On November 29, 2016, the provincial People's Committee approved the planning of the zoning development of urban, services and ecological agriculture in Vinh Tuong and Yen Lac districts according to the general planning of Vinh Phuc urban area up to 2030, visions to 2050. The main contents of the planning are as follows:

1. Project title: B4 zoning plan at the rate 1/2000 for the development of urban, services and ecological agriculture in Vinh Tuong district and Yen Lac district, Vinh Phuc province.

2. Owner: Vinh Phuc Department of Construction.

3. Scope and scale of the planning:

3.1. Scope:

In some communes and towns: Nghia Hung, Chan Hung, Vinh Son, Tho Tang, Lung Hoa, Tan Tien, Binh Duong, Yen Lap and the whole commune of Dai Dong - Vinh Tuong district; a part of Dong Van commune - Yen Lac district. The specific scope is as follows:

- The East border  agricultural land of Dong Van, Binh Duong and canal 9 ;

- The North is bordered by Ha Noi - Lao Cai railway.

- The West borders agricultural land of Yen Lap, Lung Hoa;

- The South borders the belt road 4 of Vinh Phuc urban area, from Huong Canh to Vinh Tuong;

3.2. Scale:

- Total planning area: 2,101ha (6ha increase compared to the approved planning task by accurately reconstructing the boundary according to current status and matching with surrounding zoning plannings).

- Scale of people: about 45,000 people; The population is forecasted to be about 55,000.

4. Characteristics:

Being a new urban center for the development of houses, services and priority for ecological agriculture, hi-tech agriculture and agricultural tourism in the southwest of Vinh Phuc urban center, it is the focal point of the circulation service center distributing agricultural products and plays an important role in the socio-economic development among localities in the province. It is planned synchronously and modernly to concretize the general planning of Vinh Phuc urban area up to 2030 with a vision to 2050 approved by the Prime Minister.

5. Economic and technical norms:

- Design standard: Grade I (according to Vinh Phuc urban planning);

- Technical infrastructure norms: Comply with the current construction planning standards and technical standards of Vietnam urban centers.

6. Planning content:

6.1 Structure of development zoning:

The whole area of ​​B4 is divided into 05 subdivisions of urban areas, ecological agriculture and renovation of old quarters. Specifically:

- Division 1: Western area within the framework of planning: belonged to Tho Tang town and Yen Lap, Nghia Hung, Tan Tien and Lung Hoa communes; in 447ha, population about 12,361 people.

6.3. Organization of space architecture landscape and urban design:

6.6. Power supply planning:

- Total calculated capacity Pd = 77,140 KW (77 MW).

- Power supply: From 110 / 22KV Vinh Tuong transformer station with capacity of 2x40MVA, 110 / 22kV Vinh Yen station with capacity of 2x63MVA and Hoi Hop 110 / 22KV substation. Through existing 22kv, 35 (22) kv lines.

- Electricity distribution system:

+ Transformer station: maintain the existing 23 transformer stations, to build new transformer stations with a total output of 400 kVA to 1,000 kVA, a type of integrated kiosk or suspension station to supply electricity. activities, lighting for the area. Select stations near the electrical load center with service radius are not too large and are specified at the stage of technical design.

+ The line network: The current 110 KV line is kept intact and the corridor is safe as regulated. Moving 10 (22) KV, 35KV medium voltage lines to the planned road pavement; To build a new medium-voltage power network under the open-loop operation in order to raise the electricity supply capacity. Low voltage grid with voltage 220/3 80V using three-phase four-wire grounded neutral, from the transformer station to the general switchboard of each residential area, each building.

6.7. Water supply planning:

- Total water demand is 20,224 m3 / day.

- The main source of water is from the Lo River water pipe factory running the Hanoi - Lao Cai parallel railway line.

- Water supply network: Use a network of circuits connecting lung distribution networks to each water consumption area, including pipelines of sizes 063 to 0280. The pipe materials are ductile cast iron and other HDPE pipe for service pipes, these pipes are placed under the summer through 0.5 m to 1.2 m deep, sweeping two layers of hot bitumen before buried pipe.

- Fire-fighting water supply: The fire hydrant is drawn from the Ol 10-diameter pipeline at convenient locations, ensuring a minimum service radius of 150m, and at the same time comply with the regulations on fire prevention and fighting.

6.8. Waste water and sanitation planning:

- Wastewater: Wastewater discharge calculated 12,298 (m3 / day).

- Waste water drainage system: To be built synchronously and separately with rain water drainage system.

- Road network and drainage planning: Use HDPE pipes from D300 to D600mm. Domestic wastewater is treated locally through the septic tanks and then leads to the pumping stations to pump pumps to the treatment station.

+ Region 1: To the west of the planned area, from Tan Tien commune, wastewater will be collected and treated in 03 wastewater treatment plants and then drained to the Phan river.

+ Area 2: The remaining area of ​​the sub-zone, the wastewater will be collected and handled at the west of Vinh Yen wastewater treatment station.

- Solid waste: Solid waste is classified, collected, transferred to the local solid waste treatment facility and partly reused or recycled; Hazardous wastes are collected, transported, treated, in the immediate stage of treatment at the inter-communal incinerator, in the post-treatment stage at the waste treatment plant with the capacity of 300 tons / day in Chan Hung (according to the solid waste management plan of Vinh Phuc province up to 2020). Total estimated waste is 38.5 tons / day.

- Cemeteries and graveyards: restrict the form of burial, burial once;  encourage the form of cremation to save land and protect the environment. Gradually closing existing cemeteries and planning to move to the cemetery as planned by the province.

6.9. Planning communication system:

Communication systems including telephones, internet lines, and cable television are built in synchronous connection with the technical infrastructure system. - Technical infrastructure projects: ring road 4, Vinh Phuc urban center, Vinh Tuong district road; projects on upgrading technical infrastructure systems in existing residential areas;

- Land and housing development projects: social housing projects; resettlement areas in localities for ground clearance for urban development;

- Environmental projects: expand and improve the system of lakes and canals in the planned area in order to make use of as a rain water drainage source. Construct waste treatment stations, solid waste transfer stations.
