1. Agricultural, forestry and fishery production

1.1 Agricultural Production

- Cultivation: At present, farmers in the province are focusing on tending the winter crops and planting some other crops in the seasonal framework, generally the plants grow and develop well. . As of November 15, 2019, the whole province has planted 13,676 hectares, equaling 87.53% of the same period last year. Of which, 6,010 hectares of maize, equaling 83.62%; sweet potato 1,476 ha, equal to 87.02%; 705 hectares of soybean, equaling 76.54%; groundnut 155 hectares, equaling 87.61%; vegetables of all kinds 4,141 ha, equal to 95.15% over the same period ... According to local estimates, although the province's support policy for agricultural production continues to be implemented, but due to the large cost, labor-intensive, low economic efficiency, farmers do not really actively plant, most of the winter-spring crops this year have decreased compared to the previous winter crop.

- Animal raising: In the first eleven months of the year, the poultry breeding situation in the province developed well, there were no major epidemics occurred, the products produced had a relatively stable consumption market, so people People are assured to invest in production development. On the other hand, this is also the month that farmers raise their herds to prepare products to supply to the market on the occasion of the Lunar New Year so the number of heads has increased significantly over the same period.

The number of cattle and poultry until November 1, 2019 is as follows: Buffalo has 17,890, decreasing by 2.63% compared to the same period last year; 109,100 cows, down 0.88%, of which 13,358 dairy cows, up 8.60%; pigs (excluding piglets by mother) 455,120 heads, down 28.12%; poultry herd 11,150 thousand, an increase of 6.31% compared to the same period in 2018. The total output of live-weight slaughtered pigs reached 106,955 tons, down 10.40%. In particular, pork gained 69,824 tons, down 16.63% over the same period.

1.2. Forestry Production

During the month, forestry production units and localities in the province focused on tending and protecting forests in combination with wood exploitation and other forest products. Up to now, the newly concentrated forestation area in the province is estimated at 700 hectares, up 0.87% over the same period, of which 629 hectares are production forests, the remaining are protection forests and special-use forests. Forest care is being conducted for 2,340 ha, up 2.40% over the same period; the management and protection of forests in the province are always concerned by forest owners and localities to actively implement for 9,630.6 ha, an increase of 0.63%, the number of dispersed planted trees in the province is estimated at 1,600, 3 thousand trees, reaching the Plan. Timber production in the month was estimated at 3,460.6 m3, up 4.85% over the same period; firewood production is estimated at 4,090 ste, increasing 3.00%.

1.3. Aquatic production

Currently, at the end of the aquaculture season, households and units that produce and supply aquatic breeds are keeping the breeds, at the same time focusing on repairing, improving the area of breeding and taking care of the fish. parents to prepare for next year's crop.

  Aquaculture area until the end of November is estimated at 6,800.7 hectares, up 0.08% over the same period last year. Aquatic production reached 20,156.6 tons, up 4.88% over the same period. In particular, the exploitation output reached 1,829.9 tons, down 1.73%; aquaculture output reached 18,326.7 tons, up 5.59% over the same period last year.

2. Industrial production

2.1. Production index

The index of industrial production (IIP) in November increased by 9.03% over the same period last year, in addition to the mining industry fell by 27.96%, the remaining industries achieved a good increase: Manufacturing industry processing and manufacturing increased by 8.99%; electricity production and distribution increased by 11.54%; water supply and waste treatment increased by 29.65%.

In particular, the motor vehicle manufacturing industry continues to face many difficulties in consumption due to competition with imported goods, so businesses are tending to reduce domestic production, increase imports, making eleven month output decreased by 5.94%; other means of transport production decreased by 11.82% because the market was saturated; manufacturing of beds, wardrobes, tables and chairs down 16.9%; costume manufacturing decreased by 3.03%...

The remaining industries develop stably.

2.2. Main industrial products

Most of the main industrial output of enterprises in the province in November is expected to increase significantly over the previous month and over the same period. 2.3. Labor use index

The labor use index in industrial enterprises in the province in November increased 0.83% over the previous month and 3.79% over the same period. Generally for the first eleven months of the year, the index increased by 0.87% over the same period; of which, the number of state-owned enterprises decreased by 6.50%, non-state enterprises increased by 4.33%, foreign-invested enterprises increased by 0.30%.

2.4. Consumption, inventory index

Consumption index for the whole manufacturing in November 2019 increased by 3.64% over the previous month and decreased by 8.09% over the same period last year. Generally, in the first eleven months of the year, many industries had a high increase in consumption index such as: chemical manufacturing and chemical products increased by 26.84%; paper and paper products increased by 24.40%; metal manufacturing increased by 22.46%; leather and related products increased by 21.05%; manufacturing of non-metallic mineral products increased by 11.06% ... Besides, some industries saw lower consumption index such as: other means of transport production dropped by 13.59%; motor vehicle manufacturing industry decreased by 6.96% ... The remaining industries had slight fluctuations.

