I. ECONOMIC SITUATION

1. Economic growth

The gross domestic product (GRDP) in the first 9 months of 2019 at the comparative price of 2010 reached 62,151 billion VND, up 8.63% over the same period in 2018. Industrial sector continues to show an important role in the socio-economic development picture of the province, reaching an increase of 13.01% over the same period, contributing to the overall growth of the province by 6.20 percentage points. The service and trade sectors increased significantly, the market of goods in the province was diverse and plentiful, meeting consumers' needs.

- Agriculture, forestry and fishery: The added value of agriculture, forestry and fishery in the first 9 months of 2019 reaches VND 3,894 billion, down 2.20%, reducing the overall growth of the province by 0.15 %.

In agriculture, although the annual crop area decreased by 4.64% (4.19 thousand ha), the structure of crops in the province has changed markedly, the quality rice varieties are increasingly promote efficiency, high-tech agricultural application models are expanded in production; mechanization in agriculture is increasingly promoted in all stages from soil preparation, planting to harvest and transportation; With favorable weather, the yield of most crops increased, in the first 9 months of the year, the growth of the crop industry reached a growth rate of 0.02%. Livestock production faced difficulties due to the influence of the EP on the locality since the end of the year. In March 2019, the total herd of pigs (excluding dairy pigs) in the first 9 months will decrease by 25.39%; the output of live-weight slaughtered meat decreased by 11.89%, resulting in a 5.37% decrease in the growth of the livestock sector.

Among the three major industries of the province, the electronic components manufacturing industry continued to grow impressively with an increase of 9 months to 45.55% over the same period, contributing to the overall growth of 6.53% of the total increase of the province is 8.63 %. The automobile and motorbike industry still faces many difficulties in consumption due to competition with imported goods, the growth of 9 months decreased by 4.60% and 8.90% respectively, reducing the overall growth of the province 1 , 96 points%. 2. Finance, banking, insurance

2.1. Situation of state budget revenue and expenditure

The State budget collection has been strengthened, the tax sector has organized drastically and effectively to collect revenue right from the first days of the year; urge the settlement of state budget revenues in the locality such as: personal income tax, enterprise income tax, land revenues, charges, fees ...; regularly propagate, support and answer policies for taxpayers in writing, by phone and in person at tax offices' offices in order to promptly remove difficulties and obstacles at their establishments for effective collection work...

According to the data of the State Treasury, the total state budget revenue in the area as of September 24, 2019 reached VND 24,762 billion, reaching 89.09% of the estimate. In which, domestic revenue reached 21,607 billion Dong, reaching 89.12% of the estimate. Bringing a large source of revenue to the provincial budget is the foreign-invested enterprise sector with 16,190 billion VND, accounting for 65.38% of the total budget revenue in the area. Next is the income sources from land such as collecting land rent of 1,111 billion dong, collecting land use fee of 1,516 billion dong; revenue from non-state enterprises was VND 773 billion, personal income tax was VND 649 billion. Revenue from Customs is estimated at VND 3,120 billion, reaching 87.87% of the estimate.

2.2. Banking and credit activities

In the first nine months of 2019, the banking sector continued to effectively implement the State's mechanisms and policies, the executive guidance solutions of the State Bank of Vietnam (SBV) and the provinces to organizations. credit institutions in the area: Prioritize the focus of credit on production sectors, priority fields, creating favorable conditions in accessing credit capital of enterprises and people. Strictly controlling credit for potential risk areas such as real estate, securities ... From September 16, 2019, the State Bank decreased by 0.25% / year on the operating interest rates. The decrease in operating interest rates is the basis for commercial banks to reduce the cost of refinancing and rediscounting loans from the State Bank, thereby helping to lower lending rates when the cost of input capital decreases. Currently, the mobilizing interest rate is popular at 4.5-7.3% / year for deposits with a term of 1 month or more. Lending interest rate for priority fields is 6-9% / year; normal production and business sectors are at 6.8-10.5% / year.

