I. Economic situation:

1. Economic growth:

Covid-19 has become more and more serious, unpredictable, negatively affecting all the socio-economic fields worldwide. Vinh Phuc with the economy of a high proportion of FDI sector, has been deeply and deeply integrated, with a large openness, limited autonomy and resilience, so it has been seriously affected by the epidemic, most economic sectors and fields have been declined; production and business activities stalled, disconnected supply chain and trade flows. Vinh Phuc economy has experienced a negative growth for the first time in the first 6 months since 2009. Gross output of the province in the first 6 months of 2020 is estimated to decrease by 2.7% over the same period last year, of which industry and construction decreased by 5.24% (only industry fell 6.59%), service industry decreased by 4.04%, only agriculture, forestry and fishery maintained the increase of 1.02% compared to with the same period in 2019. Specifically, the growth of the sectors is as follows:

1.1 Growth of agriculture, forestry and fisheries

In cultivation, the structure of crops in the province has changed markedly, so although the cultivated area continues to decline, the production value of the crop in the first 6 months of the year still achieved the growth of 0.14%, mainly due to the production of vegetables of all kinds (with a structure accounting for over 30% of the total value of the cultivation) reaching an increase of 10.69% over the same period.

In breeding: poultry and cow breeding (especially dairy farming) in the area continues to thrive. Production increased quite over the same period: poultry meat production increased by 7.54%, eggs increased by 7.76%, fresh cow milk increased by 34.50%... Pig breeding tended to gradually recover. However, the re-herd still faces many difficulties due to the high price of seed, the supply of breeds from prestigious breeding facilities and safety is limited.

1.2. Growth of industry - construction sector

Industrial and construction production in the first quarter of 2020, despite being affected by Covid-19, enterprises in the province actively responded and overcomed difficulties. Businesses have also stockpiled raw materials since the end of 2019 and producing according to pre-ordered orders, without businesses having to suspend or reduce production capacity. In April, strictly implementing epidemic prevention policies and measures, enterprises must arrange production time according to the rotating schedule, some enterprises have suspended production for 15 days according to the time of social isolation.

The epidemic lasted into the second quarter, causing many production lines to have interrupted supply chains, machinery, equipment, raw materials for production and equipment shortages; orders were cut, the decline in demand led to a sharp drop in production. At present, industrial production in the province has gradually recovered. However, there are still many difficulties, especially for FDI enterprises because the disease situation is still complicated in countries around the world, affecting many manufacturing industries with global supply chains such as electrical components. assembling cars, motorbikes, garments, leather shoes ... Industry decreased by 9.65% over the same period, the lowest in 10 years. The situation of some key economic sectors of the province is as follows:

+ Electronic component manufacturing industry: Facing many difficulties due to the consumption of products depending on Samsung or export partners in foreign countries, the largest export market is Korea, which has not been reopened after the epidemic. In the first quarter of 2020, businesses affected but not large; In the second quarter of 2020, being strongly impacted by input materials, the product consumption market faces difficulties, many businesses operate moderately, do not have orders, must let workers quit working alternately or stop operating. The index of production of this industry in the first six months of the year decreased by 3.69% over the same period last year. Estimated growth of the first 6 months of electronic components industry decreased by 1.49%, reducing overall growth by 0.27 percentage points.

+ Enterprises in the industry of manufacturing automobiles and motorbikes are facing a series of difficulties such as the shrinking consumption market due to competition with imported cars; inventory is high while market demand is low; on the other hand, in April, implementing an order of social isolation, some enterprises had to give workers a full break of 15 days, some other enterprises arranged to take rotations or cut labor contracts. The six-month manufacturing index of these two sectors decreased by 27.88% and 8.48% respectively over the same period of the last year. In the first 6 months of the year, the growth of the automobile industry decreased by 27.07%, reducing the overall growth of the province by 1.08 percentage points, the motorbike industry by 17.10%, reducing the overall growth of the province by 1.91 percentage points.

The remaining industries such as metal manufacturing, non-metallic mineral production, leather shoes, garments ... have been affected, production output decreases or increases low over the same period.

