1. Agricultural, forestry and fishery production

1.1. Agricultural production

a) Cultivation: By the end of April 15, 2020, the whole province planted 38,347 hectares of spring crops, down 1.13% over the same period. In particular, 29,838 hectares of rice were planted, 2,155 hectares of maize, 268 hectares of sweet potatoes, 1,593 hectares of peanuts, 90 hectares of soybeans and 2,453 hectares of vegetables ... b) Breeding: Estimated in April 2020, the buffalo herd decreased by 0.68% against the same period last year, the cow herd decreased by 2.95%. Estimated poultry population in April increased by 4.30% over the same period in 2019; the output of poultry meat slaughtered in the first four months of the year reached 12,663 tons, up 6.15% over the same period last year; poultry egg production reached 202 million, up 6.25%.

1.2. Forestry production

Up to now, the newly concentrated forestation area in the province is estimated at 240 hectares, up 2.03% over the same period; the number of dispersed planted trees was estimated at 808 thousand; the output of exploited timber in the month was estimated at 3,211 m3, up 3.54%; firewood production was estimated at 2,410 ste, up 1.23% over the same period.

Forest fire prevention and fighting activities are always actively directed by all levels and forest owners, so no forest fires occurred in the month.

1.3. Seafood production

By the end of April, aquaculture area is expected to reach 5,017 hectares, down 0.2%; The production of aquatic products in the month was estimated at 7,220 tons, up 2.13% over the same period. Of which, the fishing output reached 654 tons, equaling 97.76%; aquaculture output reached 6,566 tons, up 2.58% over the same period last year.

2. Industrial production

2.1. Production index

The index of industry-wide production (IIP) in April decreased by 48.50% over the same period last year. In particular, the mining industry decreased by 42.45%; processing and manufacturing industry decreased by 49.27%; electricity production and distribution decreased by 10.72%; water supply and waste treatment increased by 15.39%. For the first four months of the year, the index of production of the whole industry was estimated to decrease by 8.14% over the same period, the lowest in the period of 2011-2020.

- Enterprises in the garment industry face difficulties because they do not receive new orders and the volume of goods produced is difficult to sell. The products of large enterprises in the industry are mainly for export. The production index of this sector in April decreased by 33.55% over the previous month and by 29.42% over the same period. For the first four months of the year, the index decreased by 11.98% over the same period last year.

The remaining industries are affected and reduced output over the same period. Particularly, the industry produces drugs, pharmaceutical chemicals and medicinal materials, because this is the industry specializing in providing medical equipment and materials for society, especially resistance-increasing drugs, antiseptic drugs, mouthwash .. Strong consumption during this period. Therefore, the industry still maintained production, the index of production in the month increased by 5.61% over the previous month and by 25.91% over the same period; The index for the first four months of the year increased by 26.3% over the same period last year.

2.2. Main industrial products

Most of the province's main industrial output in the month decreased compared to the previous month and over the same period due to the impact of the Covid-19 epidemic. Generally for the first four months of the year, only 4/10 major industrial product groups of the province recorded an increase over the same period, of which: Commercial electricity increased by 2.14%; services of manufacturing electronic components increased by 5.62%; animal feed increased by 9.92%; commercial tap water increased by 19.84%.

2.3. Labor use index

The complicated epidemic of Covid-19 over the past time has greatly affected the production and business situation, causing many businesses to suspend operations and reduce production capacity, leading to a decrease in labor demand reduction. The labor use index in industrial enterprises in the province as of April 1, 2020 decreased by 3.64% over the previous month and by 7.87% over the same period; in which, State sector employees decreased by 9.00%, non-state enterprises decreased by 7.38%, foreign-invested enterprises decreased by 7.94%. At that time, the number of employees working in mining enterprises decreased by 9.58% compared to the same period last year; processing and manufacturing industry fell by 7.90%; electricity production and distribution decreased by 7.34%; water supply, waste treatment, waste water reduction by 4.77%.

2.4. Consumption, inventory index

Consumption index for the whole manufacturing in April decreased by 57.65% over the previous month and by 64.70% over the same period last year. 3. Investment and construction

Investment capital from the State budget in April reached a low rate compared to the previous month and over the same period. The progress of construction of some major and key projects of the province slowed down, some construction items temporarily stopped construction activities in the first 15 days of the month. The total invested capital of the State budget capital under local management in the month is expected to reach VND 240.2 billion, down 23.56% over the previous month and down 44.54% over the same period. In which: provincial state budget capital reaches 138.9 billion VND, district budget capital reaches 85.2 billion VND; commune budget capital is 16.2 billion dong. Accumulated to the end of April 2020, the investment capital from the State budget under the local management implementation reached VND 1,351.2 billion, down 20.48% over the same period and equal to 20.24% of the plan. the begin of the year.

