Planning for the development of industrial clusters in Vinh Phuc province up to 2020, towards 2030

On 2017/1/20, the People's Committee of Vinh Phuc province issued Decision No. 252/QĐ-UBND on approving the master plan for the development of industrial clusters in Vinh Phuc province up to 2020, towards 2030 as followed:

1. Development viewpoint:

- Planning the development of industrial clusters in Vinh Phuc province up to 2020, towards 2030 in line with the master plan for the socio-economic development, the master plan for industrial development, land use planning, urban development planning and population quarters, and other relevant infrastructure development plannings in the province.

- Strengthening the cooperation and promoting comparative advantages with neighboring provinces; mobilizing resources of all domestic and international economic sectors for the infrastructure construction of industrial clusters.

- Developing industrial clusters on the basis of efficiently exploiting comparative advantages in natural resources, labor and infrastructure in localities, prioritizing the development of industrial clusters having rational scale, serving demandss on removing and expanding production for the development of industries, handicraft and small industries.

- Expanding industrial clusters must be closely connected to ensure security, national defense and social order; at the same time, satisfy the requirements of ecological environment protection and sustainable development.

2. Development objectives:

1.1. Overall objectives:

- Planning for the development of industrial clusters to ensure the achievement of the provincial socio-economic development objectives in a comprehensive manner, contributing to the growth of industry and services, and the shift of economic structure towards industrialization - modernization.

- Setting up establishments and grounds for the development of industries, small industries, craft villages and new rural areas in Vinh Phuc.

- Planning for the development of industrial clusters in the province with appropriate scale in each period in order to orient the land fund, infrastructure investment focusing on potential areas outside the center, to meet the need of expanding production scale, attracting resources on technology… in order to develop the industry in a harmonious way, linking production with the market, raw material areas and laborers. ..

- Creating jobs in the area; dealing with environmental pollution risk in craft villages, ensuring social security and order.

1.2. Specific targets:

a, Development objectives until 2020:

- Making use of the State capital support, mobilizing all economic sectors to invest in upgrading the existing 14 industrial complexes to the beginning of 2015 (198.34 ha have not been implemented yet).

- Building seven new industrial complexes with the total additional area of 109.4 ha by 2020; bringing the total invested area of industrial complexes by 2020 is expected at 307.74 ha.

- Promoting investment and encouraging enterprises of all economic sectors to invest in available industrial clusters, striving to raise the average occupancy rate of industrial clusters until the end of 2020 to 65% of industrial land for lease; attract an amount of VND 10,000-12,000 billion for the production development to industrial clusters; create regular jobs for 28,000 - 30,000 employees.

- 100% of operated industrial clusters have been invested wastewater treatment systems and industrial waste collection.

- Relocating production establishments causing serious pollution in craft villages to industrial clusters to invest in production and business.

- Basically meeting the demand for production space for the rural industrial sector in industrial clusters.

b, Development orientation to 2030:

- Orientating to newly construct 10 industrial clusters with the total area of 212.39 hectares.

- Continuing to invest in expanding 01 existing industrial cluster of the previous period, up to 2020, with an additional area of about 10 hectares; bringing the total area of industrial clusters (Ics) in the province by 2030 to 659.23 ha.

- Striving until 2030 to reach the average occupancy rate of industrial clusters in the province to 75% of industrial land area that can be hired; attracting VND 12,000 - 15,000 billion for the development of industrial clusters; ensure create more regular jobs for 30,000 - 32,000 employees.

- Satisfying the demand for production space of rural industrial areas according to the ICs' standards in the direction of modernization in line with the common standards on industry.

3. The development planning on industrial clusters in Vinh Phuc province up to 2020, towards 2030.

3.1. Identify local industries, industrial establishments and cottage industries and handicrafts shall be prioritized and encouraged for investment in ICs.

- Orienting the sector structure: prioritize supporting industries, agricultural and forest product processing, food, new construction materials and rural industries to promote the transfer process of the provincial economic structure.

