1. Economic growth

The gross regional domestic product (GRDP) in the first quarter of 2020 increased by 6.38% over the same period in 2019. The industrial sector continued to play an important role with an increase of 10.73%, contributing to growth. The province's overall 4.93 percentage points. Agricultural, forestry and fishery production increased by 1.4%, service industries increased by 4%, and product tax increased by 1.98%.

1.1. Agriculture, forestry and fishery:

As for Vinh Phuc agriculture, the product mainly serves the domestic market so it is not affected by Covid-19. In addition, the mechanisms and policies to support agricultural restructuring under the Resolution No. 201/2015/NQ-HĐND of the provincial People's Council continue to be effective.

In cultivation, the structure of crops in the province has had a clear change, high-tech agricultural application models, a chain of production links; mechanization in agriculture is increasingly promoted in all stages from soil preparation, planting to harvest, transportation ... so although the area has decreased over the same period, the value of the farming industry remains reached a growth rate of 5.1%, of which cultivated products accounted for a major proportion of the value of the first quarter were vegetables of all kinds (accounting for nearly 65%), up 17.32% over the same period.

In breeding: African swine cholera has been controlled, households are actively re-breeding, the output of live-weight slaughtered pigs has decreased by 25.48% over the same period. However, poultry and cow raising (especially dairy farming) in the area continued to develop strongly, the output increased significantly over the same period: poultry meat production increased by 6%, eggs increased by 5, 53%, fresh cow milk increased by 18.31%; Other husbandry increased by 6.73% ... 1.2. Industry - construction sector

1.3. Service area

Services, especially those in trade, transportation, accommodation, catering, and tourism are the ones most directly affected by Covid-19.

Compared to the first quarter of 2019, the growth of transportation and warehousing industry decreased by 5.48%, accommodation and catering services decreased by 9.38%, this is the lowest decline ever. However, with the proportion of the value of the two industries accounting for only 14.86% of the total value of services, the decline in growth of the two sectors reduced the overall growth of 0.22 percentage points. The first quarter coincided with the Lunar New Year, a large volume of goods circulated in the quarter, along with that, due to the prevention of Covid-19, fears of lack of food, essential food and tools. Therefore, the trend of buying and selling goods is quite high, therefore, the growth of the wholesale and retail industry, the repair of automobiles and motorbikes, still increased by 6.93%, lower than the growth rate of 7.52% of the first quarter of 2019, but with a structure accounting for 29.8% of the total communication service value, it still contributes to the overall growth of 0.35%.

The impact of Covid-19 on a number of service sectors has a large market factor, but for other service sectors, especially those using the state budget such as health, science and technology, information and communication .... the growth is not much, even higher than the same period. Generally, the growth of services in the first quarter increased by 4% over the same period (lower than the increase of 7.52% of the first quarter of 2019), contributing 0.83 percentage points to the overall growth of the province.

2. Agricultural, forestry and fishery production

2.1. Agricultural production

a) Cultivation

- The total cultivated area of the winter crop in 2019-2020 will reach 15,207 hectares, down 2.67% compared to the previous winter crop. This is a lower reduction than the previous years (down 11.97% in 2019; down 5.29% in 2018; down 9.15% in 2017 ...). 2.2. Forestry production

3. Industrial production

3.2. Main industrial products

3.3. Labor use index

4. Investment, construction and enterprise development

4.1. Investment activities

The result of social development investment in the first quarter reached 7,840.7 billion dong, up 24.63% compared to the same period last year. - Investment capital of FDI sector is estimated at VND 3,371.2 billion, accounting for 43.0% of the investment capital for development of the whole society, an increase of 127.48% compared to the first quarter of 2019. 4.2. Construction activities

4.3. Operation situation of enterprises

5. Finance, banking, insurance

5.1. Situation of State budget revenue and expenditure

In order to achieve the 2020 budget estimate assigned by the People's Council, from the beginning of the year, the provincial People's Committee directed functional branches and localities to continue creating favorable conditions for investment, production and business development; enhance the exploitation of revenue sources, expand the revenue base, especially new revenue sources, revenues from properties, natural resources and environmental protection. In addition, the tax industry has conducted a drastic and effective collection direction right from the first days of the year; urge the settlement of state budget revenues in the locality such as: personal income tax, enterprise income tax, land revenues, charges, fees ...; regularly propagandize and implement measures to promptly remove difficulties and obstacles in the grassroots for effective collection ...

According to the data of the State Treasury as of March 15, 2020, the total budget revenue in the province reached 7,339.4 billion dong, up 3.70% over the same period. In which, domestic revenue was 6,516.8 billion dong, up 4.47%; Customs revenue reached 812.1 billion, equaling 98.1% over the same period. Budget expenditure was estimated at 5,058.2 billion, up 21.58% over the same period. In particular, expenditure for development investment reached VND 3,166.3 billion, up 26.67%, regular expenditure reached VND 1,874.7 billion, up 14.88% over the same period. Estimated total budget revenue in Quarter I is VND 9,229 billion, reaching 26.1% of the estimate, equal to 104% over the same period. Total state budget expenditure in the first quarter was estimated at VND 3,400 billion, reaching 18% of the estimate, equal to 126% over the same period. In general, budget expenditure management has been strengthened, strict expenditure control, expenditure management according to estimates, thrift practice and waste combat.