4. Trade and services

4.1. Total retail sales of consumer goods and services

Total retail sales of consumer goods and services in April were estimated at VND 2,057 billion, down 50.86% compared to the same period last year. For the first four months of the year, total estimated retail sales of consumer goods and services reached VND 14,602 billion, down 10.08% over the same period last year. Specifically for each business group as follows:

- Retail sales of goods in April is estimated at VND 1,894 billion, down 47.73% over the previous month and down 48.59% over the same period last year. Among 12 commodity groups, only food and foodstuff rose by 5.88% over the same period last year, the remaining groups dropped: Garment and textile dropped by 65.49%; means of transport, excluding small cars (including spare parts), down 61.33%; car group (less than 9 seats) decreased by 69.30%; wood and construction materials dropped by 69.53%; gemstones, precious metals and products down 67.33% over the same period ... In the first four months of the year, retail sales of goods reached VND 13,158 billion, down 7.88% over the same period.

- Revenue from accommodation and catering services in April was estimated at VND 74 billion, down 66.92% over the previous month and down 77.20% over the same period last year. In which, accommodation service revenue is about 6 billion dong, down by 80.31%; revenue from catering services reached VND 68 billion, down 76.90% over the same period. For the first four months of the year, accommodation and catering services revenue reached VND 844 billion, down 31.03% over the same period.

  - Turnover of other consumer services was estimated at VND 89 billion, down 42.00% over the previous month and down 49.97% over the same period last year. For the first four months of the year, revenue of other consumer services reached VND 585 billion, down 16.54% over the same period.

4.2. Transporting passengers and goods

Generally for the first four months of the year, transport of goods reached 8,400 thousand tons, down 22.81% over the same period; rotation of 627 million tons.km, down 23.76% over the same period in 2019.

The total transport revenue in April is expected to reach VND 145,335 million, down 42.64% over the previous month and down 59.90% over the same period. For the first four months of the year, total transport revenue reached VND 1,080,663 million, down 24.46% over the same period.

4.3. Price index

Gold and US dollar price: The gold jewelry market is quite bustling, gold price in the province has increased significantly, the price index in the month increased by 2.23% over the previous month; the average gold price on the free market was 4,718 thousand VND. In the same direction as gold, the US dollar price on the free market tended to increase by 1.12% compared to the previous month; the average selling price was VND 22,943 / USD.

5. Finance, banking, insurance

Implementing the Government's policy, the provincial People's Committee has simultaneously implemented many solutions to timely support and remove difficulties for businesses under the impact of Covid-19 such as: Restructuring repayment term, exemption reducing interest rates, keeping debt group for customers; extend tax payment, exempt money slowly filed for businesses; expand online public services level 4; speeding up reform of administrative procedures, focusing on simplifying, reducing time and costs for enterprises ... However, due to the decline in production and business in the province, the State budget revenue and credit growth in the month have reduced.

According to the data of the provincial State Treasury, the total budget revenue in the area as of April 15, 2020 reached VND 9,426 billion, equal to 26.81% of the estimate. In which, domestic revenue is 8,275 billion dong, as 28.20% of the estimate; revenue from import and export activities reached 1,139 billion Ddng, as 27.46% of the estimate. In domestic revenue, some revenues accounted for a large proportion and achieved quite a level such as: Income from foreign-invested enterprises reached 6,068 billion dong, as 24.65% of the estimate; revenues from real estate reached 1,139 billion dong, equal to 166.51% of the estimate ...

The total State budget expenditure in the province until April 15, 2020 reached VND 6,637 billion, of which development investment (including advances) reached VND 3,807 billion and recurrent expenditure reached VND 2,813 billion.

5.2. Banking and credit activities

Credit institutions in the area continue to implement lending packages and loan programs with preferential interest rates (down from 0.5-3% / year). Deposit interest rates in the area are commonly from 0.1 to 4.75% / year for demand deposits and terms of less than 6 months; from 5.0-6.2% for term deposits from 6 months to less than 12 months; tenor of over 12 months stood at 6.3-7.2% / year. Lending interest rates for priority sectors range from 5.0-5.5% / year for short-term and 6.0-8.5% / year for medium and long-term. Lending interest rates for normal business and production sectors are from 6.8 to 9% / year for short term and from 9.0-10.5% / year for medium and long term.

