Sports Complex and Athlete Training Center of Vinh Phuc Province

1. Location: in Tam Quan commune, Tam Đảo district, Vĩnh Phúc province.

2. Current situation: Preparing the detailed planning 1/500 as approved.

3. Target and scale:

- Target: construction of centralized sports center with high quality; a typical, advanced project in term of friendly ecology environment; a training center for sports athlete who are qualified to play in international games; and contribute to attract tourists to Vinh Phuc province.

- Scale: sports complex in total area of 51ha with 3 main sections including the buildings to meet standards of regional and international competitions:

+ Stadium to accommodate 20,000 seats, supporting stadium for training;

+ Competition building and indoor swimming pool;

+ Training center for athlete with classroom, administration building, multi-purposes training center, dormitory for staffs and trainees;

+ Hotel with 150 rooms in building area of 6,300m2, 150 rooms, maximum height of 10 floors.

+ Supporting work items.

4. Estimated Investment Capital: around 250 million USD

5. Project owner: Departments of Construction or Culture, Sports and Tourism

6. Current project condition: Calling for investment to complete.

7. Proposed implementing duration:

- From 2014: survey works to evaluate current condition, basis for preparation of scope and pe-feasibility study report;

- From 2014-2015: land acquisition, compensation, and upgrade and expand the route, set up project and preparation works for investment;

- From 2015 – 2028: implement construction and put into operation.

-  In 2019: Service to ASIAD 18 will be planned to organize in Vietnam in 2019.

8. Type of Investment: BT, ODA, joint-venture or 100% private capital.

9. Preferential policy:  follow the regulation applicable to each work item in the project in sectors of sports, infrastructure, tourism, and training.

10. Commitment from Vinh Phuc People’s Committee: hand over cleared sites to investor; solving administrative procedure through one – stop mechanism, one nodal point, maximum capacity to support investors during implementing projects.

11. Procedure:

- Investor submits Proposal for the project to the Department of Planning & Investment to be considered, approved.

- Investors prepare Project profile (include Report of Environmental impact assessment) and submit at concerned agency of the province.

+ Grant the investment certificate in case investor provides 100% finance;

+ Joint-venture contract if joint business with local investor.

+ Selection of investors if many investors are interested.

- VPPC shall carry out compensation, clearance land and hand over to the investor.

- Investor prepares draft contract negotiation with concerned state authority for signing of BT, PPP contracts based on requirement of investor (investor fulfill procedure to sign contract of land rental and obtain the land use rights certificate following each component of the project).

- VPPC shall carry out compensation, clearance land and hand over to the investor.

- Investor carries out construction and operates the project
