On November 15, 2016, the provincial People's Committee issued a decision on approving the zoning plan for construction of the 1/2000 scale of industrial and service development along the two sides of the road from Bi La bridge to Lap Thach town center. The planning contents are as follows:

3. Location and scope of planning

3.1 Scope of planning

In parts of Tu Du, Xuan Loi, Dong Nam and Tien Lu communes of Lap Thach district. The scope is as follows:

- The East borders the right dyke of Day River and Provincial Road 306.

- The North borders on population and agricultural land of Xuan Loi, Tu Du, Ban Gian and Lap Thach II Industrial Zone.

- The West borders Provincial Road 305.

- The South borders residential and agricultural land in Xuan Loi, Tien Lu and Dong Ich districts.

3.2 Size of planning:

- Total planning area: 498.877 ha.

- Estimated population size to 2030: About 7,000 people.


4. Characteristics:

It is an area of ​​industrial development, service and low-rise houses and social houses on both sides of the road from Bi La bridge to Lap Thach town center; in which, mainly develop clean industry and environmental protection; develop various types of commercial services and social houses in service of industrial parks to meet the demand on the spot and serve the neighboring areas.


5. Contents of the planning:

5.1. Organizing space architecture:

a) The subdivision is divided into four subdivisions of the planning area for control and development:

+ Area 1, near intersection between Bi La - Lap Thach and Provincial Road 306 in Dong Ich commune; The area is about 72.657 hectares; Scale population is about 2,200 people;

+ Area 2, south of Lap Thach II industrial park in Dong Ich and Tien Lu communes, with an area of ​​about 75.497 ha, with a planned population of about 1,500;

+ Area 3, west of the planned road of 36m connecting Lap Thach II industrial park in Xuan Loi, Tien Lu and Tu Du communes with an area of ​​about 219.954 ha with a population of 800 people;

+ Area 4, near the intersection between Bi La - Lap Thach and 305 provincial roads in Xuan Loi and Tu Du communes, with an area of ​​around 130.769 ha, with a planned population of 2,500 people.

b) Main landscape architectural areas include: landscape architectural areas, including green parks and big lakes (Doi Bia lake and Quan lake). Architectural landscapes - artificial landscapes include areas of civil architecture, architectural areas outside the civil.

5.2.1 Indicators of functional areas:

a) Public service centers: The total land area is 10.71 ha; including education land (GD), cultural land, community activities (VH). Public buildings with a construction density of 40%; average height of 3 floors.

b) Residential quarters: The total land area is 103.545ha, of which land plots for construction of new low-rise land area of ​​53.42ha (OM); plots of land in the social and workers' area of ​​18,546 ha (CT); The plot of land in the current status of total area of ​​31,578 hectares (OC). Low-density residential buildings with an average construction density of 60%, average height of 3.5 floors. Land for construction of social areas, housing for workers with an average construction density of 40%, height of up to 11 floors (the technical criteria of the residential area is specified in the step of detailed planning and project CI on the basis of actual needs).

c) Flower, tree gardens: The total land area is 7,711 ha;

5.2.2 Indicators of non-residential functional areas:

- Industrial development zone: The total area of industrial development is 206.683 hectares; including factory buildings, green areas and management areas in the land lot with the symbol CN, CXCN, CCCN. Construction density is 60%; average height is 3 floors.

- Land for specialized centers: The total area of 15.631 hectares is commercial service land lot with TM. Construction density of building construction is about 40%, average height is 3 floors.

- Land for green trees: The total area of 9.35 ha, in lots of land marked CXCD;

- Land for traffic, other infrastructure projects, forestry, water surface, religion. Land use details and technical specifications are detailed in the planning drawing.


5.3. Technical planning of the site:

a) Ground leveling:  on the basis of assuring the water drainage inside and outside the planning area, on the principle of utilizing the natural terrain, ensuring basic balancing of the embankment, suitable with the current state of the construction foundation of neighborhoods. The altitude of the design of leveling from 14.10 to 20.50.

b) Storm water drainage in the planning area, the final discharge point along the road from Tien Lu commune to Lap Thach II industrial park and exit to the south. Solution on water drainage, drainage system, drainage system, rain water drainage sewers, drainage system inside and outside the planning area. The drainage system includes drainage ditches and drainage pipes of D600 to DI500, B2000, B3000; ditches, drainage sewers of lakes in open ditch system planning.


