I. ECONOMIC SITUATION

 

1. Economic growth

 

The gross regional domestic product (GRDP) in 2019 at the comparative price in 2010 reached VND 78,062 billion, making an increase of 8.05% compared to 2018. The industrial sector continued to play an important role in the picture of economic development of the province, reaching an increase of 13.03%, contributing 5.26 points% to the overall growth of the province Agriculture, forestry and fishery production decreased by 2.77% due to the situation of African swine cholera epidemic, causing serious damage to the livestock industry. The service and trade sectors increased significantly, the market of goods in the province was diverse and plentiful, meeting consumers' needs.

- Agriculture, forestry and fishery: The value added of agriculture, forestry and fishery in 2019 at the comparative price in 2010 reached VND 4,539 billion, reducing 2.77% compared to 2018, reducing the overall growth by 0.18 percentage points.

+ In cultivation, although the annual cultivated area decreased 4.61% (over 4,000 ha), the structure of crops in the province had a clear change, the quality rice varieties increasingly promoted the efficiency, high-tech agricultural application models were expanded in production; mechanization in agriculture was increasingly promoted in all stages from soil preparation, cultivation to harvest, transportation ...; at the same time, the weather was favorable for plants to grow and develop, so the productivity of most crops increases, in 2019 the cultivation industry reaches a growth rate of 0.05%.

+ Livestock production: Poultry and cow breeding (especially dairy farming) in the province continued developing, no major epidemics occurred, output increased significantly compared to 2018: poultry meat production increased by 6.13%, eggs by 6.17%, and fresh milk by 24.4%. However, raising pigs was difficult due to the influence of African Swine Fever that appeared in the area since the end of 3/2019, the total herd of pigs (excluding dairy pigs) decreased by 28.46%; The output of live-weight slaughtered meat decreased by 16.83% .... With the value structure accounting for nearly 50% of the total value of the livestock sector, the decline of the pig industry was the cause of the overall growth of the livestock industry. decreased by 6.41%, reduced the overall growth by 0.2 percentage points.

- Industry-construction sector continues to maintain good growth momentum, which is the driving force for the province's overall growth: The added value of industry and construction reaches VND 36,792 billion, up 13.11% over 2018, contributing to the province's overall growth of 5.90%; Particularly, industry reached VND 32,960 billion, up 13.03%, contributing to the overall growth of the province was 5.26 percentage points ...

In industry, the two main production sectors of the province - automobile and motorbike manufacturing, faced difficulties in consumption due to competition with imported goods, so businesses are reducing domestic production, increasing imports, causing the decline of output to 5.45%; because of the saturated demand of the motorbike industry, the output of motorbikes decreased by 11.15% compared to 2018. The growth in 2019 of the two industries decreased by 3.31% and 5.45%, reducing 0.92% of the overall growth.

With preferential policies on investment attraction, especially for industries in the field of high technology content, a lot of businesses in the field of electronic components investment were attracted to Vinh Phuc. Since the beginning of that year, the electronic components industry had maintained an impressive growth with an annual increase of about 40.29% over the same period, contributing 8.05 percentage points to the overall growth of 3.97 percentage points in the total increase of the province.

Thus, with the proportion of added value accounting for 35.56%, leading the whole industry of the province, the development of electronic components manufacturing industry offset well for the decline in the growth of automotive and motorbike industries, helping to maintain the industry's growth as well as the province's overall growth. In addition, in 2019 there was the contribution of metal manufacturing and product manufacturing industries from non-metallic minerals. The value added in 2019 of the two industries reached over VND 3.5 trillion, accounting for 10.81% of the total added value of the industry, contributing 0.98 percentage points to the overall growth of the province.