- Orienting the industrial model and scale: encourage small and medium supportive enterprises to produce and trade in ICs. Non-state businesses focus their investment on small, medium-scaled sectors that is easy for them to change product methods. Household economy concentrates on traditional handicrafts, products, goods for daily consumption of people, also focuses on processing raw materials for big industrial esablishments in ICs.

Specifically, encourage investment in industrial clusters in the following industries and domains:

a) Until 2020:

- Processing agro-forestry products, food, producing feed;

- Production of new building materials;

- Assembling electrical and electronic equipment;

- Mechanical repair and repair of work equipment; Renovation and repair of waterways (rivers, lakes), civil engineering services;

- Supporting industries of electronic industry;

- Supporting industries of automobile industry, motorbike;

- Processing industry, waste treatment;

- Garment, leather shoes.

b) Orientation to 2030:

Continuing to develop advantageous industries such as processing agricultural and forest products; production of new construction materials; industrial and agricultural service, forestry ... but with better quality and level of processing.

In addition, priority should be strenghthened for investment attraction to industrial clusters of clean industries, using high technologies, low environmental pollution and high economic efficiency such as assemble electrical equipment, electronics, supporting industries, high quality support services for other industries.

3.2. Build lists of places for building industrial clusters and determine the order of priority for construction investment in the planning stage in the localities.

- Continue to invest in unrealized areas at 14 existing ICs: Huong Canh and Thanh Lang industrial clusters in Binh Xuyen district; Hop Thinh, Tam Duong district; Te Loi, Yen Dong, Yen Lac town, Minh Phuong, Yen Lac district; Ly Nhan, Tan Tien, Dong Soc, Vinh Son, Tho Tang - Lung Hoa, An Tuong of Vinh Tuong district.

- Select name and 17 locations for building new ICs until 2030, including:

+ Now to 2020: To build 07 new ICs in 109.4 hectares, including Cao Minh industrial cluster, Phuc Yen town; Lap Thach IC, Tu Du, Dinh Chu, Lap Thach district; Dong Thinh IC, Song Lo district; Yen Phuong IC, Yen Lac district; Viet Xuan IC, Vinh Tuong District.

+ From 2021 to 2030: build 10 new ICs in 212.39 ha, including Trieu De, Xuan Loi and Xuan Hoa ICs of Lap Thach district; Hai Luu IC, Song Lo district; Hoang Lau IC, Tam Duong district; Lien Chau, Trung Nguyen, Van Tien IC of Yen Lac district; Van Giang - Van Ha IC (Ly Nhan commune), Dai Dong of Vinh Tuong district and expanding Dong Thinh IC (10ha).

4. Solutions and implementation of the planning

4.1. For approved ICs:

- For established ICs: Strictly comply with Joint Circular No. 31/2012 / TTLT-BCT-BKHTT of the Ministries of Industry & Trade; Planning & Investment guiding the handling of industrial groups formed before the Decision Decision No. 105/2009 / QD-TTg dated September 18, 2009 of the Prime Minister, specifically:

+ In the case of ICs which were set up later and re-established in accordance with Joint Circular No. 31/2012 / TTLB-BCT-BKHDT, they will continue to attract investment to complete the missing infrastructure items. and strengthen the attraction of secondary investors to fill the leasable area, manage ICs according to current regulations.

+ For investment projects in ICs, it is necessary to resolutely handle slow and ineffective projects as prescribed by law to avoid wasting land.

+ For 05 ICs being formed by district-level and commune-level People's Committees prior to the effective implementation of the Regulation on IC management, the management of such ICs shall be effected. The district-level People's Committees shall have to assume the prime responsibility for, and coordinate with the provincial / municipal Industry and Trade Services and relevant departments and branches in, reviewing and reporting to the provincial People's Committees for appropriate adjustment of the ICs size. Each infrastructure (enterprise or industrial cluster development center or a non-productive unit is added to the infrastructure business unit).

- For ICs which are expected to be newly set up: It is necessary to carry out right from the beginning of the investment and construction process of new establishment. Do not select projects having the risk of environmental pollution to the cluster. In case of delayed deploying (overdue) ICs under the effective establishment decision, it is necessary to revise to adjust the scale, route and development orientation to suit the practical conditions.