Inventory index of the whole manufacturing in November 2019 increased by 7.33% over the previous month and by 57.25% over the same period last year. Most industries have high inventory index over the same period; in which, other means of transport production increased by 108.96%; metal manufacturing increased by 47.18%; motor vehicle manufacturing increased by 36.46%...

3. Investment and construction

In order to speed up the construction progress of projects, especially on-going projects and avoid debts of basic construction, the provincial People's Committee has instructed specialized units to identify tasks of speeding up the disbursement of investment capital. Public is an important and urgent task in the present time to effectively use investment capital. Therefore, specialized units should focus right from the stage of planning, project planning, surveying, designing, bidding, and appointing contractors to ensure publicity and transparency. Strengthen supervision and direction of investors to speed up construction progress, prioritize capital allocation for transitional projects completed in the year and projects with high disbursement potential. At the same time, there are specific solutions to remove difficulties and problems in compensation, ground clearance, bidding ..., to accelerate the progress of works and projects. The performance of investment capital in the month was quite good: The total investment capital belonging to the State budget capital under local management was estimated at 668.8 billion dong, up 7.35% over the previous month. Of which, the state budget capital at the provincial level was 466.06 billion dong, up 6.29%; the district budget capital was 162.18 billion dong, up 11.3%; commune budget capital is 40.56 billion dong, up 4.4% from the previous month. Accumulated to the end of November, investment capital under the state budget is estimated at 5,612.5 billion dong being equal to 90.05% of the year plan.

4. Trade, services and prices

4.1. Total retail sales of consumer goods and services

November is the time to start the year-end shopping season, the production and business units have many promotions to free inventory, prepare to import goods for Tet holiday. Therefore, the situation of trade and service business in the province continues to be stable and fairly developed. Total retail sales of consumer goods and services in November were estimated at VND 4,490.3 billion, up 12.14% over the same period last year. Generally for eleven months, total retail sales of goods and consumer services reached VND 47,080.1 billion, up 9.89% over the same period last year.

Classified by business groups

- Retail sales of goods in November is estimated at VND 3,877.7 billion, up 1.64% over the previous month, up 12.62% over the same period last year and up in all 12 commodity groups. In particular, some commodity groups had a relatively high increase over the same period, such as: Garment and textile group increased by 17.52%; food and foodstuff rose by 17.42%; means of transport, excluding small cars (including spare parts) increased by 15.84%; car group (less than 9 seats) increased by 16.99%, etc. In the month, supermarkets and retail stores all had many promotions to stimulate market demand; besides, the economic situation of Vinh Phuc continues to be stable and developed, the demand for construction increases so the purchasing power of the market of construction materials is expected to increase significantly; Along with that, this month is near the end of the year, the demand for food, food, garments, cars and vehicles, precious stones and precious metals all increased, contributing to the increase in the trade revenue. In the first eleven months, the total retail sales of goods is estimated at VND 40,505 billion, up 9.91% over the same period last year.

- The revenue of accommodation, catering and travel services in November was estimated at 344.6 billion VND, down 2.08% over the previous month due to the end of this season. The same period last year increased 5.57%. Of which, accommodation service revenue was VND 29.8 billion, down 3.74% over the previous month and up 0.87% over the same period last year; revenue from catering services reached VND 306.2 billion, down 1.88% over the previous month and up 5.93% over the same period last year; tourism revenue reached VND 8.5 billion, down 3.50% over the previous month and up 9.77% over the same period last year. Accumulated for eleven months, revenue from accommodation, catering services, travel and tourism reached 3,770.1 billion dong, up 9.28% over the same period last year.

- Turnover of other services in November was estimated at VND 268 billion, up 2.15% over the previous month and steadily increasing in all industries. The first eleven months of the year were estimated at VND 2,805 billion, up 10.40 % compared to the same period last year.

4.2. Passengers and goods transportation

Considering the increasing demand for travelling and goods transportation of people from now to the end of the year, the transport sector has directed units, businesses and cooperatives to transport and promote investment, upgrading means of transport, improving service quality; strictly abide by the regulations on prices, schedules, drop-off and stops, regulations on the number of passengers and goods transported per vehicle; encourage the development of public passenger transportation and freight transport. The project aims to serve the needs of the people as well as the socio-economic development of the province.

Estimated volume of passengers carried in the province in November reached 2,194 thousand people, transporting 148 million people; over the previous month, shipping increased by 0.92%, transportation by 0.68%; over the same period last year, shipping increased by 5.02%, rotation increased by 11.08%. Generally for the first eleven months of the year, the total volume of carried passengers reached 23,262 thousand people, up 3.63%; transporting 1,582 million people, up 4.16% over the same period in 2018.