Mobilized capital in the area continued to remain stable and increased slightly compared to the end of 2018. It is expected that by the end of September, the total mobilized capital will reach VND 70,000 billion, up 1.43% compared to the end of September. with the end of 2018. Of which, deposits of economic organizations reached 24,700 billion VND, down 12.56% (since June, a number of FDI enterprises in the area such as Honda, Piago, Toyota, Jawha ... transferred sources to foreign banks); savings deposits of VND 44,500 billion, an increase of 11.15%. Total outstanding loans as of the end of September reached 72,850 billion VND, an increase of 8.31% compared to the end of 2018. Bad debt as of September 30, 2019 was estimated at 735 billion VND, accounting for 1.01% of the total debt.

In Vinh Phuc province, there are currently 25 branches of grade I banks, 9 branches of district agriculture banks, 84 transaction offices of credit institutions, 14 transaction offices of Lien Viet post office, 31 credit funds and 137 points of social policy bank. ATM and POS networks are focused on developing in number, scale, improving service quality and bringing many convenient products to users. With 209 ATMs, nearly 700 POS are installed at commercial centers, amusement parks, supermarkets, restaurants, hotels, retail stores ... facilitating people to easily pay and use banking services.

2.3. Insurance

In the first nine months of the year, the Social Insurance Industry (Social Insurance) collaborated with the Department of Taxation to collect data of businesses to develop mandatory social insurance and health insurance (HI) in private enterprises. Small and medium scale has contributed to improving insurance coverage in the province. By the end of September, the whole province had 201,556 people participating in social insurance; 186,116 people participated in Unemployment Insurance; 1,015,453 people participated in health insurance, achieving a coverage rate of 92% of the population (exceeding 5.5% compared to the target of Socio-Economic Development Resolution 2019 of Vinh Phuc People's Council). Total insurance revenues of the first 9 months of 2019 reached VND 3,356.4 billion, equal to 75% of the assigned plan, an increase of VND 496.7 billion compared to the same period in 2018.

The provincial social insurance body has focused on effectively directing the implementation of social insurance regimes and policies thereby shortening the settlement time and creating favorable conditions for beneficiaries of social insurance benefits. In 9 months, monthly benefits have been settled for 739 people; one-time social insurance allowance for 6,615 people, paying unemployment insurance allowance for 6,392 people; solve sickness and maternity machenism for 96,723 people. The payment of pensions and social insurance allowances is done promptly, fully, safely and accurately; spending on right subjects and time have contributed to stabilizing the living standards of the beneficiaries.

3. Price index

3.1. Consumer price index

The price of medical and educational services is adjusted to increase according to the roadmap to approach market prices; the impact of the world economy on the price of gold and the US dollar rate; the development of African swine cholera is a factor that directly affects the consumer price index (CPI) for nine months. However, the consistent policy of flexible monetary policy to maintain the Government's goal of stabilizing the macro-economy has contributed to curbing inflation. Generally in the first 9 months, CPI increased by 1.32% over the same period in 2018. This is the lowest average increase in the past 4 years (average of the first 9 months of 2016, 2017, 2018 increased respectively 1.44%, 3.68% and 4.21%).

In September, CPI in the province increased by 0.35% over the previous month, up 1.38% over the same period and up 2.20% over December last year. In the month, there were 3 out of 11 commodity groups with an increase compared to the previous month. In particular, the education group has the highest increase with 4.06% because September is the time to start the new school year, the demand for shopping tools and books increases; In addition, some colleges and universities located in the area apply the increase in tuition fees for the academic year 2019-2020 according to Decree 86/2015/NĐ-CP dated October 2, 2001 and Resolution No. 24/2016/NQ-HĐND of the People's Council has contributed to the overall growth of the group; the food and food service group increased by 0.80% due to the 0.92% increase in the food group and the increase in the non-family food group 0, 89%; other goods and services increased 0.04%.

The prices remaining groups are relatively stable.

3.2. Gold price and US dollar index

Gold price index in the province in September increased by 3.55% over the previous month, the average selling price was 4,144 thousand VND. Contrary to the price of gold, the US dollar price on the free market decreased by 0.06% compared to the previous month, the common average selling price was 22,610 VND / USD. On average, in the first 9 months of the year, the gold price index increased by 3.80%; USD price index increased by 2.55% over the same period in 2018.

4. Investment and construction

In the first nine months of 2019, investment and construction activities in the province grew well. The socio-economic infrastructure is strengthened; Economic sectors in the province continue to invest, expand production and business, making significant contributions to the economic growth of the province.