1.3. Service growth:

Services, especially trade, transportation, accommodation, catering, and tourism are the ones most directly affected by the Covid-19 epidemic. Facing complicated movements of Covid-19, many trade, service and trade activities in the province tended to decrease, or increase lowly over the same period. The activities of festivals in the early spring have been canceled and the number of tourists visiting the tourist areas has decreased sharply. Cargo transportation activities are slow due to people's limited movement, the demand for transporting raw materials for production and business activities at the beginning of the year is low. In the first six months of 2020, the estimated growth of wholesale and retail trade, repair of automobiles and motorbikes reduced 8.00%; transportation and warehousing industry decreased by 28.10%, accommodation and catering services decreased by 29.98% over the same period last year, this is the lowest decrease ever. With the proportion of value of three industries accounting for 35.24% of the total value of service sector, the decline in growth of these three sectors reduced the overall growth by 1.33 percentage points.

The impact of Covid-19 on a number of service sectors with market factors is very large, but for other service sectors, especially those using state budget such as health, science and technology, information and communication .... there is not much change in growth, even higher than the same period. For the first 6 months, the growth of service sector decreased by 4.04% over the same period, reducing the overall growth of the province by 0.85 percentage points.

2. Finance, banking, insurance

Implementing the Government's policy, the Provincial People's Committee has simultaneously implemented many solutions to timely support and remove difficulties for businesses under the impact of Covid-19 such as: Restructuring repayment term, exemption reducing interest rates, keeping debt group for customers; extend tax payment, exempt money slowly filed for businesses; expand online public services level 4; speed up the reform of administrative procedures, focus on simplifying, reducing time and costs for enterprises ... However, due to the decline in production and business in the province, the state budget revenue and credit growth In the month, there is a downward trend.

2.1. Situation of state budget revenue and expenditure

According to the data of the provincial State Treasury until 15/6/ 2020, the total budget revenue of the province reached VND 13,215 billion, accounting for 37.58% of the estimate, of which domestic revenue reached VND 11,586 billion equal to 39. , 47% of the estimate. Revenue from import and export activities reached VND 1,587 billion, as 38.23% of the estimate.

State budget expenditure has focused on meeting the needs of the socio-economic development, national defense, security, health and maintaining local state management activities. Total state budget expenditure in the province reached VND 9,227 billion. In particular, expenditure for development investment reached VND 4,897 billion (including advances), regular expenditures reached VND 4,310 billion. In general, budget expenditure management has been strengthened, expenditure control has been strict, expenditure management has been according to estimates, thrift practice and waste combat to ensure the socio-economic development needs of the locality.

2.2. Banking and credit activities

In the first six months of the year, the lending and mobilizing interest rates tended to decrease, with the common lending interest rates ranging from 4.5-10.5% / year for each term and subject. The VND mobilizing interest rate is popular from 0.2-7.2% / year for each term.

The total mobilized capital is expected to reach 78,000 billion VND by the end of June, down 3.46% compared to the end of 2019. The decline in mobilization is mainly due to the sharp decrease in deposits from economic organizations  decreasing VND 8.495 billion compared to the end of 2019). The reason is that Covid-19 has affectted the production and business situation, reducing the deposits of businesses. Total outstanding loans as of the end of June are estimated at VND 80,000 billion, up 2.54% compared to the end of 2019. In particular, short-term outstanding loans reached VND 52,000 billion, up 2.19% compared to the end of 2019, accounting for 65% of total outstanding loans; medium and long-term loans reached VND 28,000 billion, up 3.18% compared to the end of 2019 and accounted for 35% of total loans. Credit structure has grown reasonably, mostly lending for production, business, services and development investment (accounting for 86.2% of total loans); loans to non-manufacturing sectors (such as consumption, real estate and credit card usage ...) accounted for 11.98% of total loans. By subjects of loans, outstanding loans focused mainly on the households, private sector and individuals (accounting for 50.08% of outstanding loans), contributing to creating jobs and improving the household economy. ; private enterprises, joint stock companies, limited companies, FDI enterprises ... (accounting for 49.82% of outstanding loans), supporting the business sector to stabilize production and expand business.

Bad loans tended to increase, estimated to be VND 990 billion by the end of June, accounting for 1.24% of the total outstanding loans, caused by difficulties in production and business activities of enterprises, households and people facing difficulties and there was no source to timely pay the debts.

