2. Scope, objects and planning period

3. Viewpoints and objectives of the planning

3.1. Planning perspective

- Ensure the overall, synchronous and uniformity of the whole province in order to solve the problem of pollution, environmental protection and sustainable development.

- In line with the solid waste management strategy and the solid waste management plan approved by the Government.

- Inheritance and conformity with the approved construction planning and branch planning in the province.

- Take precautions to prevent pollution and degradation of the environment, to step by step overcome and efficiently deal with unsustainable solid waste burial sites.

- Mobilize to the utmost all local resources, combine the support from the central level, step up the socialization and increase the attraction of domestic and foreign investment resources for solid waste disposal. Vinh Phuc Province.

3.2. Planning objectives

a) General objective

Set up a solid waste management strategy in Vinh Phuc province up to 2020 to improve the efficiency of solid waste management, improve the quality of the environment, ensure public health and contribute to sustainable development of Vinh Phuc province.

Form the basis for the implementation of new construction projects and upgrading and expansion of the system of gathering, transporting, gathering points, transfer stations and solid waste treatment areas in the whole province. .

b) Specific objectives

- Until 2015:

+ 95% of the total volume of urban daily-life waste will be collected and treated to ensure the environment.

+ 90% of the total non-hazardous industrial solid waste and 100% of the total hazardous solid waste generated shall be collected and treated to ensure the environment.

+ 100% of the non-hazardous and hazardous medical wastes generated at medical establishments and hospitals shall be collected and treated to ensure the environment.

+ 65% of solid waste generated in rural residential areas and craft villages will be collected and treated to ensure the environment.

- By 2020:

+ 100% of the total volume of urban daily-life solid waste shall be collected and treated to ensure the environment.

+ 100% of total non-hazardous industrial hazardous wastes and hazardous wastes are collected and treated to ensure the environment.

+ 100% of the non-hazardous and hazardous medical wastes generated at medical establishments and hospitals shall be collected and treated to ensure the environment.

+ 75% of solid waste generated in rural residential areas and craft villages will be collected and treated to ensure the environment.

- To step up the efficiency of the State management of solid waste management and raise the quality of solid waste collection, transportation and treatment services.

4.2 Method of collection and transportation of solid waste

4.2.1 Collection and transportation of daily-life solid waste:

Depending on specific conditions of localities to choose the following types:

a) Direct transportation: Small-sized pickups (small trucks, garbage trucks) will collect waste at the discharge areas and transport them directly to the final disposal point.

b) Transshipment: Small collectors (small trucks, garbage trucks) will collect waste at collection sites and transport them to the final dumping site.

4.2.2 Collection and transportation of industrial solid waste.

 Industrial solid wastes shall be collected and transported in two following modes:

a) Mode 1: Industrial establishments shall be responsible for collecting, classifying and transporting solid wastes to the treatment or contracting places of qualified organizations and individuals under their management. The State management agencies in charge of solid waste and the management boards of industrial parks and clusters.

b) Mode 2: The collection, classification and transportation of industrial solid waste will be undertaken by specialized units. Annually, industrial production establishments shall have to sign contracts with this unit for the collection, transportation and treatment of industrial solid wastes on the basis of the requirements on general environmental management and quality management. 4.2.3 Methods of collection and transportation of medical solid waste:

- Solid wastes at medical establishments include: hospital waste and hazardous medical wastes.

- Medical solid wastes in all health facilities are classified at the source. After sorting, solid waste is thoroughly treated to ensure environmental hygiene. Specific procedures are as follows:

+ Living solid wastes in medical establishments, after being classified, shall be collected and transported to the daily-life concentrated treatment zones in their localities and treated along with daily-life solid waste in urban centers.

+ Medical hazardous wastes: For major hospitals (central hospitals, general hospitals), hazardous solid waste shall be disposed of at existing incinerators of hospitals. For commune-level health stations, wards and individual medical establishments, they shall be collected and transported by specialized means to hospitals' medical incinerators in their respective localities or to treatment zones. Concentrated solid waste of the area (with separate hazardous medical waste reception area) for treatment.

- To carry out the management of medical wastes according to the Regulation on management of medical wastes issued together with the Health Ministry's Decision No. 43/2007 / QD-BYT.

4.3. Planning on concentrated solid waste treatment zones up to 2020

Selection of locations for construction of solid waste treatment facilities shall be subject to the criteria for construction of solid waste treatment facilities according to current regulations (geological, hydrological, social and environmental criteria). ...)

In the whole province till 2020, to plan for 04 inter-regional solid waste treatment centers in districts to treat ordinary solid wastes and hazardous solid waste (industrial and medical). Some hazardous industrial solid wastes will be transferred to the Nam Son - Soc Son - Hanoi solid waste treatment zone according to the planning on solid waste treatment in the northern, central and southern key economic zones. by 2020 approved by the Prime Minister in Decision No. 1440 / QD-TTg dated October 6, 2008, the rest will be treated at the industrial solid waste treatment facilities in the province. Hazardous solid waste of each district is treated in the incinerators of the district General Hospital.

The planning of inter-district solid waste treatment centers shall include:

+ The concentrated solid waste treatment area in Binh Xuyen district, with the capacity of 500 tons / day, the service scope includes: Vinh Yen city; Phuc Yen town; Binh Xuyen district.