For ICs planned to expand: The extension is only proposed to be implemented when: 80% of the area can be leased to the area of the previous stage; have land fund to expand and have secondary investors registered investment production.

4.2. Solutions for planning management:

- Establishing organizations and increasing state management personnel for ICs established by the province. Determining clearly the function of managing and planning the development of ICs for the Department of Industry and Trade that can strengthen the staff to do this well.

- Localities having no conditions to set up an industrial cluster development center under the district-level People's Committee to serve as an infrastructure trading unit, or the number of industrial clusters in the locality is still less attractive. Infrastructure enterprises, in the immediate future, may consider assigning the Industry Promotion Center (Department of industry and trade) to perform this function.

4.3. Solutions on implementing social infrastructure development policies for IC construction area:

- To concentrate on mobilizing priority resources for compensation and construction of synchronous infrastructure for resettlement areas for people losing land and houses for laborers at ICs when so requested. The central encouragement and support mechanism for investment in the construction of dwelling houses for IC workers has been implemented as an experiment with IPs.

- Building local specific mechanisms to prioritize all concentrated resources for site clearance compensation and infrastructure construction for resettlement areas, housing for workers; To encourage and support the budget from the provincial budget for enterprises, infrastructure investors, infrastructure investment in infrastructure for people who lose land and laborers in ICs, including medical services, education and social security in the area concerned and adjacent to ICs.

4.4. Mobilization of investment to ICs:

The total demand for infrastructure investment is expected to be at least: The period from now to 2020 is VND 2,000.3 billion, VND 1,289.2 billion of which is proposed to continue to invest in 198.34 hectares that was planned for the previous period; The target is VND 1,380.5 billion by 2030. For the above measures, the following solutions should be applied:

- To intensify the attraction and raise the efficiency of investment, attract large corporations and enterprises dealing in infrastructures with capital, technology and brand names to invest in infrastructures of local ICs. table. To focus on mobilizing capital from domestic and foreign enterprises, credit funds, etc.

Promoting investment in ICs as a unified organization with the participation of different committees, sectors, focus and focus on each of the statues that need to attract capital. Establishing investment promotion representatives in big cities and localities, setting up relations with foreign trade offices to introduce and attract enterprises interested in the potential of Vinh Phuc.

- Prepare a list of projects that need investment attraction and full dissemination of investment incentives for domestic and foreign investors.

4.5. Investment capital solutions:

- The province can support a large amount of funding for IC construction projects (construction of roads, power supply, water supply, resettlement ...) in districts with difficult areas. By combining with other provincial programs because the infrastructure is deployed with multiple goals.

- Other ICs have not been invested in infrastructure, but in order to meet the development needs, the province can provide investors with strong businesses (corporations, enterprises coming from abroad in the framework of bilateral and multilateral agreements such as the Asia-Europe Union, TTP) are invested in infrastructure construction and production land leasing. Investors who contribute capital to infrastructure will be given a share of revenue from industrial land and services to recover capital.

- The province needs to prioritize infrastructure investors in a synchronous manner from transportation, power supply, water supply and drainage, environmental treatment and finishing for each IC so that the houses If the machine is put into operation, it will terminate the construction of infrastructure inside and outside the CCN.

- To create favorable conditions for administrative procedures and time for infrastructure construction projects, IC investment policies, small and medium enterprises to borrow preferential capital of the Bank according to the project progress.

4.6. Solutions for scientific and technological development:

- Renovate the management of science and technology in line with the market mechanism and the requirements of international integration. Continue to strengthen and perfect the state management of science and technology in the province in the direction of flexibility and effectiveness. To implement the mechanism of association between state management agencies and scientific and technological organizations and enterprises in ICs.

- Organize the exchange of experiences between enterprises inside and outside ICs; Purchase technology equipment suitable; This stage should actively attract technology from corporations, provinces, to research, technology autonomy in the later stage.

- High preference for enterprises having technology transfer projects and commitments to support some enterprises in ICs in particular and in the province in general.