- Construction: In 2019, many projects, especially urban projects, industrial zone infrastructure projects that were granted investment certificates, carried out construction of infrastructure and factories; housing construction activities in the population also developed quite well. The value of construction production in 2019 at the constant 2010 price was estimated at VND 14,993.6 billion, up 13.18% over the same period of the previous year. In particular, housing construction reached 7,932.27 billion, up 30.85%; non-residential buildings reached VND 3,595.16 billion, up 1.5%; civil engineering works reached VND 2,503.38 billion, down 15.05%; specialized operations reached VND 962.8 billion, up 38.21%.

- Service sector: The total added value of services in 2019 reached VND 16,005 billion, up 6.80% over the same period, contributing to the overall growth of the province at 1.41 percentage points. With the policy of cutting budget spending, some service sectors using the state budget achieved low growth such as: activities of the communist party, social and political organizations increased by 2.86%, education sector and training increased by 5.01% ... The remaining service sectors achieved good growth: wholesale, retail, repair of automobiles and motorbikes increased by 8.34% over the same period, accounting for 28.33% of the total added value, services, wholesale and retail contributed 0.42 percentage points to the overall growth of the province; accommodation and catering services increased by 8.79%, transportation by 8.49% ...

- Product tax: The product tax of 2019 at the comparative price reached VND 20,725 billion, making an increase of 3.28% compared to 2018. The policy of import of complete vehicle from ASEAN region had a strong impact on enterprises manufacturing, assembling cars in the province. Although car production volume decreased 5.45%, the volume of imported cars in 2019 increased by over 70% compared to 2018, when the special consumption tax of imported goods increased significantly.

- Scale and structure in GRDP: GRDP of Vinh Phuc province in 2019 at the current price reaches VND 118,397 billion, ranked the 5th place in the Red River Delta Region (after Hanoi, Hai Phong, Quang Ninh, Bac Ninh) and ranked the 14th place all over the country. With the strong development of industry, Vinh Phuc's economic structure in 2019 continued having a positive shift towards industrialization. The proportion of industry - construction in GRDP in 2019 was 46.14%; service industries accounted for 22.34%; agriculture, forestry and fishery accounted for 5.45%; Product tax accounted for 26.07% (in 2018 the respective proportions were 44.51%; 22.32%; 5.96% and 27.22%).

2. Finance, banking and insurance

2.1. Situation of state budget revenue and expenditure

According to the data of the State Treasury, the total state budget revenue in the area as of December 15, 2019 reached VND 31,430 billion, reaching 113.08% of the estimate. In which, domestic revenue was 27,588 billion dong, up 13.80% against the estimate. Bringing a large revenue source to the provincial budget is the foreign-invested enterprise sector with VND 20,603 billion, exceeding 3.64% of the estimate and accounting for 74.68% of the total domestic revenue; followed by real estate revenues with 3,470 billion VND, accounting for 12.58% of the total domestic revenue, collection of land use fees reached 1,516 billion VND; revenue from non-state enterprises reached VND 1,026 billion... The revenue from customs reached VND 3,799 billion, up 7.02% of the estimate. In 2019, the province's total budget was expected to reach 32,457 billion dong, up 16.8% of the estimate, of which domestic revenue was estimated at 28,500 billion dong, up 17.6% of the estimate.

Regarding the state budget expenditure: Due to the large scale of budget revenue, the budget expenditure was always ensured and timely met the regular spending tasks. The prior policy for development investment and ensuring social security continued being effectively implemented by the province. The management of provincial budget expenditure continued being intensified in tight control, guaranteed expenditures according to the estimates. The total state budget expenditure until December 15, 2019 reached VND 15,675 billion. In which, recurrent expenditure was 8,140 billion dong, the development investment expenditure was 7,477 billion dong. Estimated implementation in the whole year was VND 17,747 billion (excluding spending to carry over to the next year and create sources of salary reform), reaching 105% of the estimate; in which, investment and development expenditure was 7,985 billion VND, reaching 130% of the estimate, regular expenditure was 9,186 billion VND, reaching 98% of the estimate.

