of industries saw a high increase in July inventories over the same period; in which, leather and related products increased by 153.51%; food production and processing increased 116.18%, rubber and plastic products manufacturing increased 47.16% ...

3. Investment, construction

It is expected that the total investment capital under the local state budget capital in July is estimated at 797.96 billion dong, up 33% over the previous month and 57.32% over the same period in 2019. In which : State budget capital at provincial level is 603.87 billion VND; district budget capital is VND 160.38 billion; budget capital at commune level is VND 33.71 billion. Accumulatively by the end of July, investment capital from the state budget was estimated at VND 3,178.81 billion, up 0.67% as compared to the same period in 2019 and equaling 47.99% of the year plan.

4. Trade, service and price

4.1. Total retail sales of consumer goods and services

July's total retail sales of consumer goods and services were estimated at VND 4,197.9 billion, up 3.95% over the previous month and down 2.68% over the same period last year. Generally, in the first seven months of the year, total retail sales of consumer goods and services were estimated at 26,872.7 billion dong, down 7,00% over the same period last year. Specifically, according to each business group as follows:

- The retail sales of goods in July was estimated at 3,710.6 billion dong, up 3.16% over the previous month and down 0.94% over the same period last year. Among 12 major commodity groups, there are 05 commodity groups with an increase over the same period, of which the highest increase is wood and construction materials with 17.41% increase; household utensils, tools and equipment rose 16.43%; food and foodstuff increased by 13.96%. The remaining groups all decreased over the same period, in which, the strongest drop was the gasoline and oil group, down 37.91%; gemstones, precious metals and products, down 31.39%; group of cars (under 09 seats) decreased by 27.85% ... In the first seven months, retail sales of goods reached VND 24,083.8 billion, down 4.78% over the last same period.

- Attract tourists at all levels, functional branches in the province continue to propagate and promote the image of Vinh Phuc on the mass media, organize cooperation in promoting and developing markets; Travel companies have offered diversified and diversified tours; to build new tourism products, reduce service prices, and stimulate domestic tourism demand. Therefore, the revenue of the accommodation, catering, travel and other services industries in the month increased significantly compared to the previous month. Revenue from accommodation, catering services, and travel services in July was estimated at VND 315.1 billion, up 14.63% over the previous month and down 17.96% over the same period. In which, revenue from accommodation services was estimated at VND 27.0 billion, down 17.91%; food service revenue was VND 279.6 billion, down 18.08%; Travel and travel service revenue reached VND 8.4 billion, down 13.96% over the same period. In the first seven months of the year, the business of accommodation, food and beverage and travel services reached VND 1,704.8 billion, down 27.70% over the same period.

- Revenue of other consumer services in July was estimated at VND 172.0 billion, up 3.42% over the previous month and down 6.12% over the same period last year ... The first seven months of 2020, revenue from other services reached VND 1,084.1 billion, down 12.98% over the same period.

4.2. Transport of passengers and goods

Expectedly, the number of passenger transport in July reached 1,253 thousand people, up 27.42% over the previous month and down 39.55% over the same period; rotation of passengers reached 79,029 thousand people.km, up 29.45% over the previous month and down 45.41% over the same period. Total volume of goods transported in the province in July was estimated at 2,456 thousand tons, up 7.18% over the previous month but still down 14.34% over the same period; rotation reached 175,400 thousand tons.km, up 6.63% over the previous month and down 14.64% over the same period. For the first seven months of the year, the volume of passengers carried was estimated at 8,091 thousand people, down 44.89%; the volume of circulating passengers was estimated at 517,870 thousand people.km, down 48.05% over the same period. The volume of transported goods was estimated at 15,185 thousand tons, down 21.27%; The volume of circulating goods was estimated at 1,110,051 thousand tons.km, down 22.03% over the same period in 2019.

Transport revenue in July is estimated at VND 320.8 billion, up 11.17% over the previous month and down 13.8% over the same period. In which, passenger transport revenue was estimated at 54.8 billion VND, up 30.09% over the previous month and down 33.78% over the same period; cargo transport revenue was estimated at VND 256.6 billion, up 8.27% over the previous month and down 7.89% over the same period. Generally for the first seven months of the year, transport revenue reached VND 1,944 billion, down 23.23% over the same period.