The volume of goods transported in the province in November was estimated at 3,092 thousand tons, transporting 229 million tons.km; over the previous month, freight transportation increased by 0.91%, goods carriage increased by 0.88%; over the same period last year, shipping increased by 3.31%, transporting increased by 3.79%. The total volume of goods transported in the province in the first eleven months of the year was estimated at 31,306 thousand tons, up 6.58%; the rotation reached 2,316 million tons, up 6.94% over the same period.

Transport revenue in the month was estimated at VND 387.8 billion, up 1.32% over the previous month and up 10.23% over the same period. In particular, passenger transport reached 88.4 billion, up 1.07%; cargo transportation reached VND 288.9 billion, up 1.29% over the previous month. For the first eleven months of the year, total transport revenue was estimated at over VND 4,069.7 billion, up 9.61% over the same period last year.

4.3. Price index

a. Consumer price index

The consumer price index (CPI) in the province in November increased by 1.57% over the previous month, up 4.37% over the same period, up 4.72% over December last year. On average for November, CPI increased by 1.65% over the same period.

Among 11 main commodity groups, there are 3 groups that have recorded an increase in the index compared to the previous month. Specifically:

-The group of food and catering services increased by 5.36% over the previous month and by 11.41% over the same month last year, due to the increase in food prices by 0.30% (mainly in the price of ordinary sticky rice increased by 1.11%, the price of yellow glutinous rice increased by 0.24% over the previous month). Food prices rose 7.20% (due to an increase of 18.01% in the group of fresh cattle meat. Of which, the price of pork increased by 21.28%, the price of beef increased by 2.45%, the price of animal organs increased by 11 The main reason was due to the small supply of pork, while the demand of the people increased; on the other hand, the export of unregulated pigs to the Chinese market increased sharply, pushing up pork price increased slightly), fresh poultry meat increased by 6.91%; egg group of all kinds increased by 5.36%; the group of fresh seafood increased by 2.30% over the previous month ... Food and foodstuff increased, and the group of non-family dining also increased by 2.08% over the previous month.

-The beverage and cigarette group increased by 0.50%, mainly in the tobacco group, up by 1.50%; mineral water and carbonated water increased by 0.40%, compared to the previous month. The reason is that some stores have started to store goods to prepare for the upcoming New Year, so the price of some items has increased, affecting the index of the group.

-The education group increased 0.03%, mainly in the stationery group (writing instruments and notebooks), which increased 0.16% over the previous month, due to the increase in production costs of products.

The prices of remaining groups are relatively stable and have slight fluctuations compared to the previous month.

b. Gold price and US dollar index

The gold price index in the province in October decreased 0.63% compared to the previous month due to the impact of the world gold price, the average selling price was VND 4,096 thousand. Contrary to the price of gold, the US dollar price on the free market increased by 0.01% compared to the previous month, the common average selling price was 22,602 VND / USD. On average, in the first 11 months of the year, the gold price index increased by 5.98%, the US dollar price index increased by 2.08% over the same period in 2018.

5. Finance, banking and insurance

5.1. Situation of State budget revenue and expenditure

According to the State Treasury, the total budget revenue in the area until November 15, 2019 is estimated at VND 29,430.2 billion, up 5.89% of the estimate. In which, domestic revenue was VND 25,503.4 billion, up 5.20% of the estimate; revenue from import and export activities reached VND 3,885.4 billion, up 9.45% of the estimate. In domestic revenue, some revenues accounted for a large proportion and achieved a quite good level such as: Income from foreign-invested enterprises reached VND 19,030 billion, accounting for 74.62% of the total domestic revenue and reached 95.72% of the estimate. math; revenues from real estate reached 3,222.4 billion VND, accounting for 12.64% of the total domestic revenue, equal to 471.11% of the estimate ...

The total state budget expenditure in the province up to November 15, 2019 reached VND 14,619.6 billion, of which regular expenditure was VND 7,757 billion, development investment reached VND 6,811 billion.

5.2. Banking and credit activities

Lending interest rates in the area are common for priority areas at 6-6.5%/year for short-term; 7-9% / year for medium and long term. The interest rate for normal business activities is 6.8-9% / year for short-term loans; 9-10.5%/year for the medium and long term.

5.3. Insurance

Until October, the province had 1,024,119 people participating in all kinds of insurance. In particular, compulsory social insurance is 201,345 people, voluntary social insurance 5,721 people, unemployment insurance 193,411 people, health insurance 1,018,398 people. The result of November social insurance revenue is estimated at 421.7 billion dong, accumulated until the end of the month is 4,102.2 billion dong, up by 447.8 billion dong over the same period and reached 91.7% compare to the assigned plan.

The provincial Social Insurance focused on effectively directing the implementation of social insurance regimes and policies, thereby shortening the settlement time and creating favorable conditions for beneficiaries of social insurance benefits. In the month, payment was made properly, sufficiently and timely for beneficiaries of social insurance and health insurance benefits with the total amount of VND 352.3 billion.
