1. Locations and boundaries for planning:

The planning area is located in the north of Vinh Phuc province, along the foot of Tam Dao mountain along the ĐT 302 road; The administrative boundaries of 06 communes of Tam Dao district include Minh Quang, Hop Chau, Ho Son, Taam Quan, Dai Dinh and Dao Tru. Specific Scope:

- In the Southeast borders  Cam Lam firearms, Tam Dao national forest land, existing residential land and agricultural land in Minh Quang commune;

- The Northwest borders agricultural land, existing residential land and forest land of Tam Dao National Park;

- The Southwest borders existing residential land, agricultural and forestry land in Minh Quang, Hop Chau, Ho Son, Tam Quan, Dai Dinh and Dao Tru communes.

 

2. Objectives, characteristics and scale of the planning area

2.1 Objectives: To concretize the construction planning of the province and the northern area of Vinh Phuc by 2020, vision to 2050 that were approved. To determine the land fund for development of services, tourism and agro-forestry and ecology within the planning scope in order to exploit land funds convenient for traffic, terrain and landscapes along Tam Dao mountain, on the basis of being linked with tourist areas, scenic places, historical relics; It is the basis for building management, attracting investment and socio-economic development in the locality.

2.2. Characteristics : It is an area for tourism, service and ecological forestry development; At the same time, preserve and develop the afforestation, create green lungs regulate climate for the northern region of Vinh Phuc province. This area has many favorable conditions for the development of ecotourism, ecotourism, sport and extracurricular tourism; spiritual tourism and exploration tourism in parallel with service development, trade; It should be closely linked with Tam Dao Ecological tourist area, Tay Thien tourist area and Vinh Phuc province Ring Road 5.

 

2.3. Planning phase and size of population and land.

- Planning phase: Phase 1 to 2020; Phase 2 to 2030.

- Population: The population is expected to reach 50,500 by 2030 (in which, at present, there are 30,150 people, the natural population will increase more 11,950 people, the mechanical population will increase due to tourism development: 8,400 people).

- Scale of land: 6,020 ha (change of planning area compared with approved design task is 3,738.0 ha, due to theexpansion of research scope of the project to Vinh Thanh area, accurately demarcate the land use status of surrounding contiguous areas.

 

3. Contents of the planning.

3.1 Planning framework: Developing urban chain based on tourism urban model, exploiting topographical advantages to create cultural and leisure tourism spaces, linking with the Tay Thien Cultural Festival Center to form a series of tourist sites running along the ring road 5 of Vinh Phuc province. Urban structures include: 05 areas for tourism development, 01 main corridor axis, 01 floating belt axis and 05 gateways.

 

3.2. Planning functional areas:

Civil land area is about 1,263 ha (accounting for 21%); The total area of ​​4,757 hectares (79%) is outside, including:

3.2.1. Tourist and resort areas: The total area of ​​1,193 ha (19.8%) includes the system of tourist sites:

- Vinh Ninh lake tourist site: To be built into a sanctuary and ecological tourist area with many entertainment centers in the areas with peaceful and close to nature; the area of ​​about 169 hectares.

- Dong Mo lake tourist area: To set up a tourist resort (Golf), a resort on the base of natural terrain and water surface of Dong Mo lake; Scale of 108 ha.

- Ben Tam tourist area: With the main function is high-quality eco-tourism, nature discovery, cultural tourism, entertainment, entertainment and conferences. To set up the cable railway system to Tam Dao II tourist area with a cluster of service and auxiliary commercial works; scale of 98 hectares.

- Lim Forest Reserve: To protect forest ecosystems, flora and fauna including protection of precious and rare genetic resources and protection of watersheds, environmental protection and ecotourism development as themed; scale of 243 ha.

- Tay Thien Festival Cultural Center: To form a center for spiritual and conservation cultural tourism, including spiritual cultural works, festivals, Buddhist garden, service works, trade; scale of 417 ha.

- Dong Nhap Sports Resort: develop tourism resort in combination with golf; scale of about 194 hectares.