The total mobilized capital is expected to reach VND 81,000 billion by 30/4/2020, up 0.25% compared to the end of 2019. Of which, deposits of economic organizations will be VND 28,000 billion; savings deposits were VND 51,830 billion; valuable papers issued were VND 1,170 billion. Total outstanding loans until April 30, 2020 are expected to reach VND 78,800 billion, an increase of 1.0% compared to the end of 2019. In particular, short-term outstanding loans reached VND 51,100 billion, accounting for 64.85 total outstanding loans. ; medium and long-term loan balance reached VND 27,300 billion, accounting for 35.15% of total loans. The bad debt in April 2020 was estimated at 930 billion dong, accounting for 1.18% of the total outstanding loans.

5.3. Insurrance

Right from the beginning of April, the provincial Social Insurance issued a document guiding the payment of pensions, social insurance benefits in April and May through the Post office system during the time of isolation and prevention of Covid-19; at the same time, provide funding to pay, coordinate with the Post Office to pay pensions and full and safe subsidies.

Up to 4/2020, the whole province had 1,053,709 people participating in all kinds of insurance. In which, compulsory social insurance is 203,621 people, voluntary social insurance is 5,761 people, unemployment insurance is 193,334 people, health insurance (health insurance) is 1,049,948 people. 6. Some social issues

6.1. Labor and employment situation, social security

Covid-19 has a serious and comprehensive impact on all socio-economic aspects, greatly affecting the production and business activities of enterprises as well as employment of workers. Many enterprises have suspended or narrowed production scale, some other enterprises arranged to take turns to take turns or cut labor contracts because they could not secure jobs for workers. The most affected individual business and production establishments account for nearly 90% of the affected workers.

In order to share difficulties and ensure living standards for people and laborers, and contribute to social stability, on April 9, 2020 the Government issued Resolution No. 42 / NQ-CP on measures to support people in trouble due to Covid-19. In order to ensure timely implementation of policies in the province, the Provincial People's Committee issued the document No. 2927/UBND-CN2 dated April 21, 2020 on strengthening propaganda, guidance and implementation of mechanisms, policies to support businesses affected by Covid-19. In which, the Department of Labor, Invalids and Social Affairs is requested to preside and coordinate with the People's Committees of districts, cities, departments, branches and units to urgently advise and propose the content of the work to be implemented, ensuring public declaring, transparent, strictly complying with the principles, contents and support objects, absolutely not to take advantage of exploiting, corrupting and negative policies. Besides, based on the practical conditions of the province, to advise and propose additional specific support content in addition to the support contents specified in the Government's Resolution No. 42 / NQCP.

In addition, the People's Committee of Vinh Phuc province also issued Decision No. 740a / QĐ-UBND on April 1, 2020, on temporary implementation of a number of specific regimes in the prevention and control of Covid-19 in Vinh Phuc province. Accordingly, the subjects who are being subjected to medical isolation measures at medical examination and treatment facilities or at other establishments and places are provided with food support of VND 80,000 / day and support expenses for living expenses (drinking water, towels, masks ...) in the days of medical isolation with a maximum total cost of VND 40,000 / day; the regime of anti-epidemic allowances for medical officials and laborers participating in the prevention and combat of epidemic up to VND 300,000 / day; allowances for collaborators and volunteers to participate in epidemics up to VND 130,000 / day ....

6.2. Medical activities

Disease prevention: During the month, Vinh Phuc province has well implemented the prevention and control of Covid-19 with many measures implemented promptly and synchronously, being one of 36 low-risk provinces. However, before complicated developments, the risk of community infection and outbreaks is still high, threatening people's health and lives, on April 16, 2020, the provincial People's Committee issued Document No. 2822. / UBND-VX1 on the implementation of measures to prevent and control Covid-19 in the province after April 15, 2020; accordingly, from 16 to 30/4, the province continued to not organize events and meetings, not to gather more than 20 people in 1 room in the workplace, 10 people in public places, keeping distance 2 m and must wear a mask when going out; stop all religious, cultural and sports rituals in public places until further notice; warn people to restrict the streets if there is no necessary work ...

According to a report of the Department of Health, as of 4 pm April 23, 2020, the total number of Covid-19 positive cases in the area was 12 people (in the month, one more case was born in An Hoa commune, Tam Duong district on 04/4). In particular, 11/12 patients of Covid-19 were cured and discharged. Total number of cases monitored and supervised in the province: 7,341; health sector has sampled 2,716 cases; the total number of suspected cases: 183; Total number of immigration cases monitored in the province: 1,305; cases related to Bach Mai Hospital were reviewed: 3,625; the total number of isolated cases in the province: 264 (at health facilities: 20; in concentrated isolation areas: 26; home: 218).

Other infectious diseases tend to decrease compared to the same period in 2019.
