1. Agricultural, forestry and fishery production

 

1.1. Agriculture

- Cultivation: According to the preliminary data, the total cultivated area of ​​annual crops in the winter-spring crop in 2020 reached 53,585 ha, reducing 1.51% compared to the same period of the last year. In addition to the increased area of ​​vegetables, the remaining main crops decreased. Specifically: rice reached 29,887 hectares, down 0.87% over the same period; maize 8,033 ha, down 15.76%; 1,870 ha of sweet potato, down 6.94%; soybean 804 hectares, down 18.72%; 1,831 hectares of peanuts, down 3.55%; vegetables of all kinds: 7,603 ha, up 11.05% over the same period ... Although the province has many mechanisms and policies to support producers, the annual cultivated area still tends to decrease, the reason is high cost, labor intensive investment, low economic efficiency, so many areas are left empty, some areas cannot be cultivated due to the incomplete accumulation of fields; area converted to urban construction projects, land stretching people, making roads ...

The production of the winter - spring crop of this year took place in unusual weather conditions causing heavy rain and hail, affecting the yield of crops, especially leafy vegetables. Up to now, many areas of early spring rice in districts of Song Lo, Tam Dao, Tam Duong, Lap Thach have ripe and come into harvest. - Breeding: Breeding buffaloes and cows in the month was generally stable. Poultry raising was well developed because there was a consumer market, no major epidemics occurred, and breeders were assured to expand the herd size. Pig breeding continued to face difficulties in re-herding due to the high cost of breeders, and the limited supply of breeders from reputable and safe breeding facilities. It was estimated that in May, the buffalo herd in the whole province decreased by 0.70% compared with the same period last year; the herd of cows decreased by 3.43%; poultry increased 4.50%; pigs decreased by 23.15%.

 

1.2. Forestry

In May, the rainy weather was favorable for forestry production. The preparation of the planned new afforestation site was being urgently implemented by forestry production units. Up to now, the whole province had planted 392 ha of newly concentrated planted forest, increasing 1.61% over the same period and reaching 60.34% of the annual plan; the number of scattered planted trees was estimated at 910 thousand; wood production in the month was estimated at 3,021 m3, up 4.13%; the exploited firewood output was estimated at 4,831 steres, up 1.47% over the same period.

Forest fire prevention continued to be actively and actively implemented by forestry production units, forest owners and localities. Since the beginning of the year, there had been no forest fire in the province.

 

1.3. Fishery

Fishery production in the province of May developed stably, the weather was favorable, the fish population developed well, the price of aquatic products remained at a fairly level, providing stable income for farming households. Seed supply was stable, quality is increasingly improved, ensuring to meet the farming needs of people inside and outside the province. The area of aquaculture till the end of May was expected to reach 5,313 hectares, up 0.10%; Fishery production in the month was estimated at 1,903 tons, up 4.18% over the same period. In which, the exploiting output reached 126 tons, equaling 99.06%; Aquaculture production reached 1,777 tons, up 4.57% over the last same period.

 

2. Industrial production

 

In May, industrial production in the province has gradually restored. However, production activities still face many difficulties especially for FDI enterprises due to the complicated situation of Covid-19 in countries around the world, some countries have basically controlled the epidemic but have not reopened affecting many manufacturing industries with global supply chains such as electronic components, automobile assembly, motorcycles, garment, leather shoes ... Estimated industry production index in May increased by 52.84% over the previous month, but decreased by 30.63% over the same period. Generally for the first five months of the year, the industrial production index was estimated to decrease by 13.99% over the same period, the lowest in the past 10 years.

 

2.1 Manufacturing Index

The Index of Industrial Production (IIP) in May decreased by 30.63% from the same period of the last year. In which, the mining industry decreased by 23.63%; processing and manufacturing industries decreased by 31.04%; electricity production and distribution decreased by 11.21%; water supply and waste and wastewater treatment rose 3.29%.