2.2. Banking and credit activities

It was estimated that until 31/12/2019, the total mobilized capital of the was VND 78,675 billion, up 14% compared to the end of 2018. Of which, the deposits of financial institutions reached VND 32,625 billion, up 15.5%, accounting for proportion of 41.47% of total mobilized capital; savings deposits reached VND 45,000 billion, up 12.4%, accounting for 57.19% of total mobilized capital; issuing valuable papers reached 1,050 billion dong, up 43.25% compared to the end of 2018.

The total outstanding loans untul 31/12/2019 were expected to reach VND 78,002 billion, increasing 16% compared to the end of 2018. In particular, short-term outstanding loans reached VND 50,022 billion, up 17.3% compared to the end of 2018, accounting for 64.11% of total loans; outstanding loans for medium and long term reached VND 28,000 billion, up 13.75% compared to the end of 2018, accounting for 35.89% of total outstanding loans. NPL ratio accounted for about 1.17% of total outstanding loans. The base interest rate was stable; popular interest rates at 4.5% to 7.2% / year for deposits with a term of 1 month or more; Lending interest rate for priority fields was from 5.5% to 8.8% / year, normal business and production fields were from 6.8% to 10.5%.

In addition to focus on capital mobilization and lending, service activities were very interested and developed by credit institutions, especially the expansion of non-cash payment through the implementation of e-banking services, installation and connection of ATM and POS.

At the same time, credit institutions improved their operation quality, made efforts in modernizing technology, and met better demands for capital and banking services. Up to now, the bank network in the province has 26 branches of level I banks, 9 branches of district agriculture banks, 86 transaction offices directly under credit institutions, 13 Lien Viet Post Transaction Offices, 31 people's credit funds and 137 transaction points of social policy bank. With 213 ATMs and 700 POSs installed at commercial centers, amusement parks, supermarkets, restaurants, hotels, retail stores, etc., it was easy for residents to pay and use of banking services.

2.3. Insurance

At present, the provincial social insurance manages 5,393 units, with 1,027,392 people (of which: compulsory social insurance: 207,144 people; voluntary social insurance: 6,607; unemployment insurance: 196,286; health insurance: 1,020,785); total estimated revenue was over 4,600 billion dong, exceeding the assigned target from 3% to 5%.

The issuance of social insurance books and health insurance cards is implemented in a timely manner according to regulations, creating favorable conditions for employees and people to participate and enjoy the social insurance and health insurance regime. The provincial social insurance has focused on effectively directing the implementation of social insurance regimes and policies thereby shortening the settlement time and creating favorable conditions for beneficiaries of social insurance benefits.

In 2019, monthly social insurance benefit for 1,550 people was been reviewed and approved; one-time social insurance allowance for 8,724 people; unemployment insurance allowance for 8,210 people; approving the sickness, maternity, convalescence and health benefits for 141,000 turns of people.

3. Price index

3.1. Consumption price index

In December, the commodity market in the province was active, preparing for the year-end holidays, so the prices of commodities fluctuated increasingly. Among 11 major product groups, 8 groups recorded an increase in the index compared to the previous month. In particular, the highest increase was found in food and catering services with an increase of 5.08%. Due to the influence of African swine cholera, the supply of pork in the market was increasingly scarce, while consumer demand at the end of the year increased, which was the main factor making pork prices on the market rise to 16.16. % made foodstuff increase by 4.86%, dragging food and catering services up 8.24%.

Beverage and tobacco group increased 0.21% mainly in Hanoi Vodka, 39.5% Vol, up 0.72%, 14-16 wines up 1.13%, and Hanoi beer up 2.67 %, Sai Gon beer increased by 0.78% due to the need to prepare for consumer demand on the Lunar New Year. In addition, with two price adjustments on 1/12 and 16/12/2019 the Vietnam Oil and Gas Group contributed to the increase in the traffic group index of 0.63%. Other groups were stable and slightly increased.