5.4. Traffic network planning:

a) Road network:

+ Section A-A (Bi La street), surface D-D: B = 36.0m (6.0m + 10.5m + 3.0m + 10.5m + 6.0m);

+ Section B-B (DT 306), section C-C (DT 305): B = 24.0m (4.5m + 15.0m + 4.5m);

+ Section 2-2 (commune road from Tien Lu to Tu Tu): B = 9.0m (1, 5m + 6.0m + 1, 5m);

- Public transport network, bus parking: Bus routes are available on provincial roads 305 and 306. New parking lots are built in the function areas to ensure sufficient parking lot as regulated;

- Red line demarcation, construction demarcation: Redundancy of construction works against the red line at the minimum roads 3, Om for houses and 6, Om for public and commercial buildings. and industrial production.


5.5. Power supply planning:

a) Demand for electricity: The estimated total charge is about 30,062.73 KVA.

b) Power source: Expected from the transformer station 11OKV Lap Thach, capacity 2x25MVA (expected capacity to 2x63 MVA).

c) Power supply system: Upgrading, upgrading and moving 10 (22) KV and 35KV existing power lines through the area to supply electricity to the area.

d) Build a system of transformer stations supplying electricity for production, daily-life electricity and lighting for the region. Transformer stations in the area using 10/22/0.4KV voltage level with the total estimated 18 stations capacity from 50KVA to 560KVA. Low voltage grid with voltage 220/3 80V using three-phase four-wire grounded neutral, from the transformer station to the general switchboard of each residential area, each building.


5.6. Water supply planning:

a) The total estimated water demand is about 18,948 m3 / day.

b) Estimated water supply from Lo river water supply plant with a capacity of 16,000 m3 / day;

c) Water supply network: Design of water supply network for the area is in the combination of water supply for production, daily life and fire. The distribution network is HDPE pipe with the diameter DN100 to D400 to ensure sufficient flow and pressure for the planning. Fire hydrants are connected to a distribution network of diameter D> 100 mm and are located near intersection or large roadway to ensure the regulation and convenience of fire prevention and control.


5.7. Waste water and sanitation planning:

a) Waste water: The wastewater volume must account for at least 90% of the supplied water volume. Drainage systems using HDPE sluices or HDPE pipes from D250 to D400 are separated from rainwater drainage systems for new planning areas. Daily-life wastewater is treated locally through septic tanks and then to the treatment stations planned for construction in the areas under planning and standardization according to the current regulations before being discharged into rain water drainage systems. Industrial waste water is collected in 03 treatment stations planned to be built in industrial zones.

b) Solid wastes: Solid wastes are classified, collected and transferred to local and regional solid waste treatment facilities.


5.8. Planning communication system:

Communication systems including telephones, internet lines, and cable television are built in synchronous connection with the technical infrastructure system. In the general planning direction, the area is provided with signals from the satellite switchboard in Lap Thach.


5.9. Measures to protect the environment:

a) Land environment: Rationally exploit and use land. Classification of solid waste (CTR) at source to facilitate the collection, sorting, recycling, thorough treatment of arising CTR.

b) Air environment, noise: Plant green trees at open spaces around parking lots, warehouses. Invest in pollution treatment facilities right after the functional areas are put into operation.

c ) Water environment protection: Build a system of waste water collection and treatment for standard treatment before discharging into the environment. Limit exploitation of underground water sources.

d) Management solutions: Construction investment projects must have environmental impact assessment reports, which are appraised and supervised by the competent authorities when they are operational.

The provincial People's Committee requires that in the process of managing the detailed planning of 1/500 scale, construction investment projects in the zoning plan area, planning investors must comply with the zoning plan; People's Committee of Lap Thach district and related communes manage land fund and construction investment in the locality.