4.1. Investment activities

The results of implementation of social development investment capital in the third quarter of 2019 were estimated at VND 8,769.3 billion, up 10.48% compared to the previous quarter and up 3.46% over the same period. In the first 9 months of 2019, realized investment capital was estimated at VND 22,967.2 billion, up 6.18% over the same period last year. In particular, capital construction investment still accounts for a high proportion, reaching 14,308.5 billion, accounting for 62.30% of total investment capital of the whole society. Specifically:

- Investment capital implemented from the state budget in the third quarter reached 1,730.4 billion dong, up 7.44% over the same period in 2018. Generally for 9 months was estimated at 4,439.4 billion dong, up 5.0% over the same period. To ensure the disbursement progress in the last months of 2019, the provincial People's Committee drastically directs investors and project management boards to accelerate the implementation and disbursement of the assigned public investment plan in 2019; take full responsibility for slow disbursement results; synchronously performing the tasks and solutions set out in the Government's Resolution No. 70/NQ-CP of August 3, 2017; Directive No. 09/CT-TTg on April 1, 2019 and Official Letter No. 1042/CĐ-TTg on August 21, 2019 of the Prime Minister; clearly review responsibilities and handle disciplines of organizations and individuals that intentionally violate, hinder, cause delay in the implementation and disbursement of public investment capital.

- The private sector, farms and household economy are increasingly contributing a large proportion of the total social development investment capital in the province. Contributing positively to the economic growth of the province and playing a huge role in attracting and creating jobs for rural workers, speeding up the process of labor restructuring from the agricultural sector, rural to industrial and service areas. The investment capital of non-state sector in the province implemented in the third quarter of 2019 is estimated at VND 4,402.7 billion, up 8.31% compared to the previous quarter and up 3.30% over the same period. Accumulated in 9 months of 2019, reaching 11,980.1 billion VND, up 7.79% over the same period in 2018, accounting for 52.16% of the investment capital of social development in the province.

In addition to promoting and attracting foreign investment, the province has issued many mechanisms and policies to support domestic investors; improve the investment environment, help the business community to gradually overcome difficulties, boost production and business. Investment capital of non-state enterprises increased significantly. The total number of newly granted domestic direct investment (DDI) projects in the province is expected to reach 31 with a total registered capital of VND 9,787.5 billion, carrying out procedures to increase capital for 06 projects with a total registered capital increased by 879.37 billion dong. Total newly and additionally invested capital was VND 10,666.87 billion, increased by 253.12% over the same period in 2018. Accumulated to the end of September 2019, there were 747 valid DDI projects in the province with the total registered capital is VND 82,342.41 billion.

- In the FDI sector, many old enterprises continue to invest in expanding production and business; newly licensed enterprises are urgently investing in building workshops, machinery, recruiting and training labor. Investment capital in this area increased significantly. Realized foreign direct investment in the third quarter was estimated at VND 2,636.1 billion, up 8.51% over the previous quarter and 5.72% over the same period. In the first 9 months of 2019, it is estimated at VND 6,547.7 billion, up 9.08% over the same period in 2018.

Investment promotion continues to be focused. Along with the advantages of geographical location, a healthy investment environment, the deployment and synchronous implementation of solutions to attract investment with specific and effective investment promotion programs and activities in many countries in the world, Vinh Phuc continue to be evaluated as a potential destination of domestic and foreign investors. During the period, provincial delegations carried out investment promotion activities in the United States, the Netherlands, Germany and the Czech Republic. The priority fields for foreign direct investment are: Automobile mechanics; electronic technology; supporting industries of automotive, electronics engineering; High-tech agriculture; new material; recycled energy; travel; educations; medical; environment treatment; Smart city and logistics service. At the same time, maintaining investment promotion activities in traditional markets such as Korea, Japan, Taiwan... As a result, in the first 9 months of the year, the total number of newly granted foreign direct investment (FDI) projects in the province was 55 projects with total investment capital of 253 million USD, adjusted to increase capital for 40 projects with a total of registered capital increased by 313 million USD. Total newly and additionally registered investment capital reached US $ 566 million, up 67.09% over the same period in 2018. Expected to accumulate by September 2019, there are 373 valid FDI projects in Vinh Phuc province with a total registered investment capital of 4.9 billion USD.