The consumer price index (CPI) in December increased 1.68% over the previous month and increased 6.48% compared to December of the previous year. This is the highest increase over the same period of the months in 2019.  However, on average for the first twelve months of 2019, the CPI increased by 2.04% compared to the same period in 2018, which is the lowest average increase in In the past 3 years (on average in 2017, 2018 increased by 4.04%, 3.78% respectively). Thus, with the consistent policy of flexible monetary policy, maintaining the Government's goal of macroeconomic stability has contributed to curbing inflation.

3.2. Gold price and US dollar index

The gold price index in the province in December decreased by 0.44% compared to the previous month, the average selling price was VND 4,078 thousand/ unit. In the same direction as the price of gold, the price of US dollar in the free market decreased by 0.04% compared to the previous month, the average selling price was 22,593 VND / USD. On average in 2019, the gold price index increased by 6.70%; USD price index increased by 1.90% over the same period in 2018.

4. Investment and construction

In 2019, investment and construction activities in the province grew quite well; socio-economic infrastructure was strengthened; economic sectors in the province continued to invest, expand production and business, making significant contributions to the economic growth of the province. During the year, the provincial People's Committee issued a number of executive documents on strengthening construction investment management activities in the province, such as reorganizing urban planning and construction; on speeding up the implementation and disbursement of public investment; on strengthening the management of construction activities, the quality of construction works ...

4.1. Investment activities

The result of implementing social development investment capital in the fourth quarter of 2019 was estimated at 13,449.69 billion dong, up 14.59% over the previous quarter and up 9.52% over the same period. Accumulated to the end of 2019, the development investment capital of the whole society is estimated at 39,414.99 billion dong, up 10.66% over the same period last year. In particular, capital construction investment still accounted for a high proportion, reaching 27,219.4 billion, accounting for 69.06% of the total social investment capital. Specifically:

- Investment capital from the state budget in the fourth quarter was VND 1,458.8 billion, down 12.7% compared to the previous quarter. Accumulatedly, in the year it was estimated at VND 5,838.03 billion, reaching 92.5% of the plan in 2019. To ensure the disbursement progress in the last months of 2019, the provincial People's Committee drastically directs investors and project management boards to accelerate the implementation and disbursement of the assigned public investment plan in 2019; take full responsibility for slow disbursement results; synchronously performing the tasks and solutions set out in the Government's Resolution No. 70/NQ-CP of August 3, 2017; Directive No. 09 / CT-TTg dated on April 1, 2019 and Official Letter No. 1042 / CD-TTg dated on August 21, 2019 of the Prime Minister; clearly review responsibilities and handle disciplines of organizations and individuals that intentionally violate, hinder, cause delay in the implementation and disbursement of public investment capital.

- The private sector, farms and household economy are increasingly contributing a large proportion of the total social development investment capital in the area, contributing positively to the economic growth of the province. Investment capital of non-state sector in the province implemented in the fourth quarter of 2019 was estimated at 4,612.83 billion VND, up 5.71% over the previous quarter and up 1.73% over the same period. Accumulated in 2019 is estimated at VND 16,584.27 billion, making an increase of 2.70% over the same period in 2018, accounting for 42.08% of the investment capital for social development in the province.

With the policy of developing the private economy to become an important driving force of the market economy and socialist orientation, the province has issued many mechanisms and policies to support domestic investors; improve the investment environment, help the business community gradually overcome difficulties, promote production and business. Results of attracting domestic direct investment (DDI) achieved good results: In 2019, the province granted new and adjusted increasing investment capital for 48 DDI projects (40 newly licensed projects and 8 capital increasing projects), total The registered capital is 13.55 trillion VND, 4.5 times higher than the plan, up 54% compared to 2018. In 2019, there are 755 DDI projects with a total registered investment capital of 80.9 trillion VND. copper.