2.3. Insurance

Insurance continued to be widely implemented by sectors and localities in order to ensure the best service for people of all classes and workers. It is estimated that in the first 6 months of 2020, the whole province had 1,062,442 people participating in insurance of all kinds. In particular, compulsory social insurance (social insurance) is 197,243 people, voluntary social insurance 7,394 people, unemployment insurance is 189,127 people, health insurance (health insurance) is 1,055,048 people. Health insurance coverage is 91.65% of the population.

The total amount of insurance premiums as of June 30, 2020 is estimated at VND 2,352.6 billion, reaching 46.5% of the plan assigned by Vietnam Social Insurance and an increase of VND 129.7 billion compared to the same period in 2019. The work of issuing books and insurance cards of all kinds is closely coordinated between the concerned branches and according to the process. 3. Investment and construction

3.1. Investment

The result of implementing social development investment capital in the second quarter of 2020 is estimated at 9,379.6 billion dong, up 18.17% over the same period. In particular, capital construction investment still accounts for a high proportion, reaching 6,120.5 billion, accounting for 66.58% of total social investment capital. Specific areas are as follows:

- In order to ensure the disbursement progress, right from the beginning of the year, the provincial People's Committee has drastically operated and directed the organization of the monthly review meeting on disbursement progress for investors to regularly capture and update. update information and promptly give opinions and solve difficulties in order to accelerate the implementation, focusing on site clearance, construction and disbursement of public investment capital; issued many guiding documents to accelerate the implementation of the public investment plan in 2020; directing departments, branches and localities to regularly disseminate the guidance of Laws and guiding documents of the Central Government on the management and implementation of public investment ... However, the disbursement has still faced many difficulties. Estimated investment capital from the state budget in the second quarter was VND 1,078.4 billion, down 25.26 over the same period. The first six months of 2020 reached 2,189.4 billion dong, equivalent to 33.05% of the total plan for public investment in 2020.

- Investment capital of non-state sector in the province in the second quarter was estimated at 3,592.6 billion dong, down 11.62% over the same period. In the first six months of 2020, it reached VND 6,806.2 billion, down 10.54% over the same period in 2019, accounting for 39.69% of the social development investment capital in the province. In particular, implemented capital of enterprises is estimated at 224.9 billion dong; capital investment in production, business and construction of housing of households is estimated at 3,367.8 billion.

- Foreign direct investment in the second quarter is estimated at 4,658.5 billion dong, up 91.75% over the same period. In the first six months of 2020, it is estimated at VND 8,072.0 billion, up 106.37% over the same period in 2019. Accumulated to the end of June 2020, the province has 392 valid FDI projects with a total registered investment capital of 5.57 billion USD and 782 DDI projects with a total investment capital of over 93.73 trillion VND. copper.

3.2. Construction

Estimated value of construction production in the second quarter at current price reached VND 5,537.9 billion, up 14.55% over the same period last year. 4. Operation situation of businesses

In the first 6 months, the whole province had about 11,208 enterprises registering business with a registered capital of over 128.3 trillion dong, of which 7,850 enterprises actually operated and 3,358 enterprises temporarily suspended business activities or waiting for dissolution.

5. Agricultural, forestry and fishery production

5.1. Agricultural production

  - Cultivation: Currently, the province has basically harvested rice and winter-spring crops, farmers are urgently preparing soil, cultivating crops. Production of winter-spring crop this year was difficult due to abnormal weather, affecting the productivity of some vegetables, especially leaf-harvesting vegetables, along with the price of input materials and labor costs. At a high level, the complicated Covid-19 disease has affected the production and consumption of some agricultural products.

According to preliminary results, the total cultivated area of annual crops in the winter-spring crop of the whole province reached 53,605 hectares, down 1.48% compared to the previous year, the planted area decreased mainly concentrated in Binh Xuyen district (457 hectares), Yen Lac (387 ha), Tam Duong (309 ha).

- Livestock: Livestock production in the first six months of the province has developed stably, African pig cholera has been basically controlled, mechanisms and policies to support the restructuring of the Agriculture sector, including animal husbandry continued to be implemented effectively, encouraging and creating favorable conditions for people to invest in expanding their production scale. Especially now, when the price of live hogs is high due to limited supply, the demand for meat and poultry eggs increases sharply because people have switched to pork instead. Estimated total poultry population in June increased by 4.55% against same period last year; the output of poultry meat slaughtered in the first six months of 2020 reaches 18,239 tons, an increase of 7.54% (the second quarter reaches 8,029 tons, an increase of 5.98%); the production of poultry eggs in the first six months reached nearly 289.5 million, up 7.76% (the second quarter reached 127.9 million, up 8.32%).