- Lang Ha lake tourist area: To develop ecotourism and tourist resorts with beautiful landscapes, large water surface and primitive natural terrains; scale of 107 ha.

- Tam Dao Golf Course: has been invested and is operating effectively in the area of ​​about 138 hectares.

- Xa Huong lake tourist area: To develop nature and ecological resort and tourism with many favorable land bank for the construction of resting places and health care facilities; scale of about 220 ha.

- Ban Long Sport Tourism Area: To develop tourist resorts in combination with Golf Sport; scale about 230 ha.

3.2.2 Population areas: The total area is about 820 hectares (13.6%); These include residential areas under the renovation and embellishment of urbanization in ​​618 hectares; The new residential area has a total area of ​​202 hectares to meet the population growth needs of the region.

3.2.3 System of service works: Total area: 213 ha (3.5%), including commercial buildings, services for urban and tourist areas; The plant, production facilities have an area of ​​about 76 hectares; Public, medical and cultural works of urban and regional level of 35 ha; Serving the urban area, residential area of ​​about 47 hectares.

3.2.4. Area of ​​natural protection: Total area: 3,115 ha (51.7%), including:

- Conservation Forestry Areas: These are protection forests, production forest areas (1,280 ha) and part of the forest land area of ​​Tam Dao National Park (397 ha).

- Water surface areas, river and streams: To dredge and build embankments along the residential areas, to form green and natural corridors in order to ensure the landscape and the environment. The total area is about 260 hectares

- The eco-agricultural production zones: The agricultural land for agricultural production in the area of ​​production activities in the direction of high-tech eco-agriculture. The total area is about 1,178.01 ha.

3.6 Orientation of technical infrastructure system.

3.6.2. Technical preparation.

- To build surface drainage ditches along the main roads adjacent to residential areas so as to ensure the quickest water drainage. It is necessary to take measures to improve the canal system to avoid flooding. Efficient use of existing irrigation systems to improve storm water and reduce environmental pollution.

3.6.3. Direction of water supply system.

a. Water source: The water supply for the planned area is mainly from surface water and underground water.

Water supply solutions: According to the planning orientation of the northern part of Vinh Phuc urban center, to build and renovate water supply works: To build water supply system from Dong Tinh water plant to provide more Tam Quan commune, Dai Dinh commune; construction of new water supply works for Vinh Ninh Village, Dao Tru Commune, Ban Long Commune, Minh Quang Commune; To renovate the existing water supply works in Dong Gieng village, Dong Quan village, Tan Lap village, Tan Tien village, Dao Tru commune; Upgrade water supply works in Lang Ha village, Dong Ba village, (Ho Sem commune), Pho village (Minh Quang commune).

3.6.4. Orientation of power supply system.

a. Total power supply is 18,623 (KW)

b. Power source: From the national power grid through the existing high voltage stations: 110 KV KV Lap Thach station electrical part of Tam Dao district through Highway 372; 110 V Vinh Yen power station supplies electricity to Tam Dao district via Highway 371, 376, 377; 110 KV Thien Ke station supplies electricity for Tam Dao district and Gia Khanh town - Binh Xuyen district via the 22kV grid line of 471; 110 KV Tam Dao station will be built according to the electricity development plan of Vinh Phuc Province, set up by the Vietnam Energy Institute in the 2011-2015 period, with a vision to 2020.

c. Grid:

- High altitude: 500KV Son La - Hiep Hoa, 220kV Viet Tri - Soc Son and Viet Tri - Soc Son llOkV - Soc Son.

- Medium voltage: including voltage level of 35, 22KV (level 10KV upgraded to 22KV under the electricity development plan of Vinh Phuc 2011-2015 with a vision to 2020).