- Foreign direct investment (FDI) area: FDI in the fourth quarter was estimated at 7,378.08 billion dong, up 29.37% over the previous quarter and 31.75% over the same period. Accumulated in 2019, it was estimated at VND 16,992.69 billion, up 32.66% compared to the same period in 2018.

Investment promotion continued being implemented effectively. Along with the advantages of geographical location, a healthy investment environment, the deployment and synchronous implementation of solutions to attract investment. In particular, effective investment promotion and activities in many countries around the world, Vinh Phuc was continuously evaluated as a potential destination for domestic and foreign investors. During the period, provincial delegations carried out investment promotion activities in Japan, Korea, Netherlands, Germany, Czech and US. At the same time, receiving and working with 82 business delegations, investors, foreign consulting organizations, 191 domestic organizations, individuals and businesses visited and explored investment opportunities in the province and the country.. In 2019, FDI attraction exceeded the set target: issuing new investment certificates for 65 projects and adjusting the capital increase of 50 FDI projects, total registered capital of 670 million USD, up 34% plans and an increase of 27.2% compared to 2018. When put into operation, these projects not only played an important role, contributing to increase budget revenues, promote the socio-economic growth but also helped the province solve labor problems, especially labor in rural areas in the process of trying to become a new rural province by 2020.

4.2. Construction

In the fourth quarter of 2019, the weather was favorable for construction activities. 5. Operation situation of enterprises

In 2019, the tasks and solutions to implement the Resolution of the Government, the Resolution of the provincial Party Committee, action programs and plans of the provincial People's Committee on supporting and developing enterprises, improving the investing environment, business, improving competitiveness and especially facilitating the start-up movement of the province were focused; the province directed all levels and sectors to implement synchronously and drastically. The administrative procedure reform was implemented in the direction of reducing time and simplification of procedures, in which the implementation of Resolution 36a on building e-government focused on the application of information technology. As a result, the number of newly established businesses in the province in 2019 was estimated at 1,160 enterprises with a registered capital of over 7,793 billion dong, up 9.4% in the number of businesses and up 14.8% in the registered capital compared to 2018. In 2019, there were 195 enterprises after registration of temporary cessation of operation had returned to production and business and there were 394 enterprises dissolved, waiting for dissolution, suspended operation.

6. Agriculture, forestry and fishery

6.1. Agricultural production

a) Cropping:

In 2019, crop production in the province developed stably due to relatively favorable weather for plants to grow and develop, crop structure shifted towards positive direction; new quality rice varieties gradually replaced traditional rice varieties; the agricultural production models according to VietGAP standards had been expanded to bring high economic value.

The annual cultivated area of the province in 2019 reached 86,692 hectares, down 4.61% compared to the previous year. In particular, the rice cultivation area of the whole year reached 54,072 hectares, down 4.44%; maize reached 11,176 ha, down 21.81%; the area of starchy root crops was 4,440 ha, down 0.87%; the area of seedlings of oilseed plants is 3,568 ha, down 3.34%; area of vegetables is 9,229 hectares, an increase of 5.03% ...

The reason for the reduce of the cultivated area: because of high agricultural production costs, labor-intensive labor and low economic efficiency, so people leaved bare land for non-cultivation and switched to industry and service jobs for higher income. Perennial crop area in 2019 the province was estimated at 8,190 hectares, down 0.36% over the same period last year, the area decreased mainly in some trees with low productivity, economic efficiency was not as high as longan, litchi, mango, mulberry ... In general, the production of perennial crops in the province has been gradually shifting from trees of low economic value to those of high economic value, suitable to the climate and soil conditions of each locality, the models of production chains linked from production to product consumption initially bring about sustainable economic efficiency, opening up new directions in perennial tree production, along with interest, direction of all levels and sectors in planning, finding markets, protecting brands with specialty crops are opening new directions, contributing to raising incomes for farmers.

b) Livestock:

Buffalo breeding in the province continued to decrease in 2019. By the end of December 31, 2019, the buffalo herd was estimated to have 17,900 heads, down 1.33% compared to the same period in 2018 due to low economic efficiency and reduced grazing area. The output of live-weight buffalo live meat was estimated at 1.49 thousand tons, down 5.16% (the fourth quarter reached 0.39 thousand tons, down 4.05%). The herd of cows developed stably with an increase of 0.87% (particularly dairy cows increased 7.02%) due to favorable prices and consumption markets, farmers had stable profits; the output of live beef for the whole year reached 5.89 thousand tons, down 2.01% (the fourth quarter reached 1.57 thousand tons, down 0.98%); cow's milk output reached 29.84 thousand tons, an increase of 24.40% (the fourth quarter reached 7.7 thousand tons, an increase of 26.10%).

Poultry production has developed well due to the consumption market, no major epidemics occurred, farmers were assured to expand the herd size, especially when the disease situation in pigs was complicated and the demand for meat and poultry eggs increased sharply because people switched to pork instead. The estimated total poultry population in the province by the end of 2019 was 11,565 thousand heads, up 4.94% compared to the same period in 2018; the output of live-weight poultry meat was estimated at 33.49 thousand tons, up 6.14% (the fourth quarter reached 8.3 thousand tons, up 7.40%); poultry egg production reached 520 million, up 6.17% (the fourth quarter reached 130 million, up 7.63%).

The situation of raising pigs during the year was difficult due to the complicated situation of African swine choler, which caused great losses to farmers. Although the current price of live hog had a high increase, due to the anxiety of disease outbreak again, many farmers still did not dare to re-breed, expand production, so the number of heads as well as the output of products sled pens decreased sharply over the same period. The number of heads was estimated to be 535,620 by the end of 2019, down 30.54% from the same period last year; the output of live meat for the whole year was estimated at 76.16 thousand tons, down 16.83% (the fourth quarter reached 15.53 thousand tons, down 31.77%).

6.2. Forestry production

The weather in the year was quite favorable for planting, tending and exploiting forest products. The area of concentrated new forestation in 2019 initially reached 700 hectares, equal to 100% of the yearly plan and increase 0.88% over the previous year, inncluding 629 ha of production forest, 71 ha of protection forest and special use forest.

Along with the new planting, care and protection of forests continued to be interested in implementing. In order to improve the quality and economic efficiency of forests, in addition to alternative afforestation, some localities continued to expand the model of planting hybrid acacia BV10 and BV16. The renovation, zoning for regeneration and care of forest areas were paid attention to by forestry units and forest owners for 2,340 ha of forests, up 2.43% over the same period, forest management and protection were carried out regularly for 9,631 ha of existing forests. For the whole year of 2019, the index of production of the whole industry was estimated to increase by 11.30% over the previous year (the first quarter increased by 10.83%; the second quarter increased by 9.35%; the third quarter increased by 13.87%; in the fourth quarter increased by 10.92%), although lower than the increase of 15.17% in 2018 but higher than the increase in the years 2014-2017. 7.2. The output of major industrial products

Most of the industrial output of enterprises in the province in December was expected to have a high increase over the previous month and over the same period. Due to the goods distribution network of enterprises, production and business establishments were strengthened and expanded. Activities to stimulate consumer demand such as discounts, promotions are constantly launched to attract people, increase the purchasing power of the market. The market has stable prices, many food items, household appliances ... are increasingly suitable to the needs and tastes of the people, thus stimulating the shopping needs of the people.

- Revenue from accommodation, catering and travel services in December was estimated at 344 billion dong, increasing by 2.94% compared to the same period last year (In Quarter IV, the revenue from accommodation, catering and traveling services was estimated at 1,051 billion dong, up 9.92% over the same period). For the whole year of 2019, revenue from accommodation, catering services, travel and tourism was estimated at VND 4,125 billion, up 9.01% over the same period last year.