The specific situation in some industries is as follows:

- The electronic component manufacturing industry continued to face difficulties due to the scarcity of orders, the largest export market, Korea, had not reopened after the pandemic, and the manufactured products did not have a consumption market. The manufacturing index of this industry in May decreased by 38.64% over the same period last year, leading to a decrease of 6.87% in the first five months of the year against the same period last year.

- The enterprises in the automobile and motorcycle manufacturing industry after the social gap according to Directive No. 16/CT-TTg of the Prime Minister returned to operation and stabilized production, however, consumption is still facing many difficulties due to the high volume of imported vehicles, causing increasingly fierce price competition with domestically produced vehicles, along with the motorbike market is also at saturation level. Production indexes in May of these two industries decreased by 55.66% and 12.29% respectively over the same period last year. Generally, in the first five months of the year, the automobile production index decreased by 29.26%, the motorcycle industry decreased by 18.96% over the same period last year.

- Enterprises in the garment industry continued facing difficulties due to the major partners of the industry, the US market and European countries, which were heavily affected by Covid-19, leading to many partners to cut down or cancel orders. The manufacturing index of this industry in May decreased by 20.79% over the same period, for the first five months of the year, the index decreased by 12.36% over the same period last year.

The remaining industries were all affected, decreased output or increased low over the same period. The industries of medicine, pharmaceutical chemistry and pharmaceuticals alone, continue to be the industry that has maintained a steady growth from the beginning of the year, because the industry's products are aimed at protecting and improving people's health, and responding to Covid-19 translation. Production index of the industry in the month increased by 43.35% over the same period of the last year, leading to the production index of the first five months of the year increased 34.64% over the same period.

 

2.2. Main industrial products

During the month, the enterprises producing industrial products in the province gradually overcame difficulties and stabilized their production activities. Most of the output of major industrial products of the province in May increased compared with the previous month, however, compared to the same period last year, it decreased sharply. Generally, in the first five months of the year, only 2/10 major industrial product groups of the province recorded an increase over the same period, of which: cattle feed increased 14.60%; commercial tap water increased by 13.14%.

 

2.3. Labor Use Index

The employment index of industrial enterprises in the province as of May 1, 2020 increased 1.21% over the previous month and decreased 9.28% over the same period, of which, workers in the State-owned enterprises decreased 5.91%, non-state enterprises decreased 22.13%, foreign invested enterprises decreased 6.11%. At that time, the number of employees working in mining enterprises decreased by 11.11% over the same period last year; processing and manufacturing industries 9.39% down; electricity production and distribution decreased by 0.74%; water supply, waste treatment, wastewater decreased by 5.71%.

 

2.4. Consumption, inventory index

Consumption index for the whole manufacturing in May increased 69.23% over the previous month and decreased 21.99% over the same period last year. It is expected that in the first five months of the year, only 6 out of 18 secondary industries of the province have an increase in consumption index over the same period, of which: the production of paper and paper products increased by 46.53%; food production and processing rose 25.38%; rubber and plastic products manufacturing by 14.10%; medicine, pharmaceutical chemistry and pharmaceutical industry up 11.15% ...

Inventory index for the whole manufacturing in the month increased by 60.18% over the previous month and decreased by 0.38% over the same period last year. Generally for the first five months of the year, almost all industries had a high increase in inventory index over the same period; in which, the manufacturing of drugs, pharmaceutical chemistry and pharmaceuticals increased by 423.60%; leather and related products production increased 187.26%; metal production increased 115.65% ...

 

3. Investment, construction

Implementing the Government's Resolution on tasks and solutions to remove difficulties for production and business, promoting disbursement of public investment capital in the context of Covid-19, on April 29, 2020, Chairman of the Provincial People's Committee issued Decision No. 1033/QĐ-UBND on establishing a Steering Committee to handle and remove problems and difficulties in production and business, promote disbursement of public investment capital. During the month, investors and construction units, especially key projects, gathered, mobilized all human resources, means and machines to speed up the construction progress, complete works as planned. The number of new projects starting in the month increased.

