Regulations on the Vietnamese language proficiency test for foreigners

The Ministry of Education and Training has just issued Circular No. 27/2021/TT-BGDDT stipulating the regulations on the Vietnamese language ability assessment exam according to the Vietnamese Language Proficiency Framework for foreigners, effective from November 22, 2021.

According to the Circular, the organization of the Vietnamese language proficiency test is to assess the Vietnamese language ability for people in need according to the Vietnamese Language Proficiency Framework for foreigners. The organization of the Vietnamese language proficiency test must ensure the principles of honesty, accuracy, objectivity and transparency, accurately reflecting the Vietnamese language proficiency of the person being assessed in terms of 4 language skills: Listening, speaking, reading and writing.

Regarding the exam format: Listening, reading and writing skills are organized in the form of a paper-based or computer-based test. Speaking skills are organized in the form of a direct speaking test in front of the examiner or a computer-based speaking test. For each exam, the exam organizer will notify about the format of the test on paper or on a computer, speaking directly in front of the examiner or speaking on the computer for candidates to know before registering for the exam.

Vietnamese language proficiency certificates are issued to candidates who meet the corresponding requirements from level 1 to level 6 of the Vietnamese Language Proficiency Framework for foreigners. The Ministry of Education and Training stipulates the form of Vietnamese language proficiency certificates. The validity period of the Vietnamese proficiency certificate is decided by the agency or unit using the certificate.

Units that are organized to test Vietnamese language proficiency include: Higher education institutions offering training in literature, philology, Vietnamese language and Vietnamese culture; units assigned by competent state agencies to train and  foster Vietnamese for foreigners.

Candidates and test registration

The circular clearly states that the candidates for the exam include individuals who wish to have their Vietnamese language proficiency assessed and granted Vietnamese proficiency certificates; have a valid exam registration dossier; fully pay exam fees and certification fees as prescribed; not during the period of being banned from taking the exam as prescribed.

Application for registration includes: 2 photos of size 4x6 (cm) taken no more than 6 months before the date of registration; a copy of a valid passport; registration form (including full name, date of birth, nationality, passport number and date, time and place of registration and other necessary information).

Registration can be done in one of the following ways: Individuals can directly register at the exam organization or register online via the website of the exam organization; individuals, through organizations, agencies, enterprises or educational institutions where they are working or studying, register for the exam with the exam organizing unit.

It is the candidates' responsibility to be present at the test site at the specified time to receive instructions and participate in the exam. Present a valid passport before entering the exam room. After 2/3 of the time to take the test of each skill, candidates can submit the test earlier than prescribed (except for listening skills) with the test questions, scratch paper and only leave the exam room when the examiner allows.

The Circular also stipulates that the head of the examination organization shall approve the test results within 7 working days from the date of receipt of the request for approval of the test results. Immediately after the exam results are approved, the exam organizer will announce the exam results on its website.

The head of the examination organization issues certificates to qualified candidates; in which, clearly state the candidate's level of Vietnamese language proficiency. The management, issuance and revocation of certificates comply with current regulations of the Ministry of Education and Training.

This Circular takes effect from November 22, 2021.