4.2. Construction

In particular, housing construction reached 5,844.64 billion VND, up 37.7%; non-residential buildings reached VND 2,435.39 billion, down 4.81%; civil engineering works reached 1,956.12 billion VND, down 22.22%; Specialized operations achieved VND 415.81 billion, up 29.85%.

5. Operating situation of enterprises

In 2019, the tasks and solutions of implementing the Government's Resolution, the Resolution of the Provincial Party Committee, the Programs and Action Plans of the Provincial People's Committee on supporting and developing enterprises, improving the investment environment, business, improving competitiveness and especially facilitating the start-up movement of the province has focused on directing all levels and sectors to implement synchronously and drastically. Infrastructure in many clusters and industrial parks continues to focus on finishing. The administrative procedure reform was implemented in the direction of reducing time and simplifying procedures, including promoting the implementation of Resolution 36a on building an e-government focusing on information technology application. The provincial People's Committee maintains regular meetings and meetings between provincial leaders, heads of departments, agencies and businesses and entrepreneurs to promptly remove difficulties and obstacles in the process of production and business.

As a result, in the first 9 months of the year, the whole province had 858 newly established enterprises, up 9.02% over the same period. The number of enterprises temporarily ceased operation in the period is 251 enterprises, dissolution enterprises is 71. Accumulated to the end of September 30, 2019, the whole province had 11,169 enterprises, exceeding the target set by the Resolution of the XVI Provincial Party Congress (by 2020, targeting to have 10,000 enterprises).

6. Agricultural, forestry and fishery production

6.1. Agricultural production

+ Cultivation:

The annual cultivated area of ​​the province is 32,284 hectares, down 3.39% compared to the same period last year. In particular, the area of ​​rice cultivation reached 23,921 ha, down 6.49%; maize area reached 1,640 ha, down 6.45%; the area of ​​oilseed crops was 678 hectares, up 5.03%; vegetables of all kinds 2,382 ha, up 15.99%. Annual crop area has decreased compared to the same period due to the fact that some low-lying areas are often inundated and unable to cultivate; on the other hand, the economic efficiency due to agricultural production is not high, so people abandoning fields and shifting to non-agricultural occupations with higher incomes; Estimated productivity and output of some major crops: rice reached 52.32 quintals / ha, down 0.93% over the same period, output reached 125,160 tons, down 7.35%; maize reached 46.76 quintals / ha, up 0.74%, yield reached 7,667 tons, down 5.76%; vegetables of all kinds reached 207.04 quintals / ha, up 3.42%, output reached 49,320 tons, up 19.96% over the same period ...

In general, the production of perennial crops in the province is gradually shifting from low-value crops to high-value crops suitable to the climate and soil conditions of each locality, along with the attention and direction of all levels and sectors in planning, finding markets, protecting the brand with specialty crops are opening new directions, bringing high income for the farmers.

+ Animal husbandry: In the third quarter and the first 9 months of the year, the poultry breeding situation in the province continued to develop well, no major epidemics occurred. Although the first few months of the year the price of some poultry products such as live meat and eggs dropped too low, causing many difficulties for farmers, but since June, the prices of these products have increased again. and maintained at a relatively high level, good consumer markets should people feel secure, focusing on investment in production development.

The number of cattle and poultry herds as of September 1, 2019 is as follows: Buffalo has 17,827 heads, decreasing by 1.54% compared to the same period last year; 108,302 cow herds, down 2.98%, of which 12,500 dairy cows, up 8.58%; pig herds (excluding piglets by mother) 471,054, down 25.40%; poultry herd 11,046 thousand, an increase of 5.35% compared to the same period in 2018. The total output of live-weight slaughtered meat reached 91,206 tons, down 7.15%. In particular, pork 60,630 tons, down 11.89% over the same period.

6.2. Forestry Production

The area of ​​newly planted concentrated forest in nine months was estimated at 690 ha, gaining 98.5% of the year plan and increasing 1.47% over the same period, particularly in the third quarter, newly planted 240 ha, up 2.6%, the area 2,340 hectares of tended planted forest, 9,631 hectares of contracted forest and protection areas, the number of scattered planted trees is estimated at 1,530 thousand, up 1.5% over the same period in 2018. Wood production exploitation of the first nine months of the year was estimated at 29,387 m3, up 3.55% over the same period; firewood production was 39,982 Ste, an increase of 1.47%. Forest fire prevention and fighting has always been closely supervised by all levels and sectors, the risk of forest fire is regularly warned, and forest owners and people have actively implemented it since the beginning of the year until now in the province. There was no forest fire.