It was expected that the total investment capital under the local state budget capital in May reached 365.48 billion VND, up 18.75% over the previous month and down 20.78% over the same period last year. Of which: State budget capital at provincial level reached 220.83 billion VND, increased 4.78%, district budget capital reached 121.49 billion VND, increased 46.02%, Commune budget was 23.16 billion, up 67.37% over the previous month. Generally, in the first 5 months of the year, the investment capital belonging to the state budget capital managed by the locality was estimated at 1,784.25 billion VND, down 17.42% over the same period and equaling 26.93% of the plan assigned. year. In which, the budget capital at provincial level is 1,086.25 billion dong, at district level is 565.97 billion dong, and at commune level is 132.03 billion dong.

 

4. Trade, service and price

 

4.1. Total retail sales of consumer goods and services

The total retail sales of consumer goods and services in May was estimated at 3,718.2 billion dong, up 58.98% over the previous month and down 10.09% over the same period. Generally, in 5 months, total retail sales of consumer goods and services was estimated at 18,592.0 billion dong, down 8.71% over the same period last year. Specifically, according to each business group as follows:

- Retail sales of goods in May was estimated at VND 3,313.7 billion, up 52.80% over the previous month and increased in all 12 commodity groups. Compared to the same period last year, it decreased by 8.04%, and decreased in 5/12 groups of goods, of which, the group of petroleum fell by 52.44%, the group of precious stones, precious metals and products decreased 44.17%, means of transport (excluding cars, including spare parts) decreased 36.53% ... Generally, in the first five months of the year, the retail sales of goods reached 16,736 billion dong, down 6.43% over the same period.

- During the month, the tourist and service areas in the area reopened with many attractive services and promotions that attracted a large number of domestic tourists. Therefore, the revenue of accommodation, catering, travel and other services industries in the month increased significantly compared to the previous month. Revenue from accommodation and catering services in May was estimated at VND 247.7 billion, up 213.87% over the previous month, but still down 29.56% over the same period last year. In which, revenue from accommodation services is estimated at 20.6 billion VND; food service revenue reached 220.7 billion; Travel service revenue reached 6.3 billion VND. Generally, in the first five months of the year, revenue from accommodation and food services reached 1,111.8 billion VND, down 30.80% over the same period.

 - Revenue from other consumer services is estimated at 156.7 billion VND, increasing by 71.80% over the previous month and decreasing by 13.20% over the same period last year. For the first five months of the year, revenue from other consumer services reached 744 billion dong, down 14.73% over the same period.

 

4.2. Transport of passengers and goods

Gasoline prices plummeted along with the removal of social gaps and the restriction on the number of seats on public transport, so the demand for people to travel increased, especially during the holidays April 30 to May 1. making the revenue of the transportation industry quite high compared to the previous month.

It is expected that the volume of passenger transport in May will reach 736 thousand people, an increase of 3.36 times over the previous month and a decrease of 63.66% over the same period last year; rotation of passengers reached 48 million people.km, up 3.83 times over the previous month and down 66.90% over the same period last year. Generally, in the first 5 months of the year, passenger carriage reached 5,780 thousand people, down 45.37%; rotation of passengers reached 377 million people, down 46.86% over the same period.

Cargo transportation in May was estimated at 2,015 thousand tons, up 52.8% over the previous month and down 26.33% over the same period; rotation of goods reached 143 million tons.km, increased by 45.36% over the previous month, decreased 26.67% over the same period last year. Generally, in 5 months of transporting goods reached 10,407 thousand tons, down 23.57%; cargo rotation reached 769 million tons.km, down 24.44% over the same period.

The total transportation revenue in May was estimated at 250.4 billion, up 73.73% over the previous month and down 31.53% over the same period. In which, passenger transport reached VND 33.2 billion, down 59.25%; freight transportation: VND 212.1 billion, down 22.11% over the same period. Generally, in the first 5 months of the year, total transport revenue reached 1,330 billion dong, down 25.97% over the same period.