3.6.5. Orientation of waste water drainage and environmental sanitation.

a. Waste water drainage: To build separate water drainage systems in the areas of new urban development, tourist resorts and concentrated residential areas, which shall be divided into 4 wastewater drainage areas. At the same time, construction of wastewater TXL in Dao Tru commune with a capacity of 430 m3 / day, TXL wastewater at Tay Thien festival center with a capacity of 1000 m3 / day and TXL in Dai Dinh commune with a capacity of 1072 m3 TXL in Ho Son commune with the capacity of 777 m3 / day, TXL in Minh Quang commune with the capacity of 527 m3 / day.

b. Solid waste management (CTR): management of geographically dispersed CTR; Ensure the collection, transportation and handling distance is the closest. Expected volume of waste: 24,7 tons / day

- Planning waste collection and treatment sites: To build waste incinerators in such areas as Dai Dinh (3.67 tons / day); Ho Son commune (7.56 tons / day - next to the planned area), incinerator in the city of Hopzhou (18.66 tons / day - outside the planning area).

c. Cemetery:

- To close a number of small cemeteries in the area for the development of tourist and service areas.

- The need for burial of people will use concentrated cemeteries of communes in the orientation of rural construction planning.

3.6.6. Orientation of communication system planning .

- The demand for information and communication of tourism development and service areas in the foothills of Tam Dao mountain in Minh Quang, Hop Chau, Ho Son, Tam Quan, Dai Dinh and Dao Tru is estimated at 2600.

- The position and capacity of the cable cabinets identified in the project are preliminary, specific will be determined during project formulation, technical design and will be handled by te specialized agency.

3.6.7. Strategic Environmental Assessment:

a. Technical solution.

 The planning of water drainage and wastewater treatment systems for solid wastes should be thoroughly collected and treated, with adequate and adequate disposal of public waste bins. Establish a dedicated counterpart who has the resources to collect and transport waste to sanitation facilities.

Considering the proper infrastructure planning, the construction situation is spontaneous and does not uniformly pollute the environment while also affecting the natural resources.

b. Solutions on policy mechanism.

 In order to improve the environment of tourism and service areas, to improve important mechanisms and policies, including mechanisms for decentralization of management, mechanisms for management coordination among agencies, mechanisms for financial support, attract investment...

The province needs appropriate financial mechanism and increase investment in environmental protection in the area of ​​Tam Dao mountain foot.

c. Solutions on organization, management.

 To perfect the system of management of tourist and service centers.

To provide financial support from environmental protection funds for environmental protection at tourist resorts. To direct and supervise the environmental protection, the implementation of population center planning, service provision and environmental treatment works at tourist resorts.

Propagandize, raise awareness of environmental protection for local people and tourists. Improve the management of tourism activities for the staff working in the tourism industry.

Have some forms of training to improve the level of human resources for environmental protection activities.

 

3.7. Investment phasing

3.7.1. The period of 2016-2020:

To formulate and promulgate a regulation on management of tourism planning;

Continue to implement the new rural development program.

3.7.2. The period of 2020-2030: Complete the infrastructure and invest in the construction of some tourist areas.

 

3.8. Identify priority investment projects.

3.8.1. Traffic: Construction of Ring Road 5 (DT302): section 24, Om; the road from Hop Chau - Dong Tinh to Tay Thien, Ben Tam stream: section 36, Om; foothills, connecting tourist areas: section of 12m (without sidewalks); upgrading and expanding routes to form gateways to tourist sites; To build cable route to Tam Dao II.

3.8.2. Technical preparation: Construction of B800, B500 TNM pipes according to the investment routes in the country (in residential areas, tourism development areas).

3.8.3. Water supply: Construction of D225 pipeline from Dong Tinh.

3.8.4. Power supply: construction of 400KVA at Minh Quang commune, 250KVA station at Lang Ha lake, 250KVA station at Dong Mo lake, 250KVA at Vinh Ninh lake, 10km of medium voltage

3.8.5. Telecommunication: Building 03 points of multi-service telecommunication, 12 km of information cable.

3.8.6. Waste water drainage: Construction of wastewater treatment plant with the capacity of 503 m2 / day in Dai Dinh commune, waste water drainage capacity of 995 m2 / day in Tay Thien area; incinerator capacity of 3.67 tons / day in Dai Dinh commune