5.2. Banking and credit activities

The total mobilized capital of credit institutions as of March 31, 2020 is estimated at VND 80,500 billion; down 0.37% compared to the end of 2019. Of which, deposits of economic organizations reached: VND 28,000 billion, down 15.14%; savings deposits were VND 51,330 billion, an increase of 9.74% compared to the end of 2019. Total outstanding loans as of the end of March 31, 2020 were estimated at VND 78,800 billion; up 0.23% compared to the end of 2019, of which: short-term loan balance is VND 50,580 billion; accounting for 64.53% of total loans, down 0.07% compared to the end of 2019; medium and long-term loans reached VND 27,950 billion, accounting for 35.47%, up 3.0%. The bad debt in March 2020 is estimated at 900 billion dong, accounting for 1.14% of total loans.

5.3. Insurrance

It is estimated that by March 2020, the whole province will have 1,064,453 people participating in all kinds of insurance. In which: Compulsory social insurance: 192,557 people; voluntary social insurance: 5,724 people; unemployment insurance: 184,915 people; health insurance: 1,058,859 people. Compared to the target of Resolution No. 21-NQ / TW: the coverage of health insurance reaches 91.98% of the population.

By the end of the first quarter of 2020, the total amount of insurance premiums reached 1,081.9 billion, up 33.9% over the same period in 2019, reaching 21.4% compared to the assigned plan. The issuance of insurance books and cards is closely coordinated among relevant branches and according to the process. The payment, especially the payment of pensions and social insurance benefits, is done in a synchronized, quick and safe way to the people. In the first quarter, timely settlement of social insurance regimes, in accordance with regulations for beneficiaries of social insurance and health insurance benefits, totaled VND 1,010.1 billion. Specifically: Settlement of social insurance benefits for 148 people; Settlement of one-time social insurance benefits for 1,349 people; Settling sickness, maternity, convalescence for 31,387 people; make payment list for 1,366 people who receive unemployment insurance.

6. Trade, services and prices

In the first quarter of 2020, trading and services in the province were affected by the Covid-19 epidemic, especially in transportation, accommodation and catering services. Business results have generally grown over the same period but at a low level; the amount of supplies and goods in the area still satisfies the production and consumption needs of the people.

6.1. Retail sales of consumer goods and services

The situation of retail sale of consumer goods and services in the province took place vibrantly in the first half of January, people focused heavily on shopping for consumer goods during the Lunar New Year. The purchasing power increased the most is food, foodstuff and some other essential products to serve the consumption needs of people during Tet. Therefore, the results of goods and services circulation in the area remained and developed. Estimated total of retail sale of consumer goods and services in March is estimated at VND 4,235.4 billion, up 5.01% over the same period. Generally, in the first quarter of 2020, it will reach VND 12,786.4 billion, up 6.16% over the same period last year. Specifically for each business group as follows:

- Retail sales of goods in March is estimated at 3,837.4 billion, up 8.04% over the same period. Generally, in the first quarter, it was estimated at 11,483.7 billion dong, up 8.35% over the same period last year. In which, accommodation service revenue was 67.2 billion dong, down by 15.77%; revenue from catering services reached VND 708.0 billion, down 13.70% and travel tourism reached VND 20.7 billion, down 8.98% over the same period. It can be said that this is an industry heavily affected by the Covid-19 epidemic. Some units must be temporarily closed. In addition to travel businesses, accommodation, transportation, catering service providers, shopping, resorts and tourist sites are also affected.

6.2. Transporting passengers and goods

The volume of goods transport in the province in the first quarter was estimated at 7,464.2 thousand tons, down8.45%; the rotation was estimated at 556.9 million tons.km, down 10.32% over the same period last year.

Transport revenue in the first quarter was estimated at VND 1,011.6 billion, down 5.3% compared to the same period last year. In particular, passenger transport reached 226.8 billion, down 5.94%; Cargo transportation was VND 759.5 billion, down 5.44% over the same period.

6.3. Consumer price index

Consumer price index (CPI) in March decreased by 0.83% over the previous month, up 5.67% over the same period and down 0.04% from December last year. For the first three months of the year, the CPI increased by 6.44% over the same period, this is the highest increase of the past 5 years (2019: up by 1.69%; 2018: up by 4.18%; in 2017 : increased by 3.88%; 2016: increased by 0.69%; 2015: increased by 0.17%).

In addition, all schools in the province are temporarily absent from school, which makes the consumption of these products for kitchens reduced, causing the price to drop. Specifically: Group of fresh poultry meat decreased by 8.96%; The group of fresh aquatic products decreased by 2.39%; The group of processed fresh fruits decreased by 2.06%; The group of fresh, dried and processed vegetables dropped by 1.61% over the previous month, dragging the group's price index down. The remaining groups of products were relatively stable.

Gold and US dollar price: From the beginning of the year until now, gold and dollar price in the world and domestic market has been highly volatile. For the whole month, the gold price index in the area increased by 5.65% compared to the previous month, the average selling price of the month was 4,615 thousand VND / thread. In the same direction as gold, US dollar prices on the free market tended to increase by 0.12% over the previous month; The average selling price on the free market is VND 22,690 / USD.

7. Some social issues

The complicated movements of Covid-19 epidemic affected the production and business activities of many businesses, causing labor shortage due to the anxiety of people, especially workers working in the enterprises located in the epidemic-affected area and people with isolated diseases, the People's Committee of Vinh Phuc province has requested functional agencies and People's Committees of districts and cities in the province to quickly assist and remove difficulties and ensure stability labor contracts for businesses.