+ Solid waste treatment area in Tam Duong district with a capacity of 500 tons / day, service scope includes: Tam Duong district; Tam Dao district.

+ The solid waste treatment area in Vinh Tuong district, with the capacity of 300 tons / day, the service scope includes: Vinh Tuong district; Yen Lac district.

+ Solid waste treatment plant in Lap Thach district, capacity 500 tons / day; service area: Lap Thach district; Song Lo district.

4.4 Planning of inter-communal solid waste treatment facilities up to 2020

Two or three communes with administrative boundaries are planning to build one solid waste treatment facility with inter-communal scale, with technologies suitable to local socio-economic conditions, with priority given to burning technology. . The construction site is suitable, according to the approved new rural construction planning. The total number of inter-communal solid waste treatment facilities is 55, of which 04 are existing and 51 are new ones.

4.5. Technology orientation of solid waste treatment

- The selection of solid waste treatment technologies must be based on the nature and composition of wastes and the specific conditions of each locality.

- Encouraging the selection of synchronous and advanced technologies for recycling and reusing solid waste to create raw materials and energy.

- To encourage the application of advanced technologies, to thoroughly treat wastes, minimize the volume of solid waste to be buryed, to save land used for burial and ensure environmental sanitation.

- The technologies applied are: Recycling, reuse - Processing - Burning - Sanitary burying. Particularly for hazardous solid waste treatment technologies: To select the most modern, modern and environmentally friendly technologies, which do not pollute the environment and invest and operate in accordance with the economic conditions of the provincial.

5. Main solutions for implementing the planning

a) To reasonably allocate budget capital, ODA capital or long-term loans with preferential interest rates for urban centers to invest in equipment and build solid waste treatment zones.

b) To step up the mobilization of investment capital sources, formulate policies to encourage all economic sectors to invest in the development of the collection, transportation and disposal of solid wastes. Expanding the form of joint venture, linking many economic sectors together contribute capital. To encourage urban environment enterprises to use their own capital and / or credit capital for investment in technological equipment renewal. To increase the attraction of foreign investment capital to invest in solid waste collection, transportation and treatment.

c) To step up the socialization and encourage organizations and individuals to participate in solid waste collection, transportation and treatment activities; To create a fair and equitable competitive environment in the implementation of public-utility products and services according to the provisions of law.

d ) To combine the state-people model and the enterprises' joint-venture in the field of solid waste management.

e) To apply advanced sciences and technologies, renew technologies and select technologies suitable to the collection, transport and treatment of solid wastes.

g) Organize the review and improvement of provincial legal documents on solid waste management.

h) To intensify the training of human resources for the collection, transportation and disposal of solid waste, attaching importance to the training of technicians, managerial officials and skilled workers in various suitable forms .

6. Progress of implementation

6.1. Until 2015:

+ Focus on training, raising management capacity, raising public awareness; To intensify education activities to raise awareness among officials and people around the handling of solid waste not enclosed within administrative boundaries; improving the policy framework;

+ To concentrate on investing in the construction and improvement of a solid waste treatment area of ​​500 tons / day in Binh Xuyen district and on-going solid waste treatment zones;

+ To build 25 solid waste treatment stations in communes and communes; To renovate and upgrade existing waste treatment and disposal sites to ensure the environment; The handling of environmental pollution of temporary solid waste burial sites does not ensure the environmental sanitation and closes the burial sites, causing serious environmental pollution.

Promote the socialization of solid waste management; Improving the capacity of collecting and transporting solid waste.

 6.2. The period from 2016 to 2020:

To build concentrated solid waste treatment zones in Tam Duong, Lap Thach and Vinh Tuong districts in order to meet the province's solid waste treatment demand; To build 26 communal and inter-communal solid waste treatment stations; To continue raising the capacity of collecting and transporting solid wastes; Upgrading existing solid waste treatment facilities and concurrently building recycling, reuse and treatment lines for hazardous solid waste; To continue the closure of temporary non-environmental landfill sites; Continue to push the network of socialization of solid waste management.

7. Proposing priority investment projects

7.1. Until 2015:

+ To build a concentrated solid waste treatment area in Binh Xuyen district with a capacity of 500 tons / day.

+ To build 25 inter-communal solid waste incinerators.

+ To deal with environmental pollution of solid waste burial sites, causing serious environmental pollution.

7.2. The period from 2016 to 2020:

+ To build a concentrated solid waste treatment area in Tam Duong district with a capacity of 500 tons / day.

+ To build a concentrated solid waste treatment zone in Vinh Tuong district with a capacity of 300 tons / day.

+ To build a concentrated solid waste treatment area in Lap Thach district with a capacity of 500 tons / day.

+ To build 26 inter-communal solid waste incinerators.

8. Estimation of investment cost

- The demand for investment capital under the planning is estimated at VND 7,433.04 billion, of which:

+ The period from now to 2015 is 1,440.21 billion VND, of which:

* Estimated budget is 131.21 billion dong;

* Other legal capital is expected to be 1309 billion.

+ The period from 2016 to 2020 is VND 5,992.83 billion, of which:

* Estimated budget is 129.33 billion dong;

* Other legal capital is expected to be 5.863,5 billion.