6.3. Aquatic production

The area of aquaculture in the first nine months was estimated at 6,823 hectares, up 0.13% over the same period last year. Aquatic production reached 16,540 tons, up 4.78% over the same period. In particular, the exploitation output reached 1,525 tons, down 1.63%; aquaculture output reached 15,015 tons, up 5.48% over the same period last year.

7. Industrial production

7.1 Production index

In September, the industrial production situation in the province maintained a good growth rate, the industrial production index in September was estimated to increase by 13.42% over the same period last year, of which the mining industry decreased by 2, 82%; processing and manufacturing industry increased by 13.34%; electricity production and distribution increased by 16.41%; water supply and waste treatment increased by 28.33%.

Generally, in the first nine months of the year, the industrial production index was estimated to increase by 11.96% over the same period (the first quarter increased by 11.94%, the second quarter increased by 10.34%, the third quarter increased by 13.41%), lower than the increase of 15.75% in the same period in 2018 but higher than the increase of 4.02% and 10.62% of the same period in 2016 and 2017. In particular, the processing and manufacturing industry continues to hold the key role, is the driving force for growth of the whole industry with an increase of 11.95%; electricity production and distribution increased by 15.30%; water supply and waste treatment increased by 14.28%; Particularly, the mining industry dropped by 4.69%.

Among secondary industries, a number of industries with a large proportion have a high growth index in nine months compared to the same period last year, contributing mainly to the overall growth of the whole industry such as: Flexible manufacturing electronic devices continued to lead with an increase of 46.34% and tended to increase steadily through the quarters (the first quarter increased 39.86%, the second quarter increased 45.47%, the third quarter increased 51.96%); electric equipment manufacturing industry increased by 30.37%; metal manufacturing increased by 26.72%; non-metallic mineral products increased by 21.75% ... However, there are still 6/24 secondary industries of the province with a decrease in the production index compared to the same period last year. In particular, the motor vehicle manufacturing industry decreased by 5.1%, because domestic vehicles continue to compete with the imported car market today, which is very plentiful in supply, variety of designs and models. codes and price, at the same time, businesses are also tending to reduce domestic production and assembly to import, so the number of vehicles produced decreases over the same period; other means of manufacture of transport dropped by 13.53%, because the market was saturated; manufacturing of beds, wardrobes, tables and chairs down 12.04%; clothing industry decreased by 2.98% ...

7.2. Main industrial products

7.3. Labor use index

Generally, in the first nine months of the year, the index increased by 0.37% over the same period; in which, the number of state-owned enterprises decreased by 5.98%, non-state enterprises increased by 6.19%, foreign-invested enterprises decreased by 0.79%.

7.4. Consumption, inventory index

Consumption index for the whole manufacturing in September 2019 decreased 4.17% over the previous month and 10.84% ​​over the same period last year. Generally, in the first nine months of the year, many industries had a high increase in consumption index such as: chemical and chemical products industry increased 39.89%; leather and related products increased by 25.92%; metal manufacturing increased by 24.93%; manufacturing of non-metallic mineral products increased by 21.92% ... Besides, some industries saw lower consumption index such as: other means of transport production dropped by 15.89%; motor vehicle manufacturing industry fell by 6.76% ... The remaining industries had slight fluctuations.

Inventory index of the whole manufacturing in September 2019 increased by 4.57% over the previous month and by 47.32% over the same period last year. Most industries have high inventory index over the same period; in which, motor vehicle manufacturing increased by 45.37%; clothing industry increased by 82.73%; other means of transport production increased by 148.72%...

8. Trade and services

8.1. Retail sales of consumer goods and services

The investment environment has been improved, consumption market prospered, most enterprises do business effectively, so more and more businesses registered for new establishment. In particular, the number of businesses participating in the field of commerce, services and transport increased, many units and facilities have expanded their industries and diversified goods items. The turnover of goods and services in September and the first nine months of 2019 had a good development compared to the same period, ensuring sufficient demand for production and consumption of the people.

