1. Location and scope of planning

1.1. Scope of planning

In Van Quan, Dinh Chu, Trieu De communes in Lap Thach district and Cao Phong commune in Song Lo district. The scope is as follows:

- The East borders the resident and agricultural land of Dinh Chu commune, Trieu De commune;

- The South, the West are near the inter-commune dyke road from Trieu De to Cao Phong;

- The North is bordered by residential and agricultural land of Van Quan commune and the project of road to Tam Son town.

1.2. Planning scale:

- The total planning area: 459.98 hectares (increase 37.68 hectares compared to planning tasks due to the expansion of the planning area to articulate the planning and current status of neighboring areas);

- Population size is forecasted in 2030: About 4,300 people.

 

2. Characteristics:

It is an area for the development of  ​​industry, trade, services and housing in the area of ​​Noi Bai - Lao Cai expressway and 305C street; It is the economic center and the driving force for development in the south of Lap Thach district; It is a synchronous area with existing planning projects which constitute a development area with synchronous and modern infrastructure in line with the development orientation of the general planning and practical conditions of the region. .

 

3. Contents of the planning

 

3.1. Organization of landscape planning space architecture:

- Subdivision is divided into 03 areas planned for control and development: Area 1 north of Noi Bai - Lao Cai highway in Van Quan commune; Area of ​​about 154.82 ha. The second area of the South of Noi Bai - Lao Cai expressway and North of Ha Noi - Lao Cai expressway in Van Quan, Dinh Chu, Cao Phong communes; ​​about 180.02 hectares. The third area in the South of Hanoi-Lao Cai expressway; the total area is about 125.14ha. 3.3. Technical planning of the site:

- Rainwater drainage in the planned area shall be divided into 08 water drainage basins. Water drainage system includes drainage ditches of D600 to DI200; To renovate the system of ditches, drainage sewers of the area going through the planned land with open ditch systems.

3.5. Power supply planning:

- Demand for electricity: The estimated total charge is about 6,500KW.

- Power source: short-term power source using 10KV civil roads from Lap Thach 110KV intermediate transformer station; Long-term phase using additional source from Song Lo 110KV substation.

- Power supply system: Upgrading, upgrading and moving 10KV lines, existing through the area to supply electricity to the area.

- Build a system of transformer stations supplying electricity for production, daily-life electricity and lighting for the region. The transformer stations in the area use 10/22 / 0.4KV voltage level with the total number of 31 stations capacity from 30KVA to 2x2000KVA. Low voltage grid with voltage 220 / 380V using 3-phase four-wire three-phase floating ground, from the power supply to the general cabinet of each housing, each work.

 

3.7. Water supply planning:

- The total estimated demand for water is about 2,300 m3 / day.

- The estimated water supply from Duc Bac water supply plant in Vinh Phuc province;

- Water supply network: Design the water supply network for the area in the form of combination of water supply for production, living and fire. The distribution water distribution network is a DN110 to D200 diameter cast iron pipe that ensures sufficient flow and pressure for the planning area; update the provincial water supply system through the planned area. Fire hydrants are connected to a distribution network of diameter D> 100 mm and are located near a fork, intersection, or large roadway to ensure the regulation and convenience of fire prevention and control.

 

3.8. Waste water and sanitation planning:

- Wastewater: The wastewater volume is calculated to reach at least 80% of the supplied water volume. Drainage systems using HDPE sluices or HDPE pipes from D250 to D500 are separated from rainwater drainage systems for new planning areas. Daily-life wastewater is treated locally through septic tanks, leading to the planned treatment stations of the area for elaboration of treatment planning up to standards according to the current regulations before being discharged into rain water drainage systems. Industrial waste water is collected to the planned treatment station with a capacity of 1300m3 / day.

- Solid waste: Solid wastes are classified, collected and transferred to local and regional solid waste treatment facilities.

 

3.9. Planning communication system:

- Communication system including telephone, internet and cable TV are built in synchronous connection with technical infrastructure system. In the general planning direction, the area is provided with signals from the satellite switchboard of Lap Thach and Song Lo.

 

3.10. Measures to protect the environment:

- Soil environment: rational exploitation and use of land. Classification of solid waste at source to facilitate the collection, sorting, recycling, thorough treatment of arising solid waste.

- Environment, noise: Planting trees in the empty land around parking lot, warehouses. Invest in pollution treatment facilities right after the functional areas are put into operation.

- Protect the water environment: Build a system of waste water collection and treatment for standard treatment before discharging into the environment. Limit exploitation of underground water sources.

- Management solutions: Construction investment projects must make environmental impact assessment reports, which are appraised and supervised by the competent authorities when they are operational.