4.7. Solutions for job creation, job change for laborers having land recovered and training and preparation of labor force for industrial clusters:

- On the creation of on-the-job human resources for ICs: To step by step raise the quality of professional skills and skills for laborers; Pay attention to the style and style of pipe culture in accordance with local conditions. Enterprises in ICs need to commit and carry out labor recruitment in localities where ICs are located, especially laborers who lose their production land.

- On training human resources for ICs:

4.8. Measures for environmental protection and sustainable development:

- The province should soon have specific guidance on environmental protection and supervision in ICs from the planning stage to the stage of investment in infrastructure construction, the stage of implementation of projects, the stage of complete construction built in ICs. Specific IC construction projects (detailed), ICs expansion projects and IC infrastructure business must prepare environmental impact assessment reports (EIA); Defining the responsibilities of the parties in elaborating, appraising reports on environmental impact assessment, monitoring and supervision of environmental issues in ICs.

- Develop regulations on environmental protection in the form of: Detailed guidance on landscape planning and architectural design for ICs; waste regulations; Environmental criteria for investment projects in ICs. At the same time, it is necessary to formulate incentive policies to attract enterprises to invest in modern equipment and to produce assorted products to ensure environmental hygiene and recyclable wastes or be buried safely; Encourage enterprises in ICs to apply cleaner production and apply quality management systems. In particular, encourage the development investment environment industry in ICs. To encourage the implementation of scientific research activities on environmental protection in production activities of ICs.

- For new ICs, the master planning for environmental protection right from the time of project formulation plays a very important role. 4.9. Solutions on compensation for ground clearance for IC construction:

- Develop and promulgate provincial regulations and policies related to land and IC infrastructure in a uniform manner. Strengthen the effectiveness of land law regulations, combining persuasion, advocacy and legal enforcement, especially in areas and areas where it is expected that difficulties will arise. Developing ICs according to the planning.

- Elaborate documents guiding the implementation of incentives on land rent exemption or reduction for enterprises leasing land in ICs. At the same time, the mechanism for industrial enterprises to lease land in ICs is entitled to preferential land rents in accordance with the Law on Investment and in line with the WTO's practice.

- Land clearance and resettlement need to be coordinated by investors and authorities and mass organizations in the area to ensure the legitimate interests of the people who have land recovered and the benefits of quick release. equals to investors; The orientation and location of the resettlement site are clearly defined when detailed planning of ICs.

5. Implementation:

- The Department of Industry and Trade is the leading agency to advise the provincial People's Committee on the State management function with ICs in the province, with the task of presiding over the district and other branches and localities. Publicize, propagate and implement the contents of the planning; Examine dossiers for establishment or expansion of industrial clusters and submit them to provincial People's Committees for approval; give opinions on basic designs of investment projects on the construction of industrial clusters and investment projects on the construction of works in industrial clusters according to their competence; Proposing and implementing mechanisms, policies and regulations related to the development of industrial clusters; Advise to develop the Regulation on the management of industrial clusters in the locality.

- The Department of Planning and Investment: chair and coordinate with the Department of Industry and Trade and other concerned branches to build and balance the investment capital to support the development of industrial clusters in their successors. Annual plan, long term plan.

- Departments of Finance; Construction; Natural Resources and Environment, Transportation; Post and Telecommunications; Labor, Invalids and Social Affairs; Agriculture and Rural Development, Science and Technology, according to their assigned functions and tasks, they shall coordinate with the agencies assuming the prime responsibility for implementing relevant tasks for the implementation of this planning.

- The People's Committees of districts and cities: Coordinate with the relevant departments and agencies to disseminate and implement the plan in the area; To attract investment, reserve and allocate land fund, organize investment in building industrial park infrastructure according to planning. Compile dossiers for setting up and adjusting the planning of industrial clusters in their respective localities; To organize the investment in the construction of industrial clusters in the locality after being approved by the provincial People's Committee. - Infrastructure investors and producers and traders in ICs: In the process of building and operating ICs, they must comply with the approved master plan and detailed planning; Adjustments need to be approved by competent authorities and the interests of related parties. Investors must strictly comply with state laws and constitutional regulations of local authorities and carry out social responsibility for local people.