In the first 6 months of the year, localities completed vaccinations for cattle and poultry and sprayed disinfectant for farm and livestock environment in the first phase of 2020 according to the Plan; inspection and supervision to prevent trafficking and transport of cattle and poultry, cattle and poultry products without quarantine of functional agencies have been strengthened and strictly implemented; fully comply with the processes, order and procedures in the process of quarantining animals and animal products.

5.2. Forestry production

Forestry production continued to be maintained stably. The afforestation is effectively implemented. It is expected that in the first six months of the year, the whole province planted 452 hectares of newly concentrated forests (mainly production forests), reaching 64.54% of the yearly plan, up 0.44% over the same period; the number of dispersed planted trees was estimated at 982 thousand, up 0.68%; exploited wood production was estimated at 18.94 thousand m3, an increase of 4.45%; firewood production is estimated at 27.48 thousand ste, up 0.66% over the same period last year. The care of forests continued to be carried out on an area of ​​1,319 ha, up 0.50% over the same period. 5.3. Aquatic production

Fishery production in the first six months of the year was maintained stably, the fish quantity developed well; application of scientific and technological advances are widely applied, the intensive farming area has been expanded; new breeds of fish with high productivity and quality are introduced more and more; prices of aquatic products have remained relatively high, which has brought stable income, encouraging people to invest in expanding production. Stable seed supply, quality is increasingly improved, ensuring to meet the needs of farmers in and outside the province.

Estimated area of ​​aquaculture in the first six months was 5,333 hectares, up 0.11% over the same period last year. In particular, the area for raising fish is 5,330 ha (accounting for 99.94% of the area), and another 3 ha for aquaculture. Total production of fishery in the first six months was estimated at 10,848 tons, up 3.12% over the same period. In particular, mining output reached 856 tons, down 1.32%; aquaculture output reached 9,992 tons, up 3.52% over the same period.

6. Industrial production

Industrial production activities in the province also showed positive signs of recovery when the index of industrial production in June reached 34.41% over the previous month and up 4.43% over the same period. period last year. However, for the first six months of 2020, the index of industrial production still decreased by 9.65%, the lowest in recent years.

6.1 Production index

The specific situation in some sectors is as follows:

- The electronic components manufacturing industry is heavily affected by the epidemic due to the major consumer market of the industry is South Korea and Taiwan, which has not completely reopened, causing difficulties for export activities, batch orders were cut or canceled. The production index of this industry in June decreased by 1.66% over the same period, dragging the first six months of the year down 3.69% over the same period last year.

- Enterprises in the automobile and motorbike industry continued to face difficulties due to the increase in the number of imported cars, domestic assembled cars have to compete fiercely on prices with imported cars, resulting in a decline in market share. With that, the motorcycle consumption market is also saturated. Therefore, the production index in the first six months of these two sectors decreased by 27.79% and 8.48% respectively over the same period last year.

- Enterprises in the garment industry are affected significantly by the epidemic because the orders come mainly from foreign partners, while these countries have not yet controlled the epidemic so they have not opened the market yet causing the decrease of demands. The production index of this sector in June decreased by 27.94% over the same period, for the first six months of the year, the index decreased by 16.04% over the same period last year.

The remaining industries have gradually gone into stable production, but due to the impact of the disease, production output has decreased or increased not as high as the same period. Particularly, the production of drugs, pharmaceutical chemicals and medicinal materials continued to be stable sector since the beginning of the year, due to the increasing living conditions, the demand for health care and beauty more and more concerned, especially in the time of Covid-19 epidemic, the need to protect people's health has been increasing. Production index of the industry in the month increased by 36.61% over the same period last year, leading to the production index in the first six months of the year increased by 28.43% over the same period.

6.2. Main industrial products

In the month, enterprises producing industrial products in the province gradually overcome difficulties and stabilized production activities. Most of the industrial output of the province in June increased compared to the previous month, however, compared with the same period last year fell sharply. For the first six months of the year, only 2/10 major industrial product groups of the province recorded an increase over the same period, of which: Animal feed increased by 17.97%; commercial tap water increased by 8.38%.

6.3. Labor employment index