4.3. Price index

a. Consumption price index

The consumer price index (CPI) in the province in July increased by 0.30% over the previous month, rose 4.05% over the last same month and decreased by 1.06% from December of the previous year. Generally, in the first seven months of the year, CPI increased by 4.95%, this is the highest increase in the last 5 years (up 1.28% in 2019; in 2018 by 4.29%; in 2017 by 3.54%; in 2016 increased by 1.31%; in 2015 by 0.28%).

Among 11 major commodity groups, there are 5 commodity groups that recorded an increase in the index compared to the previous month, of which the group had the highest increase in the traffic group with an increase of 4.37% due to the increase of the Gas Group. Vietnam oil on June 27, 2020 made the fuel group (A95 gasoline, E5 biofuel, diesel oil) increased by 8.63% over the previous month. Next is housing, electricity, water, fuel and construction materials, which increased by 1.14% over the previous month due to hot weather, making consumer demand increase, pushing the index. prices of electricity and water for domestic use increased by 5.36% and 0.99% respectively.

July CPI also recorded four groups with declining indexes. In which, the strongest drop was food and food service with a decrease of 0.81% compared to the previous month, mainly in the food group down 1.20% (fresh meat and cattle decreased 3.83%; fresh poultry meat decreased 0.64%, fresh seafood decreased 1.21%, legumes and seeds decreased 2.03%); the beverage and tobacco group decreased by 0.03%; post and telecommunications group decreased 0.07%; culture, entertainment and tourism decreased by 0.46%.

The remaining groups have relatively stable prices.

b. Gold and US Dollar price indexes

The world and domestic gold price in recent days has continuously increased. On July 24, 2020, the domestic gold price exceeded 55 million dong per tael following the rise of the world gold price, which is the highest level in nearly a decade. Price index of gold in the province in July increased by 4.73% over the previous month, and increased by 31.24% over the same period, the average selling price of VND 5,028 thousand. Contrary to the gold price, the average US dollar price of the whole July decreased by 0.02% compared to the previous month, the average price was 22,921 VND / USD.

5. Finance, banking, insurance

5.1. State budget revenues and expenditures

According to the State Treasury, the total budget revenue in the province as of July 15, 2020 was estimated at VND 14,724 billion, down 11.50% over the same period, as 41.88% of the estimate. In which, domestic revenue reached VND 12,791 billion, down 10.85% over the same period, as 43.58% of the estimate; revenue from import and export activities reached VND 1,890 billion, down 16.18% over the same period and as 45.53% of the estimate. The total state budget expenditure in the province as of July 15, 2020 reached VND 10,860 billion, up 17.27% over the same period, of which, recurrent expenditures reached VND 5,067 billion, expenditure on investment and development (including advance payment) reached VND 5,773 billion.

5.2. Banking and credit operation

Both lending interest rates and deposit interest rates in VND in the month tended to decrease, in which, lending rates were popular from 4.5 to 10.5% per year for each term and subject. VND deposit interest rates are popular from 0.2-7.2% / year for each term.

The total mobilized capital up to July 31, 2020 was expected to reach VND 84,000 billion, up3.96% compared to the end of 2019. In which, deposits from economic organizations were VND 29,800 billion, down 9.68%; savings deposit was VND 53,020 billion, up 13.36%; issuing valuable papers was VND 1,180 billion, up 14.45% compared to the end of 2019. The good growth of savings showed that people trust bank savings, considering this as a safe investment channel compared to other investment channels such as gold, silver, securities...

The disease situation of Covid -19 in the country had a positive progress, sectors and fields have been gradually recovering and developing. The demand for loans to expand production, business and consumption of customers in the area began to increase again. Total loan balance by the end of July was estimated at 80,000 billion VND, up 2.54% compared to the end of 2019. In which, short-term loan balance was VND 51,000 billion, up by 0.23%, accounting for 63.75 % total loans; medium and long-term loan balance reached VND 29,000 billion, up 6.87% compared to the end of 2019 and accounting for 36.25% of total outstanding loans.

The bad debt of the whole province by the end of July 2020 was estimated at 840 billion, accounting for 1.05% of the total outstanding loans, down 6.25% compared to the end of 2019.

5.3. Insurance

During the period, the provincial social insurance agency cooperated with the Department of Health, the Provincial Post Office, the Department of Culture, Sports and Tourism to organize communication activities on the occasion of the health insurance day of Vietnam on July 1, 2020. Until 7/2020, the province had 1,057,296 people participating in all kinds of insurance contributions. In which, compulsory social insurance (social insurance) was 197,656 people, voluntary social insurance was 7,399 people, unemployment insurance was 188,351 people, health insurance (health insurance) was 1,049,897 people. Health insurance coverage reached 91.20% of the population.