 

4.3. Price index

In May, gasoline prices continued to have a 2-time decrease in a row with a decrease of 5.01%, making traffic decreased by 2.52% over the previous month - the main reason leading to the Index (CPI) in May decreased by 0.31% over the previous month, down 2.03% from December of the previous year.

Along with transportation, 5 groups with a decrease in the month were garment, hat and footwear down 2.21%; culture, entertainment and tourism decreased by 1.03%, mainly in the package tour group, down 6.59% due to the reduction of tour prices after Covid-19 translation to stimulate tourism demand. the number of groups decreased; group of food and catering services decreased by 0.01% because in the month some main items such as non-glutinous rice, sticky rice of all kinds, assorted beef, fresh fish, assorted eggs, beans and peanuts, vegetables fresh types of drops...

In the month, 3 out of 11 commodity groups recorded an increase in price indexes compared to the previous month: housing, electricity, water, fuel and construction materials increased by 1.35%, mainly in gas prices adjusted from on May 1, 2020 with an increase of 10.91% (an increase of VND 30,000 / 12kg cylinder) compared to the previous month; beverages and cigarettes rose 0.85% due to hot weather, increased demand for draft beer, canned beer, bottled beer and some soft drinks; household appliances and housewares rose 0.03%.

The remaining groups have relatively stable prices.

Gold price in the province increased significantly, the price index in the month increased by 1.08% over the previous month, the average gold price in the free market was 4,769 thousand VND. Contrary to the price of gold, the USD price on the free market tended to decrease by 0.01% compared to the previous month; Average selling price is 22,940 VND / USD.

 

5. Finance, banking, insurance

 

5.1. State budget revenues and expenditures

Accompanying businesses to remove difficulties caused by the Covid-19 epidemic, the Provincial People's Committee implemented many policies, promptly removed difficulties for businesses in production and business, creating revenue sources for the state budget. According to the provincial State Treasury, the total budget revenue in the province as of May 15, 2020 reached 11,952 billion VND, increased 21.07% over the previous month, equaling 97.23% over the same period, reaching 34% of the estimate. In which, domestic revenue reached 10,644 billion dong, increased 34.67% over the previous month, as 36.26% of the estimate. Revenue from import and export activities reached 1,266 billion dong, as 30.51% of the estimate.

Total state budget expenditure in the province as of May 15, 2020 reached VND 7,851 billion, of which spending for investment and development reached VND 4,314 billion (including advance payment), recurrent expenditures reached VND 3,519 billion.

 

5.2. Banking and credit operations

In order to contribute to supporting businesses and people getting loans, from May 13, 2020, the State Bank of Vietnam has synchronously reduced the operating interest rates. Interest rates of credit institutions in the month tended to decrease (decrease from 0.5-2% / year) with a large scale to support businesses and people affected by Covid-19. Popular mobilization interest rate is 4.0-7.2% / year for 1 month term deposits or more. Lending rate for priority sectors is 4.5-8.5% / year; normal production and business sectors at 6.0-10.5% / year.

The total mobilized capital was expected to reach VND 76,000 billion by May 31, 2020, down  5.94% compared to the end of 2019. In which, deposits from economic organizations are VND 22,500 billion, down 31.81%; savings deposits 52,330 billion, up 11.88%; issuance of valuable papers VND 1,170 billion, up 13.48% compared to the end of 2019. Total loan balance was expected to 31/5/2020 to reach VND 78,800 billion, down 1.0% compared to the end of 2019. In which, short-term loan balance reached VND 51,300 billion, up 0.82%, accounting for 64.85% of total outstanding loans; medium and long-term loan balance reached VND 27,500 billion, an increase of 1.34% compared to the end of 2019; accounting for 35.15% of total outstanding loans.