September's total retail sales of consumer goods and services were estimated at 4,430 billion VND, up 10.41% over the same period. Generally, in the first nine months of the year, it is expected to reach VND 38,165.7 billion, up 9.45% over the same period last year.

Classified by commodity groups:

- Retail sales of goods in September reached VND 3,812.2 billion, an increase of 2.72% over the previous month, an increase of 10.37% over the same period last year and an increase in most commodity groups. Generally, in the first 9 months, the retail sales of goods was estimated at 32,816 billion VND, up 9.39% over the same period last year due to the expansion of goods distribution network of enterprises, production and business establishments. Activities to stimulate consumer demand such as discounts, promotions are constantly launched to attract people, increase the purchasing power of the market. Among 12 commodity groups, only sub-car groups (less than 9 seats) decreased slightly over the same period, down 0.19%, the remaining groups increased at a quite level such as: Vehicles and transport products (except cars) increased by 14.77%; garments increased by 11.92%; group of products, culture and education increased by 11.90%; food and foodstuff rose by 10.75% over the same period...

- Turnover of accommodation, catering services, tourism in September was estimated at 356.4 billion dong, up 9.94% over the same period last year. Generally, in the first nine months of the year, it was estimated at VND 3,073.6 billion, up 9.78% over the same period last year. In which, accommodation service revenue was 264.58 billion dong, up 9.08%; revenue from catering services reached VND 2,731 billion, up 9.85%; tourism and travel revenue reached 78.04 billion dong, up 9.79% over the same period last year. Social life is increasing, the demand for rest, travel and food of the people increases. Many systems of 4-star and 5-star international standard hotels and restaurants have been opened and put into operation to meet the tourist, resort and entertainment services of the people.

- Revenue from other services in September was estimated at 261.4 billion VND, increasing by 2.09% over the previous month and by 11.60% over the same period last year. The first 9 months' accumulation is estimated at VND 2,276.1 billion, up 9.86% compared to the same period last year.

8.2. Passengers and goods transportation

Currently, in Vinh Phuc province, there are 31 enterprises involved in passenger transport business by auto along fixed routes, with a total of 192 vehicles in operation; 432 contract vehicles of 07 cooperatives, 41 enterprises and 251 business households and 4,063 taxis. Goods transportation has 6,040 vehicles belonging to 17 cooperatives, 428 businesses, 1,090 business households. With the aim of improving the quality of transportation services, the Transportation industry has applied mechanisms and policies to create a healthy competitive environment, attract economic sectors to participate in transportation business, encourage the development of public passenger transportation, freight service to meet the needs of the people as well as socio-economic development of the province.

Estimated passenger transport volume in September is estimated at 2,123 thousand people, an increase of 1.58% over the previous month and up 5.99% over the same period last year; transporting 147 million people compared with the previous month and the same period last year increased by 2.08% and 5.94% respectively. Generally, in nine months, the volume of passenger transport was estimated at 18.9 million, increasing by 4.49% over the same period; transporting 1,288 million people, up 4.81% over the same period.

 Cargo carriage in September was estimated at 2,941 thousand tons, up 1.34% over the previous month and up 8.48% over the same period; cargo carriage reached 215 million tons, up 0.47% over the previous month, up 8.38% over the same period last year. Generally, in the first nine months of the year, goods carriage gained 25.1 million tons, up 7.55%; freight turnovers reached 1,853 million tons.km, up 7.44% over the same period.

Total transport revenue in September is estimated at VND 387.2 billion, up 2.23% compared to the previous month and up 10.42% over the same period. In particular, passenger transport reached 85.8 billion, up 10.61%; cargo transportation reached 290.9 billion dong, up 10.28% over the previous month. For the first nine months of the year, transport revenue was estimated at 3,298.4 billion dong, up 10.04% over the same period. In particular, revenue from transportation of goods is estimated at 2,470.3 billion dong, up 10.23%; passenger transport revenue reached 734.9 billion, up 8.39% over the same period of last year.

1. Labor, job placement and social security

- Labor and employment settlement: In the first 9 months of 2019, the whole province estimated to create jobs for 18,710 employees (reaching 77.9% of the plan in 2019), of which, sending 1,459 laborers away.