The total revenue from insurance of all kinds by July 31, 2020 was estimated to be 2,785.2 billion, accounting for 55% of the plan assigned by Vietnam Social Insurance and an increase of VND 222.6 billion over the same period in 2019. Insurance books and cards of all kinds are closely coordinated among relevant industries and in accordance with the correct process. Payment, especially pension and social insurance benefits were done synchronously, quickly and safely to beneficiaries. In the first seven months of the year, the social insurance regimes were promptly and properly settled for beneficiaries of social insurance benefits with a total amount of VND 2,416.1 billion. In particular, settlement of monthly social insurance benefits for 506 people; settlement of one-time social insurance benefits for 4,589 people; solving sickness, maternity, health care for 71,120 turns of people; making a list of payments for 5,812 times of unemployment insurance beneficiaries.

6. Some social issues

6.1. Educational situation

High school entrance exam for grade 10 for the academic year 2020-2021 in the province took place on 18 – 20/7/2020. The whole province had 30 exam boards with 628 exam rooms, 14,015 contestants. In the exam of this year, Vinh Phuc province added up 2 entrance exams of specialized high school and normal high school. This change reduced from 6 exam days to 3 days, and, increasing the number of students registered to take the exam in the specialized high schools.

Among the 12th grade candidates who registered for the exam, there were 3,401 students choosing a combination of natural sciences, accounting for 28.96%; 8,344 candidates choose the combination of social sciences, accounting for 71.04%; The registration number for university admission is 7,539 candidates with over 37,000 aspirations, on average, each candidate registered 05 wishes.

6.2. Cultural and sports activities

- Sports activities: From June 26 to July 6, 2020, the national club rowing and canoeing race 2020 took place in Da Nang, attracting 360 athletes from 21. clubs of provinces and cities nationwide to compete. At the end of the tournament, the Vinh Phuc team of athletes won 06 Gold medals, 01 Silver medal and 01 Bronze medal, ranking the second position among delegations.

During the period, the Department of Culture, Sports and Tourism coordinated with the Center for Culture, Information and Sports of Tam Dao district, Vietnam Volleyball Federation to organize the national youth volleyball championship in 2020 with the participation of of 26 men's and women's volleyball teams and more than 300 athletes from provinces, cities and branches nationwide. At the end of the tournament, the Ninh Binh youth team won the first prize in the men's content; Youth team Lien Viet Post Bank Information won the first prize in women's content; the Hanoi women's team and the Tra Vinh men's team won the style award. 6.3. Health situation

- Disease prevention and control: Up to 4:00 PM on 14/7, Vinh Phuc province had 12 cases positive for Covid-19. The total number of cases monitored and supervised in the province: 8,099. The health sector took samples to test 5,004 cases (19 samples were positive; 4,639 samples were negative; 346 samples were waiting for test results); Total number of cases being isolated in the province: 427 (concentrated isolation: 345 cases; voluntary: 82 cases). 12/12 Covid-19 patients of the province were cured and discharged from the hospital, their health is stable. From April 4, 2020 up to now, Vinh Phuc province did not record new cases.

Disease prevention is concerned, some infectious diseases such as flu, diarrhea, chickenpox, hand - foot - mouth, measles, dengue fever, mumps, ... are monitored and supervised by the provincial health sector. Up to this point, there has been no major epidemic in the province.

- The situation of food safety and hygiene (food safety and hygiene): During the month, the functional branches of the province focused on promoting communication activities, disseminating knowledge on food safety and hygiene, preventing food poisoning and food-borne diseases. In addition, the inspection of food production, processing and trading establishments in the area has also been strengthened. Until 17/7/2020, the province did not happen any food poisoning.

- HIV/AIDS prevention and control: Until 30/6/2020, a cumulative number of people living with HIV was 4,504 (of which, the number of HIV-infected people with household registration in the province was 2,180), the cumulative number of people transferring AIDS is 2,317 people (the number of people with household registration in the province is 1,512 people), the cumulative number of people dying of AIDS is 1,032 (831 cases with household registration in the province); The number of HIV-infected people still alive is 3,473 (including 1,349 people in the province); Number of patients receiving ARV drugs is 913 (including 27 children).