Bad debts in 5/2020 were estimated at 930 billion, accounting for 1.18% of the total outstanding loans. Bad debts tended to increase because many customers had difficulty in paying their debts on time due to the impact of Covid -19 epidemic.

 

5.3. Insurrance

Until 5/2020, the whole province had 1,047,343 people participating in all kinds of insurance contributions. In which, compulsory social insurance (social insurance) was 197,265 people, voluntary social insurance was 6,777 people, unemployment insurance was 189,665 people, health insurance (health insurance) was 1,040,566 people. The result of social insurance collection in May reached VND 422 billion, reaching 38.3% of the plan assigned by Vietnam social insurance. During the month, the social insurance of Vinh Phuc province paid correctly, fully and promptly to beneficiaries of social insurance and health insurance (health insurance) with a total amount of VND 363.7 billion (in in which: Social insurance expenditure is VND 267.5 billion, health insurance expenditure was VND 96.2 billion). In the first 5 months, social insurance collected VND 1,941 billion, spending VND 1,714 billion.

 

6. Some social issues

 

6.1. Education situation

From May 4, 2020, students from Kindergarten, Primary School, Secondary School, High School, Continuing Education and Vocational Education of the province came back to school. As soon as the students returned to school, along with active prevention and control of epidemics, the schools urgently stabilized their organization, increased inspection and assessment of students' learning quality, focused on teaching knowledge New knowledge combined with consolidating old knowledge, enhancing tutoring for students with weak learning and reviewing for senior students in order to quickly stabilize learning habits and continue to improve the quality of education. 

Admitting to the first classes of secondary school, high school for the 2020-2021 school year was issued by the People's Committee of Vinh Phuc province, Decision No. 1109/QĐ-UBND. Accordingly, for grade 6, use the form of admission and combine admission with the capacity test in schools with the number of registered students higher than the assigned target. Non-professional must perform 3 exams including: Math, Literature and Compound subjects, English, Physics and Geography. Candidates taking the 10th grade in specialized high schools outside the 3 subjects test as amateur grade will do more Specialized exam (in case a student does not pass the entrance exam to a specialized high school, he / she will be admitted as the first choice to enroll in the high school). 6.3. Medical situation

 

Disease prevention:

Covid-19 in the province in the month has basically been controlled. The situation of food safety and hygiene (food safety and hygiene): Action month for food safety in Vinh Phuc province in 2020 with the theme "Strictly obey the legal policies in production, sales and food advertising", launched a communication campaign to comply with the law on food safety in food production, trading and advertising; proactively prevent food pollution in order to minimize food poisoning, especially food poisoning cases many people suffer from using unsafe food products. 6.4. Political security situation and social order and safety

6.5. Fire and explosion prevention, environmental protection and natural disaster situation

Situation of fire and explosion: In the province, there was 01 fire in Dong Tam ward - Vinh Yen city, without causing human damage, the value of damage and the cause of the fire was being controlled by the authorities.

Accumulated from the beginning of the year up to now, the province had 04 fires and explosions, estimated at the value of 90 million dong.

Environmental protection: According to the Department of Natural Resources and Environment, in May discovered and handled an environmental violation with a fine of VND 225 million. Accumulated from the beginning of the year, the province discovered and handled 06 cases of environmental violation with the fine amount of 2,436 million VND.

Disaster situation: On the night of May 8, in Vinh Phuc, a heavy rain occurred with a thunderstorm, injuring 01 person and damaged many areas of rice, vegetables and property. The value of damage caused by rain and cyclone was estimated at 27.28 billion VND. Immediately after a natural disaster occurred, the Steering Committee for natural disaster prevention and search and rescue at all levels and localities directly examined, reviewed, and directed overcoming the damage; visit, encourage families with injured people; mobilize forces and means to help people re-roof their houses and auxiliary works; implement measures to restore agricultural production, guide farmers in techniques of caring for and overcoming affected areas of rice and vegetables./.
