Projects for manufacturing construction materials must be technologically appraised


The Government has just issued Decree 95/2019/NĐ-CP amending and supplementing a number of articles of the Government's Decree No. 24a / 2016/NĐ-CP on April 5, 2016 on the management of construction materials.

In particular, amending and supplementing Clauses 1 and 2, Article 29 for investment projects on construction material production. Specifically, investment projects on production of construction materials must be in accordance to the provisions of law on planning and construction investment.

In addition, investment projects on the production of building materials must select advanced and modern equipment technology to meet the criteria of consumption of raw materials, fuel and energy, and meet the requirements on environmental protection and technology appraisal according to the law on technology transfer.

The Decree also amends and supplements Article 1 on the scope of regulation, accordingly, Decree 24a/2016/NĐ-CP stipulating activities in the field of construction materials, include: construction material investment and production activities; quality management, construction materials trading; policies on developing construction materials to save mineral resources, save energy and be environmentally friendly. Particularly for metal construction materials and construction materials not originating from minerals, this Decree only regulates quality management and trade.
