Vinh Phuc meets and exceeds 13/13 socio-economic targets in 2019

Presenting the report on socio-economic development in 2019, directions and tasks in 2020 right after the opening of the 14th session of the provincial People's Council Session XVI this morning, the Standing Vice Chairman Le Duy Thanh excitedly said, “This year, Vinh Phuc's socio-economy continues to prosper with 13/13 targets and exceeded the set plan.”  

The economic growth has achieved the plan, the budget revenue has increased, investment attraction has further exceeded the target 

Regarding the economic growth, the Standing Vice Chairman emphasized that the flexible management of the provincial People's Committee along with taking initiative in solutions to cope with difficulties and challenges, especially continued accompanying with businesses, entrepreneurs and opening up resources for growth, so in 2019, the province's socio-economy has continued to develop actively in almost all fields. The economic growth rate has reached 8.05%, of which, industry - construction has the highest growth with 13.11% and has been the key sector in the overall growth of the province. Production and business activities of enterprises have continued the stability and growth. Industrial production value has maintained good growth with VND 244.8 trillion, up 13.4% compared to last year and is the driving force for the province's overall growth. In particular, the processing industry of processing and manufacturing plays a key role; electronic components manufacturing industry always keeps the leading position with a record increase of 40.6%. 

Vinh Phuc has reached the finish line, completing the task of budget revenue from October. In 2019, the total budget revenue is estimated to reach 32,447 billion VND, up 16.8% compared to the estimate. Of which, domestic revenue reached VND 28,500 billion, exceeding 17.6% of the estimate; revenue from foreign-invested sector reached VND 21,500 billion, an increase of 8% of the estimate due to increased output of imported cars of Honda and Toyota, leading to an increase in special consumption tax. 

Emphasizing on the successes in investment attraction, Mr. Le Duy Thanh affirmed that this year, the province sent three investment promotion delegations to the traditional, potential markets and orienting to countries having capital and high technology. At the same time, receiving and working with 82 business delegations, investors, foreign consulting organizations, 191 domestic organizations, individuals and businesses exploring investment opportunities in the province. In particular, from continuing to well implement the care of on-site investors, in 2019, attracting both FDI and DDI projects have exceeded the set target.

Specifically, the province has granted new investment certificates for 65 projects and adjusted to increase capital for 50 FDI projects, total registered capital of USD 670 million, up 34% of the plan and up 27.2% compared to last year; newly granted and adjusted to increase investment capital for 48 DDI projects, total registered capital of 13.55 trillion VND, 4.5 times higher than the plan, up 54% compared to last year.   

African swine fever virus has made agriculture grow negatively 

Although the weather is quite favorable for plants, due to the annual planting area of only about 86.69 hectares, down 4.6% compared to 2018; rice productivity also decreased by 0.9%. In particular, African swine fever virus in all districts and cities caused nearly 108,970 pigs to be destroyed and the unstable price of livestock products caused the negative growth of the Agriculture sector (-2.77% ) compared to last year.     

Export turnover reached 2.56 billion USD; The whole province welcomed 1.6 million visitors 

 

According to the report, in 2019, the trade and service sectors have developed stably, Mr. Le Duy Thanh has shown out the figures: The total retail sales of goods and revenue of consumer services are estimated at 51 thousand billion dong, up 10.4%; export turnover reached 2.56 billion USD, up 14%, with the main export items as: motorbikes and spare parts, auto parts, car seats, tea, electronic components, textiles sewing and shoes. 

With the focus on perfecting the infrastructure for tourism, tightening the management of security and order, environmental sanitation, not to happen the situation of price increases, pressures on peak occasions, tourist areas, resorts such as Tam Dao, Flamingo Dai Lai, Red River Capital ... continue to be attractive destinations for visitors. Estimated in 2019, the province has attracted 1.6 million visitors, making an increase of 17% in 2018, including 43.5 thousand international visitors. The total tourism revenue has reached VND 1.91 trillion.     

100% of communes meet new rural standards 

 

After 10 years of implementing new rural construction, along with strengthening the direction, in 2019, the provincial People's Committee has provided targeted support from the provincial budget to the district budget to implement the program in difficult communes. As a result, the whole province has 112/112 communes completing new rural construction, reaching the rate of 100%; 4/9 districts and cities were recognized as meeting standards, completing the task of building a new countryside.      

Education adds new marks 

 

Closing the year 2019, the Education and Training sector has made many new achievements when the educational management has been renovated towards increasing autonomy and self-responsibility for schools. In the school year 2018-2019, Vinh Phuc had 1 student who won the International Mathematical Olympiad Silver Medal in the United Kingdom and had the highest percentage of students winning the national 12th grade excellent student competition compared to previous years, with 79 prizes, accounting for 87.8%. 

In the school year 2019-2020, the People's Committee has spent nearly VND 100 billion to build and upgrade 60 IT - foreign language classrooms for 41 primary schools and 19 secondary ones; 66 specialized foreign language classrooms for 66 primary schools, 50 computer labs for 43 junior high schools and 7 high schools.     

Creating jobs for nearly 24,500 employees 

 

Emphasizing efforts in the work of diversifying students, sending workers to work abroad and investing facilities for vocational schools to improve the quality of human resources, meeting recruitment requirements, Mr. Le Duy Thanh said that in 2019, the whole province created new jobs for 24,500 employees, increasing 6.2% compared to last year, including 2,000 employees working abroad for a limited time. 

Efforts to increase GRDP 8-8.5% in 2020 

 

On the basis of forecasting difficulties and challenges that directly affect the implementation of socio-economic development tasks in 2020, Mr. Le Duy Thanh said, “In 2020, our objectives are: exploiting, managing and using effectively resources; creating a clear and favorable environment for investment, production and business. The economic development must go along with comprehensive and synchronous development of cultural and social fields, improving the material and spiritual life of the people. We will strive to increase GRDP 8-8.5%; The total budget revenue is VND 33,500 billion, of which domestic revenue will be VND 29,350 billion. At the same time, attracting USD 550 million of FDI capital, VND 5,500 billion of investment capital from DDI projects; creating new jobs for 22,000 laborers, the poverty rate is less than 1% …” 

In order to meet and exceed all the socio-economic targets, the provincial People's Committee offered four key tasks and implementation solutions to each industry and field. In which, the focus will be to realize and organize the effective implementation of guidelines and policies of the Party and the State on the development of branches and domains. Implement the Government's policies on strict fiscal policy and discipline; promote the improvement of investing environment, enhance provincial competitiveness. Well implement the tasks and plans to develop the private economy, develop small and medium-sized enterprises. Along with that, focus on urging and supervising the work of site clearance and compensation; promote investment promotion activities; review and restructure crops, livestock, mechanization in agricultural production...
